Now, the reluctant officials at <a href=\"https:\/\/thefederalist.com\/2024\/12\/12\/this-is-illegal-speaker-johnson-calls-for-further-investigation-into-democrats-fundraising-machine\/\" target=\"_blank\" rel=\"noreferrer noopener\">ActBlue <\/a>will be compelled to tell what they know.&nbsp;<\/p>\n<p>House Judiciary Committee Chairman Jim Jordan, R-Ohio,&nbsp;House Administration Committee Chairman Bryan Steil, R-Wis., and House Oversight and Government Reform Committee Chairman James Comer, R-Ky.,<a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/evo-media-document\/2025-06-25-jdj-bs-jc-to-twomey-re-subpoena_redacted.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"> issued <\/a><a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/evo-media-document\/2025-06-25-jdj-bs-jc-to-senior-workflow-specialist-re-subpoena_redacted.pdf\">subpoenas<\/a> this week&nbsp;to two ActBlue insiders who have <a href=\"https:\/\/judiciary.house.gov\/media\/press-releases\/republicans-subpoena-senior-actblue-employees-depositions\">&ldquo;failed to comply <\/a>with the Committees&rsquo; voluntary processes,&rdquo; a <a href=\"https:\/\/judiciary.house.gov\/media\/press-releases\/republicans-subpoena-senior-actblue-employees-depositions\" target=\"_blank\" rel=\"noreferrer noopener\">press release<\/a> states.&nbsp;<\/p>\n<p>ActBlue&rsquo;s former Vice President of Customer Service <a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/evo-media-document\/2025-06-25-jdj-bs-jc-to-twomey-re-subpoena_redacted.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Alyssa Twomey<\/a> and an unidentified <a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/evo-media-document\/2025-06-25-jdj-bs-jc-to-senior-workflow-specialist-re-subpoena_redacted.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">ActBlue Senior Workflow Specialist<\/a> must now face depositions regarding&nbsp;allegations that the online fundraising platform &ldquo;accepted fraudulent donations from domestic and foreign sources.&rdquo; Documents obtained in the investigation show Twomey managed ActBlue&rsquo;s fraud-prevention team. The specialist, according to <a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/evo-media-document\/2025-06-25-jdj-bs-jc-to-senior-workflow-specialist-re-subpoena_redacted.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">documents obtained<\/a> in the investigation, has been the &ldquo;top fraud-prevention employee at ActBlue.&rdquo;<\/p>\n<p>&ldquo;The Committees have found significant evidence that ActBlue had &lsquo;a fundamentally unserious approach to fraud prevention&rdquo; during this period,&rsquo;&rdquo; states the congressional <a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/evo-media-document\/2025-06-25-jdj-bs-jc-to-senior-workflow-specialist-re-subpoena_redacted.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">letters<\/a> informing the ActBlue employees of the subpoena. &nbsp;<\/p>\n<p>ActBlue, according to the committees, &ldquo;weakened its fraud-prevention standards twice in 2024 despite knowledge of significant attempted fraud on the platform, including from foreign actors.&rdquo; &nbsp;And the organization&rsquo;s training guide instructed new fraud-prevention staff to &ldquo;look for reasons to accept contributions&rdquo;&nbsp;rather than scruitinize &ldquo;potentially fraudulent donations with a skeptical eye.&rdquo;<\/p>\n<h2>&lsquo;Unverified&rsquo; Transactions<\/h2>\n<p>The committees have <a href=\"https:\/\/thefederalist.com\/2024\/10\/31\/house-republicans-subpoena-actblue-records-over-alleged-foreign-election-interference-activities\/\" target=\"_blank\" rel=\"noreferrer noopener\">issued other subpoenas<\/a> seeking&nbsp;documents from the fundraising platform. As The Federalist has <a href=\"https:\/\/thefederalist.com\/2025\/05\/08\/house-committees-doj-turn-up-the-heat-on-dems-actblue\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported,<\/a> records obtained through previous subpoenas confirmed suspicions that ActBlue had accepted unverified payments during <a href=\"https:\/\/thefederalist.com\/2024\/08\/22\/democrats-fundraising-machine-draws-accusations-of-potentially-illegal-schemes\/\" target=\"_blank\" rel=\"noreferrer noopener\">record-smashing<\/a> fundraising totals for the Democrat Party&rsquo;s presidential replacement candidate, then-Vice President Kamala Harris.