Gov. Gavin Newsom&nbsp;<a href=\"https:\/\/www.thecentersquare.com\/california\/article_86362fc7-767e-4f16-8966-9251801db537.html\" target=\"_blank\" rel=\"noreferrer noopener\">signed<\/a>&nbsp;the bill into law Friday. Recent draft rules reflect legislation passed during this year&rsquo;s legislative session, including&nbsp;<a href=\"https:\/\/app.leg.wa.gov\/billsummary?Year=2025&amp;BillNumber=1975\" target=\"_blank\" rel=\"noreferrer noopener\">House Bill 1975<\/a>, which amends the state&rsquo;s&nbsp;<a href=\"https:\/\/ecology.wa.gov\/air-climate\/climate-commitment-act\" target=\"_blank\" rel=\"noreferrer noopener\">Climate Commitment Act<\/a>&nbsp;to stabilize its carbon market and help facilitate a future linkage with other jurisdictions. The law is effective as of July 27.<\/p>\n<p>The push to link Washington&rsquo;s carbon market to other jurisdictions is based on the belief that creating a larger, more stable and efficient market will lead to lower business compliance costs, increased regional emissions reductions and more <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-plans-massive-spending-binge-on-green-energy-after-losing-taxpayers-hundreds-of-millions-on-failed-investments-report\/\" title=\"Biden Plans Massive Spending Binge On Green Energy After Losing Taxpayers Hundreds Of Millions On Failed Investments: Report\">clean energy spending<\/a>.<\/p>\n<p>A&nbsp;<a href=\"https:\/\/ecology.wa.gov\/air-climate\/climate-commitment-act\/cap-and-invest\/linkage?eType=EmailBlastContent&amp;eId=1af1b66d-81c6-4803-a74f-0700fba06ecd\" target=\"_blank\" rel=\"noreferrer noopener\">cap-and-trade system<\/a>&nbsp;caps total greenhouse gas emissions.&nbsp;This cap is divided into a limited number of tradable permits, or &ldquo;allowances,&rdquo; distributed to companies.&nbsp;Companies that emit less than their allotted amount can sell their excess allowances to those who have exceeded their share, creating a market price for carbon.<\/p>\n<p>&ldquo;This is a win for California and for states like Washington that are taking meaningful actions to confront the impacts of climate change, support innovation, and transition our economy away from fossil fuels,&rdquo; Washington State Department of Ecology Director Casey Sixkiller&nbsp;<a href=\"https:\/\/bsky.app\/profile\/caseysixkiller.bsky.social\" target=\"_blank\" rel=\"noreferrer noopener\">posted<\/a>&nbsp;on social media regarding the Golden State&rsquo;s decision to extend its cap-and-trade program.<\/p>\n<p>He concluded, &ldquo;There has never been a more important time for states to lead on this issue, and we look forward to continuing to work with California to link our carbon markets.
