Appropriations approved by state lawmakers for four years after the start of the pandemic had <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/two-ca-dem-senators-tell-biden-to-set-hard-date-to-eliminate-sale-of-gas-powered-vehicles\/\" title=\"Two CA Dem Senators Tell Biden To Set Hard Date To Eliminate Sale Of Gas-Powered Vehicles\">annual increases<\/a> that averaged about 8%.&nbsp;<\/p>\n<p>Fueled in part by an influx of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/federal-funding\/\" target=\"_blank\" rel=\"noreferrer noopener\">federal funding<\/a>, Michigan&rsquo;s current $82.<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/majority-of-california-voters-say-no-to-a-newsom-2024-presidential-run-report\/\" title=\"Majority Of California ...rs Say No To A Newsom 2024 Presidential Run: Report\">5 billion state budget<\/a> has grown about 39% since the start of the pandemic, according to state data.<\/p>\n<p>Government spending in Michigan and elsewhere swelled in response to the pandemic as elected leaders attempted to stem the spread of the virus and bolster the economy. States have benefitted from federal aid and <a href=\"https:\/\/amzn.to\/3YuVZYV\" >strong sales tax revenue<\/a>.<\/p>\n<p>But those revenue increases have slowed, and Michigan&rsquo;s budget increase last year dipped to about 1%. <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/democrats\/\" target=\"_blank\" rel=\"noreferrer noopener\">Democrats<\/a> had control of the state House and Senate the last two years, and Democrat <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/gretchen-whitmer\/\" target=\"_blank\" rel=\"noreferrer noopener\">Gretchen Whitmer<\/a> has been governor since 2019.<\/p>\n<p>Senate Democrats this year approved a 2.5% increase.&nbsp;<a href=\"https:\/\/legislature.mi.gov\/documents\/2025-2026\/billanalysis\/House\/pdf\/2025-HLA-4706-KSQ98CW0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">The House Republican plan<\/a>&nbsp;would cut about 5%. It&rsquo;s unclear what compromise lawmakers might reach and when.<\/p>\n<p>State Rep. Ann Bollin, the Republican chairperson of the House Appropriations Committee, blamed Democrats for not tempering state spending while they had full control of state government in recent years.<\/p>\n<p>Bollin called the newly approved House Republican spending plan &ldquo;a fiscally responsible and a fiscally sustainable budget for all,&rdquo; when she spoke just before a House vote on the budget last week.<\/p>\n<p>&ldquo;Instead of adding 3% or 4% to last year&rsquo;s top line, we pored through it, line by line,&rdquo; Bollin said. &ldquo;We asked tough questions about what was working, what wasn&rsquo;t working.&rdquo;<\/p>\n<p><a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-HB-4706\" target=\"_blank\" rel=\"noreferrer noopener\">House Bill 4706<\/a>&nbsp;was adopted 59-45. Karen Whitsett, of Detroit, was the lone Democrat who joined Republicans to pass the measure.<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/news\/3496076\/new-york-budget-gap-due-to-federal-cuts-heightened-spending\/\" target=\"_blank\" rel=\"noreferrer noopener\">NEW YORK FACES $34 BILLION BUDGET GAP DUE TO FEDERAL CUTS AND HEIGHTENED SPENDING<\/a><\/strong><\/p>\n<h2 class=\"wp-block-heading\" id=\"h-big-pandemic-increases\"><strong>Big pandemic increases<\/strong><\/h2>\n<p>The largest year-to-year increases in the state budget were in fiscal years that began in 2021 and 2022, in which the budgets increased more than 10% apiece.<\/p>\n<p>One of the biggest benefactors of those increases was the Department of Labor and Economic Opportunity, which oversees programs that are meant to buoy the <a href=\"https:\/\/www.washingtonexaminer.com\/section\/policy\/economy\/\" target=\"_blank\" rel=\"noreferrer noopener\">economy<\/a>. The money appropriated to the department more than doubled to $2.9 billion over the course of three years.<\/p>\n<p>The Democrat-controlled legislature cut about 16% of the department&rsquo;s budget last year, but House Republicans seek a further reduction of 47% this year to about $1.3 billion. That appropriation would be less than the department&rsquo;s budget just before the pandemic.<\/p>\n<p>Republicans also seek substantial <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/cuts\/\" target=\"_blank\" rel=\"noreferrer noopener\">cuts<\/a> of about $5 billion to the state Department of Health and Human Services, which in the current budget was allotted about $38 billion. Most of the reduction would affect <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/medicaid\/\" target=\"_blank\" rel=\"noreferrer noopener\">Medicaid<\/a> and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/father-considers-lawsuit-against-gender-clinic-for-affirming-9-year-old-autistic-son-as-transgender-lesbian\/\" title=\"Father Considers Lawsuit Against Gender Clinic For Affirming 9-...-Old Autistic Son As Transgender Lesbian\">behavioral health services<\/a>.<\/p>\n<p>If enacted, the HHS cuts would revert the department&rsquo;s funding to slightly less than what lawmakers approved three years ago.<\/p>\n<p>The Republican budget proposal includes more modest reductions &mdash; on the scale of tens of millions of dollars &mdash; to several other departments.<\/p>\n<p>State Rep.
