Skavdahl, <a href=\"https:\/\/web.archive.org\/web\/20110719151255\/http:\/\/m.whitehouse.gov\/the-press-office\/2011\/02\/16\/president-obama-names-two-united-states-district-court-2162011\" target=\"_blank\" rel=\"noopener\" title=\"\">an Obama appointee<\/a>, dismissed the lawsuit Tuesday due to the plaintiff&rsquo;s lack of constitutional standing.<\/p>\n<p><span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">Under&nbsp;<a href=\"https:\/\/constitution.congress.gov\/browse\/essay\/artIII-S2-C1-6-1\/ALDE_00012992\/\" target=\"_blank\">Title III of the U.S. Constitution<\/a>, to establish grounds to sue, plaintiffs must demonstrate &ldquo;a concrete and particularized injury&rdquo; that the injury is &ldquo;fairly tr<\/span>aceable&rdquo; to the defendant&rsquo;s conduct and that a favorable court decision will redress the injury.<\/p>\n<p>In <a href=\"https:\/\/www.dhillonlaw.com\/wp-content\/uploads\/2025\/07\/20250722_WY_Doc_129_Order_Dismissal.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">a 17-page ruling<\/a> dismissing the case without prejudice, meaning it can be brought again, Skavdahl found that the Equality State Policy Center failed to demonstrate a personal stake in the matter, showing that &ldquo;at least one identified member [of the organization] had suffered or would suffer harm&rdquo; from H.B. 156&rsquo;s registration requirements.<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/policy\/3409721\/state-laws-noncitizens-vote-legal-challenges-wyoming-marc-elias\/\" target=\"_blank\" rel=\"noopener\" title=\"\">STATE LAWS ON WHETHER NONCITIZENS CAN VOTE FACE LEGAL CHALLENGES<\/a><\/strong><\/p>\n<p>Skavdahl noted that the Equality State Policy Center, a coalition of &ldquo;social justice&rdquo; groups in Wyoming offering <a href=\"https:\/\/equalitystate.org\/vote\/\" target=\"_blank\" rel=\"noopener\" title=\"\">voter outreach services<\/a>, such as documentation assistance to <a href=\"https:\/\/equalitystate.org\/chairproject\/\" target=\"_blank\" rel=\"noopener\" title=\"\">the Hispanic community<\/a>, is not a voter itself and thus &ldquo;not the object or target of H.B. 156.&rdquo;<\/p>\n<p>As for suing in a representational capacity, Skavdahl said the cohort is comprised of member organizations and far removed from individual members. Despite the degrees of separation, the plaintiff still did not point to a person specifically aggrieved, Skavdahl said.<\/p>\n<p>In an interview Wednesday with the <em>Washington Examiner<\/em>, Wyoming Secretary of State Chuck Gray, whom the Equality State Policy Center had sued as Wyoming&rsquo;s chief elections officer, applauded the case outcome.<\/p>\n<p>&ldquo;We&rsquo;re leading the nation on this&nbsp;issue. This marks a huge victory&nbsp;for the people&nbsp;of Wyoming and the truth,&rdquo; Gray told the <em>Washington Examiner<\/em>. &ldquo;Marc Elias was no match for this vigorous&nbsp;defense. We put together a great team.&rdquo;<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/restoring-america\/fairness-justice\/3083109\/democrats-want-noncitizens-vote-our-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">DEMOCRATS WANT NONCITIZENS TO VOTE IN OUR ELECTIONS<\/a><\/strong><\/p>\n<p>Gray, a Republican, thanked the Trump administration and the Republican National Committee for supporting the state in this case. Mark Gordon (R-WY), who <a href=\"https:\/\/drive.google.com\/file\/d\/1sV3qZVkO34oz_M5egP1IZ2G2GoQZr5AM\/view?pli=1\" target=\"_blank\" rel=\"noreferrer noopener\">refused to sign<\/a>&nbsp;it.<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/restoring-america\/fairness-justice\/3305468\/the-gop-must-seize-chance-enact-election-integrity\/\" target=\"_blank\" rel=\"noreferrer noopener\">THE GOP MUST SEIZE ITS CHANCE TO ENACT ELECTION INTEGRITY<\/a><\/strong><\/p>\n<p>In the thrown-out suit, the Equality State Policy Center had contended that H.B. 156 was &ldquo;far more likely&rdquo; to disenfranchise U.S. citizens who may be unable to provide the necessary documentation than prevent non-citizens from unlawfully voting.<\/p>\n<p>Invoking the history of women&rsquo;s suffrage in <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/wyoming\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Wyoming<\/a>, the first U.S. state to grant women the right to vote, the complainant claimed that female voters, married women in particular, would face barriers at the registration booths because of marital name-changes.<\/p>\n<p>Among others purportedly without access to acceptable forms of ID, the Equality State Policy Center asserted that those &ldquo;disproportionately&rdquo; affected by the Wyoming bill include the state&rsquo;s homeless population, low-income individuals whose licenses were suspended on account of unpaid fines, youth aging out of the juvenile justice system and child welfare programs, strictly Spanish-speaking Hispanic citizens, and transgender voters who legally changed their identities.<\/p>\n<p>Gray said the statute is not discriminatory.<\/p>\n<p>&ldquo;The Left trots out these slogans that are false, and we debunked them in our response,&rdquo; Gray told the <em>Washington Examiner<\/em>. &ldquo;This law is applied equally to everybody and is non-discriminatory. Everybody is equal under the rule of law. These sorts of worn-out narratives that are false that the Left brings up, we countered those in our response, and we won.&rdquo;<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/opinion\/editorials\/3378393\/no-one-is-buying-the-democrats-gender-war-attacks-on-voter-id-and-the-save-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">NO ONE IS BUYING THE DEMOCRATS&rsquo; GENDER WAR ATTACKS ON VOTER ID AND THE SAVE ACT<\/a><\/strong><\/p>\n<p>The now-granted <a href=\"https:\/\/www.dhillonlaw.com\/wp-content\/uploads\/2025\/06\/Election-Integrity-Law-filing.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">motion to dismiss<\/a> said that the plaintiff relied exclusively on &ldquo;a slew of hypothetical scenarios premised on speculative arguments.&rdquo;
