Establishment donors have decided who they don&#8217;t want replacing him<\/a><\/li>\n<\/ul>\n<\/div>\n<div class=\"article-paywall\">\n<p>On April 24, the NEH <a href=\"https:\/\/www.neh.gov\/news\/update-neh-funding-priorities-and-agencys-recent-implementation-trump-administration-executive\" target=\"_blank\" rel=\"noreferrer noopener\">announced <\/a>it would comply with President Donald Trump&rsquo;s executive orders by ensuring that all its future awards &ldquo;will, among other things, be merit-based, awarded to projects that do not promote extreme ideologies based upon race or gender, and that help to instill an understanding of the founding principles and ideals that make America an exceptional country.&rdquo;<\/p>\n<p>Indeed, since that announcement, many NEH awards have been made that align with conservative policy preferences and understandings of history.<\/p>\n<p>One anonymous scholar, for instance, was given $30,000 by the agency to fund work on a book that will &ldquo;investigate a profound philosophical and practical conflict shaping our nation&rsquo;s civic discourse: the Declaration of Independence&rsquo;s call for meritocracy versus the equity-driven imperatives of Critical Race Theory (CRT) and Diversity, Equity, and Inclusion (DEI) policies.&rdquo;&nbsp;<\/p>\n<p>Another such <a href=\"https:\/\/apps.neh.gov\/publicquery\/AwardDetail.aspx?gn=FEJ-309469-25\" target=\"_blank\" rel=\"noreferrer noopener\">NEH grant<\/a> was made out to Regent University professor Mark David Hall to support his work endeavoring to marshal historical evidence to support an &ldquo;unenumerated but judicially enforceable constitutional right for parents to &lsquo;direct the upbringing and education&rsquo; of their children.&rdquo; In his other work, Hall advances the position that parents should be allowed to opt their children out of educational activities that conflict with their religious beliefs, a stance common among conservatives.<\/p>\n<p>The Virginian professor is an <a href=\"https:\/\/x.com\/MDH_GFU\/status\/1938647247702704346\" target=\"_blank\" rel=\"noreferrer noopener\">Anglican <\/a>who has worked with the <a href=\"https:\/\/adflegal.org\/press-release\/adf-ceo-to-testify-at-trump-admin-religious-liberty-commission-monday\/\" target=\"_blank\" rel=\"noreferrer noopener\">Alliance Defending Freedom<\/a> and <a href=\"https:\/\/www.markdavidhall.org\/about\" target=\"_blank\" rel=\"noreferrer noopener\">First Liberty Institute<\/a>, <a href=\"https:\/\/www.civitasinstitute.org\/research\/states-should-protect-religious-liberty-like-it-is-1993\" target=\"_blank\" rel=\"noreferrer noopener\">railed against<\/a> &ldquo;aggressive LGBTQ indoctrination&rdquo; in public schools, and argued that Christianity <a href=\"https:\/\/www.heritage.org\/political-process\/report\/did-america-have-christian-founding\" target=\"_blank\" rel=\"noreferrer noopener\">played a major role<\/a> in the American founding, facts that likely bolster his standing before the current administration.<\/p>\n<p>Hall represents just one of several Christian academics with links to the conservative political world who have received financial support from the NEH under Trump.<\/p>\n<p>Kirstin Birkhaug, a professor at a conservative Christian liberal arts college, for instance, was awarded $30,000 by the NEH to fund her work exploring how &ldquo;citizenship requires not only legal grounding, but also community-based belonging, civic virtue, participation in collective memory, and commitment to social duties&rdquo; by analyzing the writing of prominent women from 18th century America.&nbsp;<\/p>\n<p>Birkhaug was recognized by the right-of-center <a href=\"https:\/\/www.acton.org\/press\/release\/2025\/acton-institute-announces-kirstin-anderson-birkhaug-2025-novak-award-winner\" target=\"_blank\" rel=\"noreferrer noopener\">Acton Institute<\/a> for her work &ldquo;concerning the relationship between religion, economic freedom, and the free and virtuous society<span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">.&rdquo; <\/span>Birkhaug is a research fellow at the right-of-center&nbsp;First Liberty Institute and has <a href=\"https:\/\/lawliberty.org\/author\/kirstin-anderson-birkhaug\/\" target=\"_blank\" rel=\"noreferrer noopener\">contributed <\/a>to <em>Law and Liberty<\/em>, a right-of-center online magazine.