Good government groups are urging the New York City Council to quickly pass legislation aimed at addressing critically important delays<\/a> in responding to public records requests<\/a> made to city agencies,including the NYPD and the mayor’s office. In a letter to Council Speaker Adrienne Adams, a coalition of organizations-such as Reinvent Albany, common Cause, the New York Coalition for Open Government, and the Freedom of the Press Foundation-called for approval of Intro 1235 of 2025. This bill would reform how agencies handle Freedom of Information Law (FOIL) requests by requiring transparency measures like reporting the number of requests, response times, and statuses, and also mandating that released public records be published online to avoid duplicate requests.<\/p>\n

Introduced by Council member Gale Brewer, the proposal mandates the use of the OpenRecords portal by all city agencies, allowing public access to FOIL responses and enhancing transparency. The reform is a response to reports showing that many FOIL requests remain unresolved for months or even years, with some still open after one year and backlogs especially prominent in agencies like the NYPD and the Department of Education. Advocates argue the current system is broken, citing long waits that hinder public oversight and accountability.The legislation aims to modernize and expedite public record accessibility in New York City.
