Mbiya had overstayed his B-2 tourist visa, which was supposed to expire in June 2019, and was arrested on August 18, 2025. The second incident involved Lionel Francisco,who fatally hit Elizabeth Camacho in Lewiston,Maine. Francisco also overstayed his B-2 tourist visa, which expired in July 2025, and was driving with a learner’s permit when he caused the crash.ICE arrested him on August 15, 2025.