<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">President Donald Trump holds up a signed executive order in the Oval Office of the White House, Thursday, Jan. 23, 2025, in Washington. (AP Photo\/Ben Curtis)<\/figcaption><\/figure>\n<p>Other projects belonging to academics with right-of-center or religious affiliations include a <a href=\"https:\/\/apps.neh.gov\/publicquery\/AwardDetail.aspx?gn=FEJ-309455-25\" target=\"_blank\" rel=\"noreferrer noopener\">study <\/a>of federalism, an <a href=\"https:\/\/apps.neh.gov\/publicquery\/AwardDetail.aspx?gn=FEJ-309547-25\" target=\"_blank\" rel=\"noreferrer noopener\">examination <\/a>of the humanities on college campuses, a <a href=\"https:\/\/apps.neh.gov\/publicquery\/AwardDetail.aspx?gn=FEJ-309451-25\" target=\"_blank\" rel=\"noreferrer noopener\">book <\/a>on Founding Father John Jay, a <a href=\"https:\/\/apps.neh.gov\/publicquery\/AwardDetail.aspx?gn=FEJ-309509-25\" target=\"_blank\" rel=\"noreferrer noopener\">contextual analysis<\/a> of all 85 Federalist Papers, a <a href=\"https:\/\/apps.neh.gov\/publicquery\/AwardDetail.aspx?gn=FEJ-309479-25\" target=\"_blank\" rel=\"noreferrer noopener\">work <\/a>on the importance of honor to George Washington, a <a href=\"https:\/\/apps.neh.gov\/publicquery\/AwardDetail.aspx?gn=FEJ-309538-25\" target=\"_blank\" rel=\"noreferrer noopener\">volume <\/a>on Catholic Just War Theory, and an <a href=\"https:\/\/apps.neh.gov\/publicquery\/AwardDetail.aspx?gn=AH-309524-25\" target=\"_blank\" rel=\"noreferrer noopener\">investigation <\/a>into campus antisemitism.<\/p>\n<p>Sarah Lee, director of communications at the Capital Research Center, perhaps preempting critiques from the Left, told the <em>Washington Examiner <\/em>that &ldquo;for these grants to be a problem, one would need to accept the premise that they are ideological or political and pushing activism rather than the academic study of the documented historical role Christianity played in the nation&rsquo;s founding.&rdquo;<\/p>\n<p>In the past, the NEH has weathered criticism from conservatives who alleged that the agency used taxpayer money to fund ideologically charged work that was out of step with the views of most Americans.&nbsp;<\/p>\n<p>Previous projects funded by the NEH included <a href=\"https:\/\/dailycaller.com\/2024\/02\/22\/feds-fund-training-program-to-help-teachers-with-gay-and-queer-history-lessons\/\" target=\"_blank\" rel=\"noreferrer noopener\">training program<\/a> for middle school teachers on how to further integrate &ldquo;queer&rdquo; content into their classrooms as well as support for books <a href=\"https:\/\/dailycaller.com\/2024\/05\/28\/irish-gay-rights-and-trans-reproduction-your-tax-dollars-are-funding-a-laundry-list-of-left-wing-books\/\" target=\"_blank\" rel=\"noreferrer noopener\">spanning topics<\/a> such as the &ldquo;neglected queer history&rdquo; of homosexuality in post-colonial Ireland, the &ldquo;<a href=\"https:\/\/www.washingtonexaminer.com\/news\/3491976\/neh-grants-gay-comic-book-liberal-projects-trump-cuts\/\" target=\"_blank\" rel=\"noreferrer noopener\">LBGTQ+ history of comic books<\/a>,&rdquo; and how black activists in Argentina use &ldquo;transnational black feminist politics to convert experiences of pain into purpose.&rdquo;<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/3491976\/neh-grants-gay-comic-book-liberal-projects-trump-cuts\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>NEH RUSHED GRANTS FOR GAY COMIC BOOK RESEARCH AND LIBERAL PROJECTS BEFORE TRUMP CUTS<\/strong><\/a><\/p>\n<p>While many of the academics receiving funding from the NEH have personally argued that religion played an important role in the founding, at least one project explicitly advances that view.<\/p>\n<p>&ldquo;The Bible is an important, yet understudied, source of influence on the American founders that must be studied alongside other intellectual influences, such as British constitutionalism, Enlightenment liberalism, and classical and civic republicanism, if one wants to understand the broad range of ideas that informed the founding generation&rsquo;s political thought and practice,&rdquo; the description of an NEH grant <a href=\"https:\/\/apps.neh.gov\/publicquery\/AwardDetail.aspx?gn=FEJ-309492-25\" target=\"_blank\" rel=\"noreferrer noopener\">awarded <\/a>to American University professor Daniel Dreisbach reads. &ldquo;The chapters will explore biblical influences on the founders&rsquo; views of human nature and on the American constitutional tradition and the diverse uses of the Bible in the political rhetoric of the founding era.&rdquo;<\/p>\n<p>Jonathan Butcher, acting director of the Center for Education Policy at the Heritage Foundation, told the <em>Washington Examiner<\/em> that, though he is unsure how impactful each individual grant will be, the mere fact that the NEH is complying in good faith with the president&rsquo;s executive orders could have far-reaching implications across the government.<\/p>\n<p>&ldquo;When an agency like this that awards grants responds to the White House&rsquo;s priorities, it has a trickle-down effect,&rdquo; Butcher said. &ldquo;That becomes what the media then talks about.
