It also extends the statute of limitations for malpractice claims related to gender transition procedures to ten years. The bill references former President Trump&#8217;s 2025 executive order on defending biological sex and ending federal funding of transgender ideology. Governor Stein opposed parts of the bill he deemed &#8220;mean-spirited,&#8221; particularly those requiring state records to retain both amended and original birth certificates after a sex change. The law maintains restrictions on pornographic content online, including age verification and content removal requirements. on Tuesday, passing it into law.<\/p>\n<p>Both the state House and the state Senate voted to override Gov. Josh Stein&rsquo;s veto of the a Republican <a href=\"https:\/\/ncfamily.org\/nc-general-assembly-overrides-governors-veto-of-hb-805\/\" target=\"_blank\" rel=\"noreferrer noopener\">sponsored <\/a>legislation that would officially &ldquo;recognize two sexes in all administrative rules, regulations, or public policies adopted&rdquo; by the state, prohibit state funding from going toward trans procedures, and require schools to &ldquo;adopt policies&rdquo; enabling parents and students to opt out of curriculum on religious grounds. Stein vetoed the legislation on July 3, saying he supports the pornography restrictions in the original version of the bill, but he <a href=\"https:\/\/webservices.ncleg.gov\/ViewBillDocument\/2025\/7265\/0\/H805-BD-NBC-16791\" target=\"_blank\" rel=\"noreferrer noopener\">painted<\/a> the revised version containing the other provisions <a href=\"https:\/\/www.wunc.org\/politics\/2025-06-24\/democrats-object-to-nc-senate-vote-on-lgbtq-bill\" target=\"_blank\" rel=\"noreferrer noopener\">added<\/a> in the Senate as a &ldquo;mean-spirited&rdquo; attempt &ldquo;to further divide us by marginalizing vulnerable North Carolinians.&rdquo; Stein&rsquo;s veto seemed specifically related to a section added to the legislation that requires state records to include both the &ldquo;amended&rdquo; and original version of birth certificates for those who are issued a new one after a sex &ldquo;change.&rdquo;<\/p>\n<p>The&nbsp;law still includes multiple provisions similar to those in the <a href=\"https:\/\/webservices.ncleg.gov\/ViewBillDocument\/2025\/3835\/0\/DRH30340-LR-36G\" target=\"_blank\" rel=\"noreferrer noopener\">original draft<\/a> of the bill, including restricting online entities and users from publishing pornographic images without the consent of those depicted or without verification that those depicted were at least 18 years old when the content was created. The law also&nbsp;lays out requirements for online entities regarding the removal of pornographic content upon request. HB805 comes more than a year after North Carolina&rsquo;s &ldquo;<a href=\"https:\/\/ncfamily.org\/prn-sites-block-access-to-nc-users-following-age-verification-requirement\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pornography Age Verification Act<\/a>,&rdquo; which seeks to protect minors by requiring user age verification before accessing porn sites, <a href=\"https:\/\/www.wunc.org\/news\/2024-01-02\/pornhub-north-carolina-blocked-cherie-deville-pave-act-rustin-xvideo\" target=\"_blank\" rel=\"noreferrer noopener\">went into effect<\/a>. <\/p>\n<p>In 2023, the North Carolina legislature overrode several vetoes by previous Democrat Gov. Roy Cooper and passed &ldquo;three new laws that protect children from &hellip; <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/dem-senate-candidates-support-lgbt-radicalism-in-the-military\/\" title=\"Dem ... Candidates Support LGBT Radicalism In The Military\">radical gender ideology&#038;rdquo<\/a>; by keeping men out of women&rsquo;s sports, requiring teachers alert parents of their kids&rsquo; &ldquo;gender confusion issues instead of&nbsp;<a href=\"https:\/\/thefederalist.com\/2023\/07\/10\/largest-school-district-in-ohio-spent-more-than-24000-on-trainings-about-how-to-hide-the-transing-of-kids\/\" target=\"_blank\" rel=\"noreferrer noopener\">transitioning kids secretly<\/a>,&rdquo; and prohibiting &ldquo;medical professionals from pumping kids full of neutering drugs,&rdquo; The Federalist&rsquo;s Jordan Boyd <a href=\"https:\/\/thefederalist.com\/2023\/08\/17\/north-carolina-legislature-overrides-dem-governors-vetoes-to-protect-kids-from-mutilative-gender-experiments\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>.<\/p>\n<p>North Carolina lawmakers also voted to override <a href=\"https:\/\/www.cbs17.com\/news\/capitol-report\/slew-of-bills-become-law-in-north-carolina-as-veto-overrides-pass-senate-and-house\/\" target=\"_blank\" rel=\"noreferrer noopener\">a number of other<\/a> vetoes from Stein on Tuesday, although some still require a vote from the House. For example, the state Senate <a href=\"https:\/\/x.com\/nicholasmcraig\/status\/1950178920696774757\" target=\"_blank\" rel=\"noreferrer noopener\">overrode<\/a> Stein&rsquo;s veto of the &ldquo;<a href=\"https:\/\/ncleg.gov\/BillLookUp\/2025\/S50\" target=\"_blank\" rel=\"noreferrer noopener\">Freedom to Carry Bill<\/a>,&rdquo; meaning the state representatives are now left to decide whether &ldquo;permitless concealed carry&rdquo; will be allowed for Tar Heels 18 and over.<\/p>\n<\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Abigail Nichols is a correspondent for The Federalist.
