\t\t\t\t}); \t\t\t} \t\t<\/script> <\/p>\n<p>Talwani agreed the provision was an unconstitutional bill of attainder.<\/p>\n<p>According to the <a href=\"https:\/\/www.law.cornell.edu\/constitution-conan\/article-1\/section-9\/clause-3\/bills-of-attainder#fn1art1\" target=\"_blank\" rel=\"noopener\">Legal Information Institute<\/a>, bills of attainder are acts of Congress against persons, declaring their guilt without <a href=\"https:\/\/www.westernjournal.com\/jury-delivers-verdict-high-profile-sean-diddy-combs-trial\/\" target=\"_blank\" rel=\"noopener\">trial.<\/a><\/p>\n<p>Talwani said in her ruling that bills of attainder can include different types of &ldquo;legislative punishment.&rdquo;<\/p>\n<p>According to <a href=\"https:\/\/www.msn.com\/en-us\/news\/politics\/judge-orders-medicaid-funding-temporarily-restored-to-all-planned-parenthood-affiliates\/ar-AA1Js2Em?ocid=BingNewsSerp\" target=\"_blank\" rel=\"noopener\">the Hill,<\/a> Talwani wrote, &ldquo;Patients are likely to suffer adverse health consequences where care is disrupted or unavailable.&rdquo;<\/p>\n<p>&ldquo;In particular, restricting Members&rsquo; ability to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/in-abortion-funding-edict-obama-judge-flouts-the-constitution\/\" title=\"In Abortion Funding Edict, Obama Judge Flouts The Constitution\">provide healthcare services threatens<\/a> an increase in unintended pregnancies and attendant complications because of reduced access to effective contraceptives, and an increase in undiagnosed and untreated STIs.&rdquo;<\/p>\n<p>As WaPo notes, &ldquo;allocating money is Congress&rsquo;s core competency,&rdquo; but don&rsquo;t start singing the news outlet&rsquo;s praises just yet as this is a one-off.<\/p>\n<p>While recognizing, &ldquo;This is the kind of lower court activism that gives the <a href=\"https:\/\/www.westernjournal.com\/trumps-eu-trade-deal-tremendous-american-media-outlets-criticizing-good\/\" target=\"_blank\" rel=\"noopener\">Trump<\/a> administration fodder for its attacks on judges,&rdquo;
