Alfieri worked remotely from Hilton Head, South Carolina, for a Cleveland-based financial services company.Cleveland had taxed commissions he earned in 2021 and 2022, based on a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-admin-to-restart-palestinian-aid-as-payments-to-terrorists-flow\/\" title=\"Biden Admin to Restart Palestinian Aid as Payments to Terrorists Flow\">law passed<\/a> during the pandemic that allowed cities to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/how-states-can-lead-america-back-towards-lower-taxes-and-less-government\/\" title=\"How States Can Lead America Back Towards Lower ... And Less Government\">tax income<\/a> even if the employee worked remotely outside the city. Though, this law was eventually repealed. The Buckeye Institute argued that cleveland had no legal authority to tax Alfieri&#8217;s income earned outside Ohio, and the city has now issued a refund. This follows a 2015 ruling that local taxation must be based on where the work is performed. Carson, senior litigator at The Buckeye Institute and the lead attorney representing Mr. Alfieri. &ldquo;In issuing Mr. Alfieri a refund, Cleveland has done the right thing.&rdquo;<\/p>\n<p>Alfieri earned commissions on deals and was typically paid several months or years after the work that generated the commission.<\/p>\n<p>In 2023, according to The Buckeye Institute, he was paid for several deals that happened in 2020-2021, and Cleveland taxed those commissions under the state&rsquo;s then-pandemic law.<\/p>\n<p>The Ohio General Assembly passed legislation at the beginning of the pandemic that allowed cities to continue to collect taxes from workers even though they worked remotely in another city rather than working in the city where the employer was located. It was an effort to stabilize revenue for municipalities, and, in particular, larger communities, where larger employers are based.<\/p>\n<p>The House passed a bill in June 2021 that required employees to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/michael-avenatti-deserves-very-substantial-prison-sentence-prosecutors\/\" title=\"Michael Avenatti Deserves \u2018Very Substantial\u2019 Prison Sentence: Prosecutors\">pay income taxes<\/a> in the city where they work.
