Even though there was majority support, the measure failed to pass due to the requirement for a minimum of five votes as it was classified as an emergency ordinance, ultimately resulting in a 4-3 vote. councilmember Lili Navarrete, who proposed the law, intended to enhance protections for immigrants amidst increased scrutiny under the Trump management. She expressed her frustration that the council was unable to appreciate the human impact of immigration enforcement. the current Washington state law already prevents local law enforcement from assisting ICE, but the proposal sought to offer additional protections by designating certain city properties as nonpublic, thereby restricting ICE access without a warrant. The officials voted 4-3, with Council President Betsy Wilkerson dissenting with the conservative minority in opposition to the progressive majority.<\/p>\n<p>&ldquo;I don&rsquo;t expect a lot of people to understand this,&rdquo; Navarrete said. &ldquo;You would have to walk in the shoes of immigrants to understand what is what is like to not commit any crime, to be targeted and to not walk freely because of the way you look, because of your accent, or where you come from, and you know, I don&rsquo;t expect you to understand, but try to to see it in the human way.&rdquo;<\/p>\n<p>She said the council wouldn&rsquo;t have considered the proposal if the Trump administration&nbsp;<a href=\"https:\/\/www.cato.org\/blog\/65-people-taken-ice-had-no-convictions-93-no-violent-convictions\" target=\"_blank\" rel=\"noreferrer noopener\">followed<\/a>&nbsp;the law. Councilmember Paul Dillon agreed, adding that they labeled it an emergency because &ldquo;we have a&nbsp;<a href=\"https:\/\/www.thecentersquare.com\/washington\/article_94b460a4-4fe4-4054-9293-0caa7f855911.html\" target=\"_blank\" rel=\"noreferrer noopener\">disappearing<\/a>&nbsp;machine in this community,&rdquo; given Spokane&rsquo;s proximity to the border.<\/p>\n<p>Federal agents have additional authority within 100 miles of the border to conduct searches and arrests based on &ldquo;<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-judges-ruling-on-warrantless-migrant-arrests-sows-confusion\/\" title=\"California judge\u2019s ruling on warrantless migrant arrests sows confusion\">reasonable suspicion&#038;rdquo<\/a>; rather than a higher legal standard of &ldquo;probable cause.&rdquo;&nbsp;<\/p>\n<p>The city of Spokane is located&nbsp;<a href=\"https:\/\/my.spokanecity.org\/about\/geography\/#:~:text=Spokane%20is%20located%20in%20Eastern,south%20of%20the%20Canadian%20border.\" target=\"_blank\" rel=\"noreferrer noopener\">110<\/a>&nbsp;miles south of the Canadian border, with some of the county sitting just below that 100-mile zone. Idaho is only about 30 miles east, which Dillon said ICE has used to circumvent Washington state law by&nbsp;<a href=\"https:\/\/cdapress.com\/news\/2025\/jan\/31\/kootenai-county-sheriffs-office-cooperates-with-ice\/\" target=\"_blank\" rel=\"noreferrer noopener\">detaining<\/a>&nbsp;immigrants over in Kootenai County.<\/p>\n<p>&ldquo;This is not a&nbsp;<a href=\"https:\/\/www.thecentersquare.com\/washington\/article_5104da66-e8bc-11ef-91d8-cf3aa0d35822.html\" target=\"_blank\" rel=\"noreferrer noopener\">sanctuary<\/a>&nbsp;city, and this is not a sanctuary policy,&rdquo; Councilmember Kitty Klitzke said. &ldquo;This isn&rsquo;t us telling the federal government how to do their business. This is us allowing people in our community to do their business without fear of racial profiling and harassment.&rdquo;<\/p>\n<p>Klitzke called the ordinance &ldquo;a constitutional, due process policy.&rdquo; However, Councilmember Michael Cathcart noted that, unlike a prior iteration, Monday&rsquo;s version had not undergone the proper legal review. He raised concerns about the lack of clarity and process behind the proposal.<\/p>\n<p>The original proposal would&rsquo;ve allowed the Spokane Park Board to &ldquo;temporarily or permanently&rdquo; designate city parks as &ldquo;nonpublic&rdquo; areas due to residential safety concerns. That <a href=\"https:\/\/amzn.to\/3YuVZYV\" >means agents wouldn&#038;rsquo<\/a>;t be allowed to enter without written permission unless they have a warrant for someone.<\/p>\n<p>Park Board President Jennifer Ogden opposed the proposal before it went public, so the council majority had to change its plan due to conflicts with the city charter. Monday&rsquo;s version eliminates mention of parks, focusing on preventing entry to permitted events held on public right-of-ways.<\/p>\n<p>Dillon told The Center Square that the proposal is currently dead, but he plans to reintroduce it.<\/p>\n<p>Wilkerson said she supports the idea but voted against it due to &ldquo;legal nuances&rdquo; that were not clarified before the meeting. After voting, Councilmember Jonathan Bingle attempted to explain to the audience that the proposal had failed, but Wilkerson cut him off since he didn&rsquo;t have&nbsp;<a href=\"https:\/\/youtu.be\/B_B2auPak30?si=yv7nDx4bk5xfbV-f&amp;t=6730\" target=\"_blank\" rel=\"noreferrer noopener\">permission<\/a>&nbsp;to speak.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/policy\/healthcare\/3460495\/twenty-states-sue-trump-administration-sharing-medicaid-data-ice\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>TWENTY STATES SUE TRUMP ADMINISTRATION FOR SHARING SENSITIVE MEDICAID DATA WITH ICE<\/strong><\/a><\/p>\n<p>Spokane then issued a news release on Tuesday, stating that the ordinance had passed, only to quickly add a correction before ultimately&nbsp;<a href=\"https:\/\/my.spokanecity.org\/news\/releases\/2025\/07\/01\/spokane-city-council-approves-safe-and-welcome-in-spokane-ordinance\/\" target=\"_blank\" rel=\"noreferrer noopener\">wiping<\/a>&nbsp;it from the city&rsquo;s website later that day. Notably, Monday marked Navarrete&rsquo;s last council meeting with her recent&nbsp;<a href=\"https:\/\/www.thecentersquare.com\/washington\/article_e38cbf7f-801d-4f73-a429-08f5676582bf.html\" target=\"_blank\" rel=\"noreferrer noopener\">resignation<\/a>&nbsp;effective June 30.&nbsp;&nbsp;<\/p>\n<p>&ldquo;If I hurt some feelings, I&rsquo;m sorry,&rdquo; she said. &ldquo;But I am an immigrant that is proud &hellip; and a lot of times I am an example of what <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/strong-turnout-in-frances-high-stakes-elections-as-support-for-the-far-right-grows-washington-examiner\/\" title=\"Strong turnout in France\u2019s high...stakes elections as support for the far right grows ...
