it will work &ldquo;expeditiously&rdquo; to funnel money once approved.<\/p>\n<div class=\"tpd-featured-video featured-post-video in-content bridtv\">\n<div id=\"Brid_2207726\" class=\"brid\" style=\"width:1280;height:720;\"> <\/div>\n<div class=\"tpd-featured-video-placeholder\" style=\"position:relative;overflow:hidden;width:100%;padding-top:56.25%;background-color:#000;\">\n<div style=\"position:absolute;top:0;left:0;bottom:0;right:0;width:100%;height:100%\"><\/div>\n<\/div>\n<\/div>\n<p>&ldquo;Negotiations are continuing and the dialogue is respectful and productive,&rdquo; Budget Secretary Uri Monson said. &ldquo;However, finding agreement can be slow moving and we have not yet come to final agreement on these critically important issues.&rdquo;<\/p>\n<p>At stake is $1.7 billion for basic and special education funding; $40 million for preschool programs that could delay enrollment; and $14 million for libraries, among other shortfalls.<\/p>\n<p>It&rsquo;s not the first time the state budget has been late. Since Democratic Gov. Josh Shapiro took office three years ago, the Legislature has yet to&nbsp;<a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_f85aec2b-a97f-4a1c-9b32-01fc20452b5f.html\" target=\"_blank\" rel=\"noreferrer noopener\">approve a spending plan by the June 30 deadline<\/a>.<\/p>\n<p>In 2023, Shapiro&rsquo;s first year in office,&nbsp;<a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_b1c171f6-9ab2-11ee-93ee-1bfae5f075d4.html\" target=\"_blank\" rel=\"noreferrer noopener\">parts of the budget weren&rsquo;t finished until December<\/a>.&nbsp;The following year, the governor&nbsp;<a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_efd6e1e4-4055-11ef-b842-93bcf8ec0562.html\" target=\"_blank\" rel=\"noreferrer noopener\">signed off on July 12<\/a>.&nbsp;This time around, however, the Democratic majority House of Representatives and Republican majority Senate have been at odds over Shapiro&rsquo;s demand for $300 million more to support mass transit services.<\/p>\n<p>The issue is especially relevant for the Southeastern Pennsylvania Transportation Authority, which will raise fares and cut services next month to keep the system afloat. SEPTA serves 800,000 residents daily across Philadelphia and its surrounding counties.<\/p>\n<p>Democrats, backed by Shapiro,&nbsp;<a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_3b8038e2-262f-4c80-90e0-2d555dc99c8a.html\" target=\"_blank\" rel=\"noreferrer noopener\">want to divert revenue from the state&rsquo;s sales tax<\/a>&nbsp;to pay for the increased support. Republicans are wary of the plan, preferring to dip into the $2.4 billion Transportation Trust Fund.<\/p>\n<p>On Aug. 12, the Senate returned to Harrisburg after a six-week break to pass its version, as well as a $47 billion budget meant to level-fund most of state government while leaders negotiate the contested aspects.