&nbsp;<\/p>\n<p>In the 24-hour period last July after then-President Joe Biden announced he was ending his re-election bid, Harris&rsquo; campaign said it hauled in an eye-popping&nbsp;<a href=\"https:\/\/www.cbsnews.com\/news\/kamala-harris-fundraising-100-million-biden-drops-out\/\" target=\"_blank\" rel=\"noreferrer noopener\">$81 million<\/a>.&nbsp;<\/p>\n<p>&ldquo;In August, the campaign said it raised&nbsp;<a href=\"https:\/\/www.cbsnews.com\/video\/kamala-harris-campaign-raises-361-million-for-august\/https:\/\/www.cbsnews.com\/video\/kamala-harris-campaign-raises-361-million-for-august\/\" target=\"_blank\" rel=\"noreferrer noopener\">$361 million<\/a>, bringing the total to more than $615 million in fundraising since Harris had entered the race,&rdquo; CBS News <a href=\"https:\/\/www.cbsnews.com\/news\/kamala-harris-campaign-fundraising-1-billion\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> at the time.&nbsp;<\/p>\n<p>ActBlue has since updated its policies, rejecting donations without identification safeguards, but only after the fundraising bonanza, <a href=\"https:\/\/thefederalist.com\/2025\/05\/08\/house-committees-doj-turn-up-the-heat-on-dems-actblue\/\" target=\"_blank\" rel=\"noreferrer noopener\">according to<\/a> Steil.&nbsp;<\/p>\n<p>The congressional investigation to date has found donations poured through the platform from Saudi Arabia, Iraq, Colombia, and other countries.<\/p>\n<p>&ldquo;Between September 2022 and November 2024, ActBlue racked up 1,900 fraudulent transactions in total, but House Republicans who&nbsp;<a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/2025-04\/04.02.25_FRAUD_ON_ACTBLUE_HOW_THE_DEMOCRATS_TOP_FUNDRAISING_PLATFORM_OPENS_THE_DOOR_FOR_ILLEGAL_ELECTION_CONTRIBUTIONS_w_appendix.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">published the company&rsquo;s internal documents in a report<\/a>&nbsp;claim the suspicious donations are far more &ldquo;widespread,&rdquo; the New York Post <a href=\"https:\/\/nypost.com\/2025\/04\/02\/us-news\/dem-fundraiser-actblue-made-donations-standards-more-lenient-received-foreign-contributions-during-2024-election-internal-docs\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported.<\/a>&nbsp;<\/p>\n<h2>&lsquo;Of Its Choosing&rsquo;<\/h2>\n<p>The latest round of subpoenas come after delays by the ActBlue insiders and their attorneys. According to the letters, the committees first sought the employees&rsquo; &ldquo;informal testimony&rdquo; on March 20. After Twomey apparently agreed on April 21 to appear for a voluntary transcribed interview, her attorney balked. In early May, he advised his clients not to appear before the committees until he had &ldquo;more information&rdquo; about the Department of Justice&rsquo;s announced investigation into &ldquo;the unlawful use of online fundraising platforms to make &lsquo;straw&rsquo; or &lsquo;dummy&rsquo; contributions or foreign contributions to political candidates and committees,&rdquo; according to the <a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/evo-media-document\/2025-06-25-jdj-bs-jc-to-twomey-re-subpoena_redacted.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">subpoena letter.<\/a>&nbsp;<\/p>\n<p>In April, President Donald Trump issued a <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/investigation-into-unlawful-straw-donor-and-foreign-contributions-in-american-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">memorandum<\/a> directing the DOJ to investigate concerning reports &ldquo;that foreign nationals are seeking to misuse online fundraising platforms to improperly influence American elections.&rdquo;<\/p>\n<p>According to the subpoena letters, the attorney for the ActBlue insiders, Danny Onorato, asked the committees to withdraw their requests for interviews until the DOJ &ldquo;completes its investigation or clarifies its position with respect&rdquo; to his clients. That was a bridge too far.