Her family said she had fled war-torn Ukraine in search of a safer life and a new beginning in the United States.<\/p>\n<p>Even Brown&rsquo;s <a href=\"https:\/\/www.newsweek.com\/decarlos-brown-mother-murder-iryna-zarutska-2126414\" target=\"_blank\" rel=\"noreferrer noopener\">mother&nbsp;has said the court system failed<\/a> the community by releasing her son, telling reporters that he had been under psychiatric monitoring after a schizophrenia diagnosis in 2014 and became so aggressive she had to remove him from her home.<\/p>\n<p>Brown&rsquo;s criminal record includes an&nbsp;armed robbery conviction in 2014, an&nbsp;assault on his sister in 2021, and multiple other arrests. Critics have blasted Judge Stokes for ignoring his past and releasing him despite clear warning signs.<\/p>\n<p>Stokes, appointed and supervised by the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/judge-recuses-himself-from-disney-desantis-case-after-discovering-relative-owns-company-stocks\/\" title=\"Judge steps down from Disney, DeSantis case due to family&#039;s stock ownership.\">chief district judge<\/a> in Mecklenburg County, is&nbsp;not a licensed attorney or a member of the <a href=\"https:\/\/portal.ncbar.gov\/verification\/search.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">North Carolina State Bar<\/a>, although magistrates in the state are not required to be. The organization <a href=\"https:\/\/www.facebook.com\/profile.php?id=61575795224443&amp;locale=nn_NO\" target=\"_blank\" rel=\"noreferrer noopener\">responded by stating<\/a>:&nbsp;<\/p>\n<p>&ldquo;This has nothing to do with us. This is a Behavioral health clinic helping people in the community with substance abuse and mental health issues. Please stop posting on this page. We have nothing to do with the law.&rdquo;<\/p>\n<p>A representative for the Second Chance hung up the phone when asked by the&nbsp;<em>Washington Examiner<\/em>&nbsp;whether Stokes had worked there since 2023. The group&rsquo;s website is also not currently online, and it&rsquo;s unclear when the page was removed. Stokes&rsquo;s name appears on a <a href=\"https:\/\/nc.bold.pro\/my\/teresa-astokes\" target=\"_blank\" rel=\"noreferrer noopener\">now-deleted&nbsp;Bold.Pro profile<\/a>&nbsp;listing her as director of operations and a magistrate, but that listed role could not be confirmed independently.<\/p>\n<p>What is verifiable is that Stokes previously co-founded a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/nyc-mayor-blasted-for-mindful-breathing-school-mandate-amid-low-academic-scores-absenteeism\/\" title=\"NYC Mayor Criticized for &#039;Mindful Breathing&#039; School Rule Amid Poor Academic Performance, Absenteeism\">separate mental health<\/a> help venture called&nbsp;Pinnacle Recovery Services in 2015, a Michigan-based nonprofit organization that provided housing and recovery services to underserved individuals, <a href=\"https:\/\/www.linkedin.com\/in\/teresa-stokes-165b7322b\/\" target=\"_blank\" rel=\"noreferrer noopener\">according to her LinkedIn account<\/a> and a previous news report. We&rsquo;ve seen the tragic results firsthand,&rdquo; Smith added.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-what-are-local-officials-saying\">What are local officials saying?<\/h2>\n<p>Spencer Merriweather, the Mecklenburg County district attorney, has not spoken about Brown&rsquo;s case directly, but acknowledged systemic failures in handling mentally ill offenders. He <a href=\"https:\/\/www.axios.com\/local\/charlotte\/2025\/09\/04\/light-rail-stabbing-mecklenburg-district-attorney-merriweather-mental-health\" target=\"_blank\" rel=\"noreferrer noopener\">told <em>Axios<\/em><\/a>  that North Carolina&rsquo;s high bar for involuntary commitments and a shortage of psychiatric beds leave judges and prosecutors with few tools. WFAE reported last year that patients in emergency rooms wait an average of&nbsp;16 days&nbsp;for placement in a state hospital.<\/p>\n<p>Merriweather also said misdemeanor charges, such as fare evasion, could be used to flag individuals for mental health intervention. Brown is believed to have skipped paying for his train ride before carrying out the attack.<\/p>\n<p>In 2023, the&nbsp;Pretrial Integrity Act&nbsp;shifted authority for certain violent offenses from magistrates to judges. But low-level charges such as Brown&rsquo;s 911 misuse remained in magistrates&rsquo; hands.<\/p>\n<p>The&nbsp;district attorney&rsquo;s office is under-resourced, with 85 prosecutors managing nearly 300 homicide cases. Lawmakers have discussed expanding staffing, but funding remains stalled.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-republicans-tighten-screws-against-democratic-soft-on-crime-messaging\">Republicans tighten screws against Democratic soft-on-crime messaging<\/h2>\n<p>From a data perspective, <a href=\"https:\/\/ucr.fbi.gov\/crime-in-the-u.s\/2019\/crime-in-the-u.s.-2019\/tables\/table-8\/table-8-state-cuts\/north_carolina.xls\" target=\"_blank\" rel=\"noreferrer noopener\">FBI records show<\/a> Charlotte is not uniquely violent. In 2024, the bureau recorded&nbsp;7,355 violent crimes, or&nbsp;733 per 100,000 residents, with <a href=\"https:\/\/amzn.to\/3YuVZYV\" >11 major cities reporting higher rates<\/a>. The city logged&nbsp;109 murders, placing it below 12 others.<\/p>\n<p>Still, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/republican-party\" target=\"_blank\" rel=\"noreferrer noopener\">Republicans<\/a>&nbsp;have used the latest crime controversy to blast&nbsp;former Gov.&nbsp;<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/roy-cooper\" target=\"_blank\" rel=\"noreferrer noopener\">Roy Cooper<\/a> (D-NC), accusing him of promoting soft-on-crime policies. Sen.&nbsp;<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/tom-cotton\" target=\"_blank\" rel=\"noreferrer noopener\">Tom Cotton<\/a>&nbsp;(R-AR) claimed Cooper&rsquo;s administration prioritized criminals over public safety.<\/p>\n<p>During an interview with <em>Newsmax<\/em> on Monday, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/republican-national-committee\" target=\"_blank\" rel=\"noreferrer noopener\">RNC<\/a>&nbsp;adviser&nbsp;<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/danielle-alvarez\" target=\"_blank\" rel=\"noreferrer noopener\">Danielle Alvarez<\/a>&nbsp;pointed to Cooper&rsquo;s 2024 executive order to &ldquo;reimagine&rdquo; public safety and the early release of 3,000 inmates as signs of deeper policy failure.<\/p>\n<p>Meanwhile, Rep. Randy Fine (R-FL) said Monday he plans to introduce legislation to hold judges accountable for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/fine-plans-bill-to-hold-judges-accountable-after-nc-rail-stabbing\/\" title=\"Fine plans bill to ... after NC rail stabbing\">releasing violent repeat offenders<\/a>. <span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">If his legislation eventually passes, it&rsquo;s unclear whether it would affect state-level prosecution<\/span>s.
