Mayor Garcetti Nominated As Ambassador To India\">bold climate action<\/a>,&rdquo; Department of Ecology Director Casey Sixkiller said in a&nbsp;<a href=\"https:\/\/ecology.wa.gov\/about-us\/who-we-are\/news\/2025\/sept-10-september-cap-and-invest-auction-results-announced#:~:text=The%20auction%20raised%20an%20estimated,Program%20started%20in%20January%202023.\" target=\"_blank\" rel=\"noreferrer noopener\">news release<\/a>. &ldquo;The Cap-and-Invest Program is here to stay, and businesses are making long-term investments that will assist in decarbonizing their operations.&rdquo;&nbsp;<\/p>\n<p>Since the cap-and-trade program, as it is also known, started in January 2023, Washington&rsquo;s carbon auctions have generated nearly $3.5 billion in revenue.<\/p>\n<p>Under the&nbsp;<a href=\"https:\/\/ecology.wa.gov\/air-climate\/climate-commitment-act\" target=\"_blank\" rel=\"noreferrer noopener\">Climate Commitment Act<\/a>&nbsp;of 2021, emitters must obtain &ldquo;emissions allowances&rdquo; equal to their covered greenhouse gas emissions at quarterly auctions hosted by the Department of Ecology. Washington&rsquo;s carbon auctions are meant to reduce greenhouse gas emissions and achieve the state&rsquo;s&nbsp;<a href=\"https:\/\/climate.wa.gov\/washington-climate-action-work\/big-seven-washingtons-biggest-climate-policies\" target=\"_blank\" rel=\"noreferrer noopener\">climate goals<\/a>, while funding programs to address climate change and improve the environment.<\/p>\n<p>Carbon auction critics, however, argue that the program deliberately increases fuel and utility prices as costs are passed onto consumers. They also question the program&rsquo;s effectiveness in reducing emissions.<\/p>\n<p>One of those critics is Todd Myers, vice president of research at the free-market Washington Policy Center.<\/p>\n<p>He notes that the cap-and-trade system is designed to drive up gas, diesel and natural gas prices by gradually reducing the number of allowances.<\/p>\n<p>According to the&nbsp;<a href=\"https:\/\/ecology.wa.gov\/air-climate\/climate-commitment-act\/cap-and-invest\" target=\"_blank\" rel=\"noreferrer noopener\">Department of Ecology<\/a>, the &ldquo;program sets a limit, or cap, on overall carbon emissions in the state&hellip;&rdquo; and &ldquo;The&nbsp;cap will be reduced over time to ensure Washington achieves its<a href=\"https:\/\/apps.leg.wa.gov\/rcw\/default.aspx?cite=70A.45.020\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;2030, 2040, and 2050 emissions-reduction commitments<\/a>, which means we&rsquo;ll&nbsp;issue fewer emissions allowances each year.&rdquo;<\/p>\n<p>&ldquo;Real people are being hurt by this,&rdquo; Myers said of the <a href=\"https:\/\/amzn.to\/3YuVZYV\" >resulting fuel price hikes<\/a>.<\/p>\n<p>According to&nbsp;<a href=\"https:\/\/gasprices.aaa.com\/?state=WA\" target=\"_blank\" rel=\"noreferrer noopener\">AAA<\/a>, the average price of standard, or regular grade, gas in Washington is $4.647 per gallon as of Friday morning, up from last week&rsquo;s $4.401. However, prices have increased substantially compared to last year, when gas was $4.151.<\/p>\n<p>California has the second-highest gas prices in the nation at $4.640 per gallon, followed by Hawaii at $4.465 per gallon.<\/p>\n<p>Myers noted that at about this time last year, then-Gov. Jay Inslee was touting a statewide&nbsp;<a href=\"https:\/\/www.thecentersquare.com\/washington\/article_1b8d7a34-4df6-11ef-b984-bbe6169e8b64.html\" target=\"_blank\" rel=\"noreferrer noopener\">$200 energy rebate<\/a>&nbsp;from local utilities, funded by CCA revenue, to more than 675,000 low-income households. The credit was intended to provide relief from rising energy costs. The program officially&nbsp;<a href=\"https:\/\/wacleanenergycredits.com\/relief_program\" target=\"_blank\" rel=\"noreferrer noopener\">ended<\/a>&nbsp;on Sept. 15, 2024.&nbsp;<\/p>\n<p>Myers and WPC have recently been&nbsp;<a href=\"https:\/\/www.thecentersquare.com\/washington\/article_098a2034-fe90-4526-994a-e2a31eb9cfb2.html\" target=\"_blank\" rel=\"noreferrer noopener\">critical<\/a>&nbsp;of the Department of Ecology, claiming the agency has failed to produce emissions data to prove whether Washington is meeting its climate goals.<\/p>\n<p>Allowance prices were higher than market expectations at the Sept. 3 auction, triggering a special allowance sale to help manage costs.<\/p>\n<p>On Oct. 1, the Department of Ecology will hold a regularly scheduled auction of allowances from the price containment reserve account. This will allow businesses to make up any allowance shortages in their accounts ahead of the Nov. 1 compliance deadline.&nbsp;&nbsp;<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/opinion\/3801827\/california-cannot-keep-lights-on\/\" target=\"_blank\" rel=\"noreferrer noopener\">UNINTENTIONAL OR ON PURPOSE, CALIFORNIA CAN&rsquo;T KEEP THE LIGHTS ON<\/a><\/strong><\/p>\n<p>A second reserve auction, based on the September quarterly auction&rsquo;s settlement price, will follow on Nov. 12.