&nbsp;<\/p>\n<p>In their letters, the committee chairmen remind the ActBlue employees that, regardless of what their attorney advises, Congress has full oversight authority. It can compel testimony &ldquo;in a time, place, and manner of its own choosing.&rdquo; And the committees have plenty of federal court cases and the Constitution backing them up on that fact.&nbsp;<\/p>\n<p>According to the subpoena letters, ActBlue claims the committees&rsquo; requests violate the First Amendment and the Constitution&rsquo;s Equal Protection Clause by &ldquo;selective[ly] focus[ing]&rdquo; on ActBlue.&rdquo; The chairman called balderdash! They again pointed to congressional prerogative and the obligation witnesses have to respond to congressional inquiries.&nbsp;<\/p>\n<p>In a May 29 letter, Onorato noted his concerns that the committees have promised to &ldquo;&lsquo;work collaboratively with DOJ&rsquo; in its parallel investigation,&rdquo; according to the subpoena letters. The chairmen charge that the characterization is a distortion of their <a href=\"https:\/\/cha.house.gov\/_cache\/files\/1\/0\/10a7bfd7-9c5e-4da5-bf6a-813c511cb242\/2ADB7A04266CF20827BF3596D2C0E259A1528B019231E591F2CF74418961C09B.actblue-ltr-to-doj-may-2025-final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">May 7 letter<\/a> to Attorney General Pam Bondi in which they pledged to &ldquo;work collaboratively with DOJ to improve and strengthen the integrity of America&rsquo;s electoral system.&rdquo;&nbsp;<\/p>\n<p>&ldquo;That shared policy outcome is not evidence of improper motivation, as Mr. Onorato implies, in the Committees&rsquo; oversight inquiry,&rdquo; the chairmen assert.&nbsp;<\/p>\n<h2>&lsquo;A Specific Interest&rsquo;<\/h2>\n<p>Onorato is big shot defense attorney, specializing in white-collar crime.&nbsp; He is founding partner of the Washington, D.C.-based Schertler Onorato Mead &amp; Sears, &ldquo;a <a href=\"https:\/\/amzn.to\/3YuVZYV\" >premier boutique white-collar litigation firm<\/a>,&rdquo; <a href=\"https:\/\/www.washingtonian.com\/best\/lawyers\/danny-c-onorato\/\" target=\"_blank\" rel=\"noreferrer noopener\">according to<\/a> his bio. The former federal prosecutor-turned-defense-attorney has represented &ldquo;executives from high profile cases including HealthSouth, Enron, KPMG and Fannie Mae,&rdquo; another bio <a href=\"https:\/\/www.bestlawyers.com\/lawyers\/danny-c-onorato\/78213\" target=\"_blank\" rel=\"noreferrer noopener\">states.<\/a>&nbsp;<\/p>\n<p>Onorato&rsquo;s firm has also <a href=\"https:\/\/newjerseymonitor.com\/2024\/03\/21\/nadine-menendez-tells-judge-shell-keep-attorneys-despite-prosecutors-claims-of-conflict\/\" target=\"_blank\" rel=\"noreferrer noopener\">represented Nadine Menendez<\/a>, wife of disgraced former ex-New Jersey Democratic Sen. Bob Menendez. The latter this month began serving an 11-year prison sentence for <a href=\"https:\/\/apnews.com\/article\/menendez-bribery-prison-sentence-7cf174c125409a57b1b31f3bacfd0330\" target=\"_blank\" rel=\"noreferrer noopener\">&ldquo;accepting bribes of gold and cash<\/a> and acting as an agent of Egypt.&rdquo; Nadine was <a href=\"https:\/\/apnews.com\/article\/menendez-bribery-prison-sentence-7cf174c125409a57b1b31f3bacfd0330\" target=\"_blank\" rel=\"noreferrer noopener\">convicted in April<\/a> for her part in the crimes and is scheduled to be sentenced in September.&nbsp;<\/p>\n<p>In their letter, the chairmen of the congressional committees informed the ActBlue witnesses that their investigation has a &ldquo;clear &mdash;and important &mdash; legislative purpose.&rdquo;<\/p>\n<p>&ldquo;Congress has a specific interest in ensuring that bad actors, including foreign actors, cannot make fraudulent or illegal political donations through online fundraising platforms,&rdquo; the subpoena letters state.&nbsp;<\/p>\n<p>And in pursuit of fact-finding, the investigation will go on and the witnesses will now be compelled to answer congressional questions.<\/p>\n<p>&ldquo;You are uniquely positioned to aid the Committees&rsquo; oversight,&rdquo; the letter to Twomey closes.&nbsp;<\/p>\n<hr>\n<p>      Matt Kittle is a senior elections correspondent for The Federalist.
