The now-declassified annex to former special counsel John Durham&rsquo;s <a href=\"https:\/\/www.washingtonexaminer.com\/news\/739109\/read-in-full-special-counsel-john-durhams-final-306-page-report\/\" target=\"_blank\" rel=\"noopener\" title=\"\">final repor<\/a><a href=\"https:\/\/www.washingtonexaminer.com\/news\/739109\/read-in-full-special-counsel-john-durhams-final-306-page-report\/\">t<\/a> on the origins of the Trump-Russia investigation provided more detail about intelligence suggesting that Hillary Clinton&rsquo;s campaign <a href=\"https:\/\/www.washingtonexaminer.com\/news\/3487303\/declassified-durham-annex-clinton-plan-trump-russia-hoax\/\" target=\"_blank\" rel=\"noopener\" title=\"planned to enlist the FBI\">planned to enlist the FBI<\/a> in a plot to tie Trump to Russian election activities.<\/p>\n<p>CIA Director John Ratcliffe is <a href=\"https:\/\/www.foxnews.com\/politics\/fbis-controversial-trump-russia-actions-predicted-alarming-specificity-foreign-actors-sources\" target=\"_blank\" rel=\"noopener\" title=\"\">expected<\/a> to declassify underlying intelligence, including the annex, used in Durham&rsquo;s investigation. <\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/3482784\/russiagate-definitive-timeline-how-new-intelligence-documents-fit-in\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>RUSSIAGATE DEFINITIVE TIMELINE: HOW NEW INTELLIGENCE DOCUMENTS FIT IN<\/strong><\/a><\/p>\n<p>In the summer of 2016, then-CIA Director <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/john-brennan\/\" target=\"_blank\" rel=\"noopener\" title=\"\">John Brennan<\/a> briefed then-President Barack Obama on intel that Clinton, the Democratic presidential nominee, was concocting a scheme to tie Trump, her election opponent, to Russia.<\/p>\n<p>Ratcliffe, as director of national intelligence during Trump&rsquo;s first term, declassified <a href=\"https:\/\/www.foxnews.com\/politics\/dni-brennan-notes-cia-memo-clinton\" target=\"_blank\" rel=\"noopener\" title=\"\">Brennan&rsquo;s handwritten notes<\/a>, which documented that meeting. Former FBI Director James Comey and former Director of National Intelligence James Clapper were also at the Brennan-Obama briefing.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/3466220\/james-comey-john-brennan-under-investigation-doj-trump-russia-probe\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>JAMES COMEY AND JOHN BRENNAN UNDER INVESTIGATION BY DOJ FOR TRUMP-RUSSIA INQUIRY<\/strong><\/a><\/p>\n<p>According to <a href=\"https:\/\/www.foxnews.com\/politics\/dni-brennan-notes-cia-memo-clinton\" target=\"_blank\" rel=\"noopener\" title=\"\">the heavily redacted meeting minutes<\/a>, on July 28, 2016, Brennan&rsquo;s briefing disclosed a plan from one of Clinton&rsquo;s campaign foreign policy advisers &ldquo;to vilify Donald Trump by stirring up a scandal claiming interference by the Russian security service.&rdquo; Clinton approved the plan, Durham found. The annex, declassified on Thursday, described how an operative at a George Soros-led foundation also helped develop the plan.<\/p>\n<p>On Sept. 7, 2016, the CIA forwarded <a href=\"https:\/\/www.foxnews.com\/politics\/dni-brennan-notes-cia-memo-clinton\" target=\"_blank\" rel=\"noopener\" title=\"\">an investigative lead<\/a>, referring the intelligence about Clinton&rsquo;s plan to the FBI for appropriate action. <a href=\"https:\/\/www.foxnews.com\/politics\/dni-brennan-notes-cia-memo-clinton\" target=\"_blank\" rel=\"noopener\" title=\"\">The memorandum<\/a>, containing many redactions, mentioned &ldquo;an exchange&rdquo; discussing Clinton&rsquo;s plan to tie Trump to Russia &ldquo;as a means of distracting the public from her use of a private email server.