The Court&#8217;s order emphasized that the potential harm to the executive branch&#8217;s conduct of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/scotus-shuts-down-blockade-on-trumps-foreign-aid-cuts\/\" title=\"SCOTUS Shuts Down Blockade On Trump&#039;s ... the Supreme Court&rsquo;s <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2025\/09\/25A269-Order.pdf\" target=\"_blank\" rel=\"noopener\">order<\/a> said.<\/p>\n<p>&ldquo;This order should not be read as a final determination on the merits,&rdquo; Kagan wrote in her dissent, joined by Justices Sonia Sotomayor and Ketanji Brown Jackson.<\/p>\n<p>&ldquo;But the effect of its ruling is to allow the Executive to cease obligating $4 billion in funds that Congress appropriated for foreign aid, and that will now never reach its intended recipients.&rdquo;<\/p>\n<p>The Trump administration previously <a href=\"https:\/\/dailycaller.com\/2025\/09\/08\/trump-admin-asks-supreme-court-to-stop-foreign-funds-payout\/\" target=\"_blank\" rel=\"noopener\">argued<\/a> Ali&rsquo;s order presented &ldquo;a grave and urgent threat to the separation of powers.&rdquo;<\/p>\n<p>It would have required spending the funds, which Trump <a href=\"https:\/\/dailycaller.com\/2025\/08\/29\/trump-office-management-budget-foreign-aid-pocket-rescission\/\" target=\"_blank\" rel=\"noopener\">canceled<\/a> through a &ldquo;pocket recession,&rdquo; by Sept. 30.<\/p>\n<p>&ldquo;To have any hope of complying in time, the Executive Branch would have to <a href=\"https:\/\/amzn.to\/3YuVZYV\" >immediately commence diplomatic discussions<\/a> with foreign nations about the use of those funds &mdash;
