U.S. District Judge Scott Skavdahl ruled that the plaintiff lacked the legal standing necessary to bring the case, thus the court could not hear the lawsuit. The statute, enacted earlier in 2025, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/5-common-lies-about-the-save-act-and-how-to-refute-them\/\" title=\"5 Common Lies About The SAVE Act \u2014 And How To Refute Them\">mandates documentary proof<\/a> to register to vote in Wyoming. The Equality State Policy Center had argued that the law would burden and disenfranchise eligible voters, especially impacting women, Hispanic, young, and low-income groups. However, the court did not rule on the merits of these claims. Wyoming Secretary of State Chuck Gray praised the ruling as a victory for election integrity, highlighting the law as a common-sense measure backed by Republicans and former President Trump. return false;\" title=\"Printer Friendly, PDF &amp; Email\"><span id=\"printfriendly-text2\" class=\"pf-button-text\"><i class=\"mdi mdi-printer\" aria-hidden=\"true\"><\/i><\/span><\/a><\/span><\/li>\n<\/ul><\/div>\n<p>Russia collusion hoaxer <a href=\"https:\/\/thefederalist.com\/tag\/marc-elias\/\" target=\"_blank\" rel=\"noreferrer noopener\">Marc Elias<\/a> was dealt a major defeat on Tuesday when a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/sidney-powell-is-an-american-legal-giant\/\" title=\"Sidney Powell Is an American Legal Giant\">federal judge tossed<\/a> his group&rsquo;s lawsuit challenging Wyoming&rsquo;s proof of citizenship voting law.<\/p>\n<p>In his <a href=\"https:\/\/wyofile.com\/wp-content\/uploads\/2025\/07\/7_22_25-case-dismissed.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">17-page decision<\/a>, U.S. District Judge Scott Skavdahl, an Obama appointee, ruled that the <a href=\"https:\/\/www.influencewatch.org\/non-profit\/equality-state-policy-center\/\" target=\"_blank\" rel=\"noreferrer noopener\">Equality State Policy Center<\/a> lacked Article III standing to challenge HB 156. <a href=\"https:\/\/thefederalist.com\/2025\/03\/21\/gov-mark-gordon-makes-excuses-as-wyoming-enacts-voter-proof-of-citizenship-law-without-him\/\" target=\"_blank\" rel=\"noreferrer noopener\">Enacted<\/a> earlier this year, the statute mandates that prospective Wyoming voters provide documentary proof of citizenship and residency when registering to vote in the state.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-588596490\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>&ldquo;Under Article III of the Constitution the exercise of judicial power is confined to Cases and Controversies, which requires Plaintiff to establish a personal stake in the outcome &mdash; standing,&rdquo; Skavdahl wrote. &ldquo;Even accepting Plaintiff&rsquo;s standing-related allegations as true and construing the record in its favor, Plaintiff has not adequately demonstrated its standing to sue on its own behalf or on behalf of others in this action. Absent Plaintiff&rsquo;s showing of standing, the Court lacks subject matter jurisdiction over this lawsuit, and consequently it must be dismissed without prejudice.&rdquo;<\/p>\n<p>&ldquo;The Court has not considered nor makes any comment on the merits of Plaintiff&rsquo;s claims,&rdquo; he added.<\/p>\n<p><a href=\"https:\/\/wyofile.com\/high-profile-attorneys-flock-to-lawsuit-challenging-wyomings-new-voter-registration-law\/\" target=\"_blank\" rel=\"noreferrer noopener\">Represented<\/a> by the Elias Law Group, the Equality State Policy Center <a href=\"https:\/\/thefederalist.com\/2025\/05\/13\/russia-hoaxer-marc-elias-sues-wyoming-to-make-it-easier-for-noncitizens-to-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">filed<\/a> its challenge against HB 156 not long after the law&rsquo;s enactment. The group baselessly claimed that the statute &ldquo;will impose new, burdensome, and entirely unnecessary requirements that will make it harder for eligible citizens to vote&rdquo; and result in the &ldquo;exclusion and disenfranchisement of citizens.&rdquo;<\/p>\n<p>The suit included additional allegations that the law would disproportionately affect female, Hispanic, young, and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/arizona-dems-pressure-kyrsten-sinema-to-help-kill-the-filibuster\/\" title=\"Arizona Dems Pressure Kyrsten Sinema To Help Kill The Filibuster\">low-income voters<\/a>, all of whom the plaintiff <a href=\"https:\/\/thefederalist.com\/2025\/05\/13\/russia-hoaxer-marc-elias-sues-wyoming-to-make-it-easier-for-noncitizens-to-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">fals<\/a><a href=\"https:\/\/www.heritage.org\/election-integrity\/commentary\/another-study-refutes-lefts-false-claims-against-voter-id-and-secure\" target=\"_blank\" rel=\"noreferrer noopener\">ely<\/a> claimed, &ldquo;are less likely to have acceptable documentation and, in many cases, face greater hurdles to obtaining it.&rdquo;<\/p>\n<p>Wyoming Secretary of State Chuck Gray released a <a href=\"https:\/\/sos.wyo.gov\/Media\/2025\/SoS_Release_2025-07-22.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a> celebrating Tuesday&rsquo;s decision, calling it a &ldquo;huge win for the people of Wyoming.&rdquo;<\/p>\n<p>&ldquo;Proof of citizenship for registering to vote is a common sense, conservative election integrity measure and was the number one priority of our administration&rsquo;s <a href=\"https:\/\/amzn.to\/3YuVZYV\" >conservative election integrity reform agenda<\/a> and a key priority of President Trump,&rdquo; Gray said. &ldquo;Marc Elias&rsquo; outrageously wrong lawsuit has always been an attempt by the radical Left to undermine the common-sense election integrity measures Wyomingites want.&rdquo;<\/p>\n<p>Gray&rsquo;s efforts to defend HB 156 enjoyed support from the Trump Justice Department, 25 states, and Guam, along with the Republican National Committee, according to <a href=\"https:\/\/wyofile.com\/federal-court-tosses-lawsuit-challenging-wyomings-new-voter-registration-law\/\" target=\"_blank\" rel=\"noreferrer noopener\">WyoFile<\/a>.<\/p>\n<p> <em>For more election news and updates, visit&nbsp;<a href=\"https:\/\/electionbriefing.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">electionbriefing.com<\/a>.<\/em><\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