&rdquo;<\/p>\n<h2 class=\"wp-block-heading\">Clinton thumb drives<\/h2>\n<p>The rapid release of records is exposing how top Obama administration officials advanced discredited Trump-Russia narratives during the 2016 presidential election while simultaneously neglecting to take procedural investigative steps against <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/hillary-clinton\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Hillary Clinton<\/a> based on, in some instances, far more credible allegations.<\/p>\n<p>On July 23, Grassley and Rep. Rick Crawford (R-AR), the chairman of the House Intelligence Committee, sent <a href=\"https:\/\/intelligence.house.gov\/uploadedfiles\/2025.07.23_crawford_grassley_letter_to_director_patel_final.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">a letter<\/a> to Patel requesting that the FBI fully investigate <a href=\"https:\/\/intelligence.house.gov\/news\/documentsingle.aspx?DocumentID=2580\" target=\"_blank\" rel=\"noopener\" title=\"\">&ldquo;untapped information&rdquo;<\/a> they said the bureau ignored in its investigation of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/hillary-clinton-emails\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Clinton&rsquo;s usage of a private email server<\/a> for official communications as secretary of state.<\/p>\n<p>Their request is a follow-up inquiry in response to the FBI&rsquo;s recent <a href=\"https:\/\/www.judiciary.senate.gov\/press\/rep\/releases\/newly-declassified-doj-watchdog-report-shows-fbi-cut-corners-in-clinton-email-investigation\" target=\"_blank\" rel=\"noopener\" title=\"\">declassification of an appendix<\/a>, known as the <a href=\"https:\/\/www.grassley.senate.gov\/imo\/media\/doc\/horowitz_2018_midyear_appendix_released_by_chairman_grassley.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">&ldquo;Clinton annex,&rdquo;<\/a> to the Justice Department inspector general&rsquo;s <a href=\"https:\/\/oig.justice.gov\/reports\/review-various-actions-federal-bureau-investigation-and-department-justice-advance-2016\" target=\"_blank\" rel=\"noopener\" title=\"\">June 2018 report<\/a> reviewing the department&rsquo;s handling of the Clinton email investigation. The annex&rsquo;s release earlier this month was the result of <a href=\"https:\/\/www.judiciary.senate.gov\/imo\/media\/doc\/2018-10-17%20CEG%20to%20DOJ%20FBI%20(Appendix)_Redacted.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">Grassley&rsquo;s<\/a> <a href=\"https:\/\/www.grassley.senate.gov\/news\/news-releases\/grassley-calls-barr-keep-word-responding-classified-letter-about-clinton\" target=\"_blank\" rel=\"noopener\" title=\"\">yearslong<\/a> <a href=\"https:\/\/www.grassley.senate.gov\/imo\/media\/doc\/grassley_johnson_to_potus_-_clinton_report_declassification.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">efforts<\/a> to obtain the then-classified appendix.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/3477359\/fbi-clinton-email-investigation-doj-watchdog-report\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>FBI IGNORED KEY EVIDENCE IN CLINTON EMAIL INVESTIGATION, DOJ WATCHDOG REVEALS<\/strong><\/a><\/p>\n<p>According to <a href=\"https:\/\/www.washingtonexaminer.com\/news\/3477359\/fbi-clinton-email-investigation-doj-watchdog-report\/\" target=\"_blank\" rel=\"noopener\" title=\"\">the newly declassified Office of Inspector General findings<\/a>, this &ldquo;unevaluated material&rdquo; that the lawmakers are seeking, concerning hacked State Department data, has been stored within several thumb drives inside a northern Virginia offshoot office of the FBI&rsquo;s Washington Field Office since 2018.<\/p>\n<p>The &ldquo;vast majority of this data has never been reviewed by the FBI, including for counterintelligence purposes,&rdquo; the <a href=\"https:\/\/www.grassley.senate.gov\/imo\/media\/doc\/horowitz_2018_midyear_appendix_released_by_chairman_grassley.