In the current system, they are appointed by the secretary of health and human services.<\/p>\n<p>Preventive care mandates have been one of the most controversial elements of the Affordable Care Act, requiring private health insurance plans to cover a range of preventive services without cost-sharing.<\/p>\n<p>Since the passage of the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/affordable-care-act\/\" target=\"_blank\" rel=\"noopener\" title=\"Patient Protection and Affordable Care Act\">Patient Protection and Affordable Care Act<\/a> in 2010, the USPSTF has implemented 10 different <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/obamacare-mandates-at-stake-in-supreme-court-arguments-washington-examiner\/\" title=\"... mandates at stake in Supreme Court arguments - Washington Examiner\">preventive service mandates<\/a>, ranging from cancers, perinatal depression, preeclampsia, and HIV prevention.<\/p>\n<p>A study published in April in the <a href=\"https:\/\/jamanetwork.com\/journals\/jama-health-forum\/fullarticle\/2832980\" target=\"_blank\" rel=\"noopener\" title=\"\"><em>Journal of the American Medical Association Health Forum<\/em> <\/a>found that about 30% of privately insured people, including half of all privately insured women, use at least one of the 10 preventive services mandated by the task force since 2010.<\/p>\n<p>During oral arguments, liberal and conservative Supreme Court justices <a href=\"https:\/\/www.washingtonexaminer.com\/policy\/healthcare\/3386199\/obamacare-supreme-court-case-preventive-services\/\" target=\"_blank\" rel=\"noopener\" title=\"\">appeared skeptical<\/a> of the challenger&rsquo;s argument that the USPSTF functioned as an independent agency, citing that the 16 members of the panel serve &ldquo;at-will&rdquo; of the HHS secretary.<\/p>\n<p>Kagan, during oral arguments, sparked laughter from the audience when she forcefully pushed back against the assertion that the USPSTF is an independent agency.<\/p>\n<p>&ldquo;More often we destroy independent agencies,&rdquo;
