Trump took over MPD using federal emergency powers last month, citing a public safety crisis he says local leadership failed to solve.<\/p>\n<p>The disparity between MPD&rsquo;s hiring levels and exits peaked in fiscal 2021 following local anti-police protests and calls to defund MPD. That year, MPD hired only 103 officers while parting with over 300 police personnel, nearly a 220-officer deficit. A majority of them left voluntarily, whether via resignation or retirement.<\/p>\n<p>The current number of active MPD officers <a href=\"https:\/\/mpdc.dc.gov\/sites\/default\/files\/dc\/sites\/mpdc\/page_content\/attachments\/Staffing_Report_AUGUST_2025.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">stands at 3,076<\/a>, not including 100 or so incoming recruits, which is still about 800 short of Mayor Muriel Bowser&rsquo;s goal of 4,000 sworn officers, which <a href=\"https:\/\/mayor.dc.gov\/release\/mayor-bowser-highlights-pathway-4000-sworn-officers\" target=\"_blank\" rel=\"noreferrer noopener\">she set in 2022<\/a> as part of a $30 million plan to ramp up recruitment.<\/p>\n<p>Bowser, seeking a third term at the time, had proposed several budgetary changes she hoped would help incentivize onboarding and retention within the MPD, after <a href=\"https:\/\/www.washingtonexaminer.com\/news\/1821312\/dc-city-council-wants-to-slash-millions-from-police-budget-as-murder-rate-rises\/\" target=\"_blank\" rel=\"noreferrer noopener\">the city significantly slashed the police budget<\/a> by about $15 million in 2020.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/1779147\/dc-leaders-struggle-with-rising-crime-after-cutting-police\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>DC LEADERS STRUGGLE WITH RISING CRIME AFTER CUTTING POLICE<\/strong><\/a><\/p>\n<p>The mayor&rsquo;s reinvestments included hiring bonuses, temporary housing stipends for recruits living outside the city limits, expansions of the vehicle take-home program, and tuition reimbursements.<\/p>\n<p>Three years later, MPD has not met Bowser&rsquo;s employment target nor come anywhere close to it. The last time MPD had 4,000 officers on hand was over <a href=\"https:\/\/mpdc.dc.gov\/sites\/default\/files\/dc\/sites\/mpdc\/publication\/attachments\/MPD%20Annual%20Report%202013_lowres.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">a decade ago in 2013<\/a>. (AP Photo\/Julia Demaree Nikhinson)<\/figcaption><\/figure>\n<p>MPD&rsquo;s severe staffing shortage, the result of the department consistently hemorrhaging manpower each year, especially in 2021, was brought about in part by progressive Democrats&rsquo; reforms to the police department.<\/p>\n<p>In 2022, through the <a href=\"https:\/\/code.dccouncil.gov\/us\/dc\/council\/laws\/24-345\" target=\"_blank\" rel=\"noreferrer noopener\">Comprehensive Policing and Justice Reform Amendment Act<\/a>, the Democrat-majority D.C. City Council voted to <a href=\"https:\/\/amzn.to\/3YuVZYV\" >claw back collective bargaining procedures<\/a>, pertaining to union involvement in the disciplinary process against MPD members, and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/group-our-vote-matters-is-suing-facebook-dominion-mark-zuckerberg-certain-state-officials-others-for-infringing-upon-right-to-vote-assemble-and-speak-freely-you-can-jo\/\" title=\"Group \u201cOur Vote Matters\u201d Is Suing Facebook, Dominion, Mark Zuckerberg, Certain State Officials, Others for Infringing Upon Right to Vote, Assemble and Speak Freely \u2013 You Can Join Too\">due process rights<\/a> for officers facing corrective action.<\/p>\n<p>Congress passed <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-joint-resolution\/42\" target=\"_blank\" rel=\"noreferrer noopener\">H.J. Res 42<\/a> in response to nullify the council&rsquo;s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-administration-embraces-democrats-least-favorite-legal-defense\/\" title=\"Biden Administration Embraces ...s\u2019 Least Favorite Legal Defense\">criminal justice reform bill<\/a>, but former President Joe Biden vetoed the joint resolution, <a href=\"https:\/\/bidenwhitehouse.archives.gov\/briefing-room\/presidential-actions\/2023\/05\/25\/message-to-the-house-of-representatives-presidents-veto-of-h-j-res-42\/\" target=\"_blank\" rel=\"noreferrer noopener\">calling<\/a> CPJRAA &ldquo;commonsense&rdquo; legislation.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/opinion\/beltway-confidential\/2712056\/congress-is-right-to-rebuke-dcs-radical-criminal-code-reform\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>CONGRESS IS RIGHT TO REBUKE DC&rsquo;S RADICAL CRIMINAL CODE &lsquo;REFORM&rsquo;<\/strong><\/a><\/p>\n<p>In this legislative session, House Republicans introduced the Protecting Our Nation&rsquo;s Capital Emergency Act of 2025 (<a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/2096\" target=\"_blank\" rel=\"noreferrer noopener\">H.R. 2096<\/a>), which would rescind the changes governing the discipline of MPD officers.<\/p>\n<p><span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">If enacted,<a href=\"https:\/\/www.congress.gov\/119\/bills\/hr2096\/BILLS-119hr2096rfs.pdf\" target=\"_blank\"> two provisions<\/a>&nbsp;of the bill<\/span> will reinstate a 90-day statute of limitations for initiating &ldquo;corrective or adverse action&rdquo; against any MPD officer and allow punitive matters to be negotiated under a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/capitol-police-officers-issue-vote-of-no-confidence-for-top-leadership\/\" title=\"Capitol ... ...s Issue Vote Of No Confidence For Top Leadership\">collective bargaining agreement<\/a>.<\/p>\n<p><span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">This lack of professional protections for officers is regularly cited as the top motivator for why officers are leaving the MPD,&nbsp;<a href=\"https:\/\/dcpoliceunion.com\/action\/support-hr-2096-to-restore-staffing-levels-to-the-mpd\/?utm_source=chatgpt.com\" target=\"_blank\">according<\/a>&nbsp;to the D.C. Police Union, which represents the force&rsquo;s rank and file.<\/span> Reinstating the 90-day disciplinary timeline, in particular, would eliminate prolonging the process as a means of additional punishment, the union says.<\/p>\n<p><span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">In&nbsp;<a href=\"https:\/\/www.congress.gov\/118\/meeting\/house\/115608\/witnesses\/HHRG-118-GO00-Wstate-PembertonG-20230329.pdf\" target=\"_blank\">congressional testimony<\/a>&nbsp;addressing abysmal morale department-wide and the mass exodus of MPD officers, the police union&rsquo;s chairman, Greggory Pem<\/span>berton, cited a series of soft-on-crime laws that the D.C.