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">watchdog report<\/a> found, due to sensitivity concerns at the time pertaining to the disclosure of potentially privileged victim information.<\/p>\n<p>In <a href=\"https:\/\/intelligence.house.gov\/uploadedfiles\/2025.07.23_crawford_grassley_letter_to_director_patel_final.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">the letter<\/a> addressed to Patel, Grassley and Crawford said the FBI, under the direction of Comey, &ldquo;shockingly&rdquo; overlooked evidence in the agency&rsquo;s possession, even though department officials acknowledged in <a href=\"https:\/\/www.grassley.senate.gov\/imo\/media\/doc\/horowitz_2018_midyear_appendix_released_by_chairman_grassley.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">memorandum drafts<\/a> that analyzing the thumb drives was necessary to conduct a &ldquo;thorough and complete investigation&rdquo; and &ldquo;assess the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/fbi-ignored-key-evidence-in-clinton-email-investigation-doj-watchdog-reveals-washington-examiner\/\" title=\"... ignored ... in ..., ... - Washington Examiner\">national security risks&#038;rdquo<\/a>; associated with Clinton&rsquo;s server use.<\/p>\n<p>&ldquo;Literally, an entire collection of data, including &lsquo;reports purporting to analyze or characterize intercepted U.S. communications&rsquo; Russian interference in the 2016 presidential race.<\/p>\n<p>Much of the report remains redacted five years after the fifth and final installment was released.<\/p>\n<p>For instance, in <a href=\"https:\/\/www.intelligence.senate.gov\/wp-content\/uploads\/2024\/08\/sites-default-files-documents-report-volume5.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">Volume 5: Counterintelligence Threats and Vulnerabilities<\/a>, the Senate Intelligence Committee introduced a new allegation suggesting that Russian-Ukrainian operative Konstantin Kilimnik, <a href=\"https:\/\/www.washingtonexaminer.com\/policy\/foreign-policy\/2941113\/trump-links-bring-paul-manaforts-ties-to-russian-spy-back-to-spotlight\/\" target=\"_blank\" rel=\"noopener\" title=\"\">an associate<\/a> of Trump 2016 campaign chairman <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/paul-manafort\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Paul Manafort<\/a>, &ldquo;may have been connected&rdquo; to the Russian military intelligence&rsquo;s hack and leak of Democratic Party material. However, the report&rsquo;s discussions on the matter were redacted.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/2317799\/paul-manafort-concedes-he-gave-trump-campaign-polling-data-to-the-russians\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>PAUL MANAFORT CONCEDES HE GAVE TRUMP CAMPAIGN POLLING DATA TO THE RUSSIANS<\/strong><\/a><\/p>\n<p>Manafort&rsquo;s involvement is &ldquo;largely unknown,&rdquo; according to the redacted report, but &ldquo;two pieces of information&hellip;raise the possibility of Manafort&rsquo;s potential connection to the hack-and-leak operations.&rdquo; Details of said information were also redacted.<\/p>\n<h2 class=\"wp-block-heading\">FISA warrants targeting Carter Page<\/h2>\n<p>In 2018, the FBI publicly released <a href=\"https:\/\/web.archive.org\/web\/20180722125642\/https:\/\/vault.fbi.gov\/d1-release\/d1-release\/at_download\/file\" target=\"_blank\" rel=\"noopener\" title=\"\">heavily redacted copies<\/a> of the Foreign Intelligence Surveillance Act warrants targeting former Trump adviser&nbsp;<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/carter-page\/\" target=\"_blank\" rel=\"noreferrer noopener\">Carter Page<\/a>. The document, spanning 412 pages, included the initial October 2016 surveillance application along with three 90-day renewals, all approved for spying on Page.