Bush&rsquo;s approval rating fell to <a href=\"https:\/\/news.gallup.com\/poll\/116500\/presidential-approval-ratings-george-bush.aspx\" target=\"_blank\" rel=\"noopener\">37 percent<\/a>.<\/p>\n<p>Four years later, in the 2010 midterms, then-President Barack Obama&rsquo;s approval stood at <a href=\"https:\/\/news.gallup.com\/poll\/116479\/barack-obama-presidential-job-approval.aspx\" target=\"_blank\" rel=\"noopener\">45 percent<\/a>, and the GOP picked up <a href=\"https:\/\/archive.nytimes.com\/www.nytimes.com\/elections\/2010\/results\/house.html\" target=\"_blank\" rel=\"noopener\">63 seats<\/a>.<\/p>\n<p>More recently, in 2018, when <a href=\"https:\/\/news.gallup.com\/poll\/203198\/presidential-approval-ratings-donald-trump.aspx\" target=\"_blank\" rel=\"noopener\">40 percent<\/a> of Americans approved of then-President Donald Trump&rsquo;s handling of the job, Republicans lost <a href=\"https:\/\/www.nytimes.com\/interactive\/2018\/11\/06\/us\/elections\/results-dashboard-live.html\" target=\"_blank\" rel=\"noopener\">40 seats<\/a> in the House.<\/p>\n<p>This historical data would have led one to believe that the Republicans were looking good heading into the 2022 midterms, when then-President Joe Biden&rsquo;s job approval stood at <a href=\"https:\/\/news.gallup.com\/poll\/329384\/presidential-approval-ratings-joe-biden.aspx\" target=\"_blank\" rel=\"noopener\">40 percent<\/a> in October of that year. But the GOP picked up just <a href=\"https:\/\/www.nytimes.com\/interactive\/2022\/11\/08\/us\/elections\/results-house.html\" target=\"_blank\" rel=\"noopener\">10 seats<\/a>, eeking out a narrow 222 to 213 majority.<\/p>\n<p>What was different? The Massachusetts Institute of Technology&rsquo;s Data Science Lab determined that in 2010, approximately <a href=\"https:\/\/electionlab.mit.edu\/research\/voting-mail-and-absentee-voting\" target=\"_blank\" rel=\"noopener\">74 percent<\/a> of Americans voted in-person on Election Day. However, by 2022, that number had dropped to under 50 percent.<\/p>\n<p>MIT noted, &ldquo;Another question surrounding [Vote By Mail] is whether it increases voter fraud. Two major features of VBM raise these concerns. First, the ballot is cast outside the public eye, and thus the opportunities for coercion and voter impersonation are greater. Second, the transmission path for VBM ballots is not as secure as traditional in-person ballots. These security concerns relate both to ballots being intercepted and ballots being requested without the voter&rsquo;s permission.&rdquo;<\/p>\n<p>&ldquo;As with all forms of voter fraud, documented instances of fraud related to VBM are rare.
