After market volatility followed the announcement, the White House briefly scaled the plan back to a flat 10% rate, except for&nbsp;<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/china\" target=\"_blank\" rel=\"noreferrer noopener\">China<\/a>, which saw its base tariff hiked to 145%.<\/p>\n<p>Since then, a handful of countries have struck individual agreements.&nbsp;<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/united-kingdom\" target=\"_blank\" rel=\"noreferrer noopener\">Britain<\/a>&nbsp;secured a 10% tariff deal in May, while&nbsp;<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/vietnam\" target=\"_blank\" rel=\"noreferrer noopener\">Vietnam<\/a>&nbsp;reached a framework this week for 20% rates and tougher enforcement on Chinese transshipped goods.&nbsp;<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/china\" target=\"_blank\" rel=\"noreferrer noopener\">China<\/a> itself negotiated a temporary reduction to 30%. But most countries remain in limbo.<\/p>\n<p>&ldquo;There&rsquo;s a lot of action coming,&rdquo;&nbsp;Treasury Secretary Scott Bessent&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=48Zbb68Y6Xk\" target=\"_blank\" rel=\"noopener\" title=\"\">told<\/a> <em>Bloomberg<\/em> on Thursday, adding that roughly 100 countries may settle at the 10% minimum if no deals are reached. But it also revives legal questions over whether the tariffs are permissible under a decades-old&nbsp;<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/national-security\" target=\"_blank\" rel=\"noreferrer noopener\">national security<\/a>&nbsp;statute.<\/p>\n<p>The administration has justified the tariffs under the argument that chronic trade deficits pose a national security threat &mdash; a theory now being tested in court.