<\/p>\n<p>To date, all four FISA warrant applications and accompanying approvals remain riddled with redactions. Blocks of information were still blacked out in 2020 iterations of the FISA filings <a href=\"https:\/\/www.judiciary.senate.gov\/04\/16\/2020\/fisa-investigation\" target=\"_blank\" rel=\"noopener\" title=\"\">provided to the Senate Judiciary Committee<\/a> as part of the panel&rsquo;s <a href=\"https:\/\/www.washingtonexaminer.com\/news\/1666806\/the-carter-page-fisa-a-timeline\/\" target=\"_blank\" rel=\"noopener\" title=\"\">FISA abuse<\/a> investigation. At the time, DOJ officials said the submissions contained <a href=\"https:\/\/www.judiciary.senate.gov\/imo\/media\/doc\/FISA%20Warrant%20Application%20for%20Carter%20Page.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">&ldquo;minimal redactions.&rdquo;<\/a><\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/news\/2413356\/fbi-director-admits-yes-surveillance-of-carter-page-was-illegal\/\" target=\"_blank\" rel=\"noopener\" title=\"\">FBI DIRECTOR ADMITS: YES, SURVEILLANCE OF CARTER PAGE WAS ILLEGAL<\/a><\/strong><\/p>\n<p>Also in 2020, <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2606893\/judge-agrees-with-doj-in-ruling-against-further-declassification-of-carter-page-fisa-documents\/\" target=\"_blank\" rel=\"noopener\" title=\"\">a judge denied legal efforts<\/a> to compel additional declassification of the Page documents. Plaintiffs in the <a href=\"https:\/\/www.washingtonexaminer.com\/news\/827097\/judge-trumps-declassification-statements-mean-case-seeking-fisa-documents-can-move-forward\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Freedom of Information Act lawsuit<\/a> unsuccessfully sought further FISA disclosures, including complete versions of 21 redacted pages.<\/p>\n<p>Ultimately, the <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2048732\/doj-finds-two-carter-page-fisa-orders-not-valid\/\" target=\"_blank\" rel=\"noopener\" title=\"\">DOJ concluded<\/a> that there was insufficient evidence to authorize the extended electronic surveillance of Page.<\/p>\n<p>According to a Foreign Intelligence Surveillance Court <a href=\"https:\/\/s3.documentcloud.org\/documents\/6669964\/FISC-Declassifed-Order-Re-Page-FISAs.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">order<\/a>, the DOJ assessed that two of the FISA applications involved &ldquo;insufficient predication to establish probable cause to believe that Page was acting as an agent of a foreign power&rdquo; and that court authorizations for the pair of warrants &ldquo;were not valid.&rdquo;<\/p>\n<p>Aside from <a href=\"https:\/\/www.washingtonexaminer.com\/news\/1803203\/ex-fbi-lawyer-kevin-clinesmith-pleads-guilty-in-durham-investigation\/\" target=\"_blank\" rel=\"noopener\" title=\"\">one guilty plea<\/a> ending in <a href=\"https:\/\/www.washingtonexaminer.com\/news\/251232\/ex-fbi-lawyer-gets-probation-for-carter-page-fisa-email-deception-in-durham-investigation\/\" target=\"_blank\" rel=\"noopener\" title=\"\">probation<\/a> for a former FBI lawyer, no one has been held accountable for the FBI&rsquo;s misconduct in the FISA process, particularly the <a href=\"https:\/\/www.washingtonexaminer.com\/news\/2413356\/fbi-director-admits-yes-surveillance-of-carter-page-was-illegal\/\" target=\"_blank\" rel=\"noopener\" title=\"\">unlawful surveillance<\/a> of Page using <a href=\"https:\/\/www.washingtonexaminer.com\/news\/1442002\/doj-inspector-general-finds-17-significant-errors-or-omissions-in-carter-page-fisa-applications\/\" target=\"_blank\" rel=\"noopener\" title=\"\">misleading and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/trumps-history-with-fisa-takes-spotlight-amid-fight-over-fbi-spy-powers\/\" title=\"...&#039;s FISA past under scrutiny amidst ... ... power debate\">error-filled applications<\/a><\/a>.
