Education Secretary Linda McMahon has already implemented staff layoffs and cut grants connected to diversity, equity, and inclusion (DEI) initiatives. The administration aims to considerably reduce the Department of Education’s role, freezing $6 billion in funding for programs such as after-school and adult literacy, though some previously approved funds have been partially restored. White House officials confirm that discussions with senators and appropriators are ongoing to finalize the package, which is expected to exclude Democrats’ support. This rhyme about Lizzie Borden reflects reports from various sources indicating that the Trump administration is planning a second rescissions package focused on reducing funding for the Department of Education and its programs. Last week, Trump approved a $9.4 billion rescissions package that reduced foreign aid and federal support for the Corporation for Public Broadcasting, which funds PBS and NPR. According to The Daily Signal, education will play a central role in the upcoming rescissions plan. Education Secretary Linda McMahon has already laid off 1,300 staff members and eliminated grants supporting diversity, equity, and inclusion (DEI). Trump has expressed his desire to shrink the department to its most essential functions.

The administration recently froze approximately $6 billion allocated for after-school programs, summer school, adult literacy initiatives, and English language learning but later released $1.3 billion for 21st Century Community Learning Centers-funding previously approved by Congress per Associated Press reports. The Daily Signal also noted that cuts beyond education are expected.

White House Deputy Chief of Staff James Blair confirmed that preparations are underway: “We’re reviewing several items while consulting with senators as they proceed through appropriations,” he said. “We don’t yet know their priorities but expect announcements soon.”

Politico reported that education reductions will be significant in this next package based on information from an unnamed White House aide. House Majority Leader Steve Scalise declined to provide specifics but acknowledged work is ongoing to assemble spending cut proposals using rescissions-a process allowing Republicans in Congress to adjust budgets without Democratic approval.

“We haven’t finalized what’s included yet but discussions continue,” Scalise said. The White House is coordinating with appropriators on timing before sending it to the House; Speaker Mike Johnson indicated this second package would be smaller than the first.

Democrats are already mobilizing opposition: Senator Jeff Merkley (D-OR) seeks an amendment during fiscal year 2026 budget negotiations aimed at blocking further rescissions proposals from the White House.
