The bill was introduced due to concerns from San Jose, which is dealing with homelessness and budget challenges. Currently, cities can only charge $50 per cart after several violations, and carts must be held for 30 days before disposal. The proposed law would let cities return carts directly to retailers without a waiting period and charge fees to recover the costs of cart retrieval and fines. Dave Cortese, D-San Jose, said creates a nuisance for cities.
