hiring practices at ... of Californi\">sex-based hiring practices expose employers<\/a> to legal risk under federal law,&rdquo; she said.<\/p>\n<p>The department said <a href=\"https:\/\/www.westernjournal.com\/trump-says-gavin-newsom-karen-bass-lying-californians-happening-la\/\" target=\"_blank\" rel=\"noopener\">California&rsquo;s<\/a> own emphasis on diversity triggered the investigation.<\/p>\n<p>&ldquo;Our investigation is based on information suggesting that the University of California may be engaged in certain employment practices that discriminate against employees, job applicants, and training program participants based on race and sex in violation of Title VII,&rdquo; the department&rsquo;s <a href=\"https:\/\/www.justice.gov\/opa\/media\/1404751\/dl\" target=\"_blank\" rel=\"noopener\">letter<\/a> to university President Michael Drake said.<\/p>\n<p>&ldquo;Specifically, we have reason to believe the University of California&rsquo;s &lsquo;UC 2030 Capacity Plan&rsquo; precipitated unlawful action by the University of California and some or all its constituent campuses,&rdquo; Dhillon wrote.<\/p>\n<p>&ldquo;Accordingly, I have authorized a full investigation to determine whether the University of California is engaged in a pattern or practice of discrimination as set forth above,&rdquo; she wrote.<\/p>\n<p>The <a href=\"https:\/\/regents.universityofcalifornia.edu\/regmeet\/july22\/b5attach2.pdf\" target=\"_blank\" rel=\"noopener\">plan<\/a> noted, for example, that the colleges were expected to increase faculty diversity.<\/p>\n<p>The plan also said that the university system had a goal of making 40 percent of its PhDs, who are hired as researchers, from Historically Black Colleges and Universities and Tribal Colleges and Universities as well as California colleges by 2030.<\/p>\n<p>The investigation comes shortly after the <a href=\"https:\/\/www.ed.gov\/about\/news\/press-release\/us-department-of-education-finds-california-department-of-education-and-california-interscholastic-federation-violation-of-title-ix\" target=\"_blank\" rel=\"noopener\">Education Department<\/a> found the California Department of Education and the California Interscholastic Federation in violation of <a href=\"https:\/\/www.westernjournal.com\/trump-vows-large-scale-punishment-california-transgender-wins-track-state-title-warned\/\" target=\"_blank\" rel=\"noopener\">Title IX<\/a> by discriminating against women.<\/p>\n<p>&ldquo;Although Governor Gavin Newsom admitted months ago it was &lsquo;deeply unfair&rsquo; to allow men to compete in women&rsquo;s sports, both the California Department of Education and the California Interscholastic Federation continued as recently as a few weeks ago to allow men to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-department-of-education-found-in-violation-of-title-ix\/\" title=\"... of ... found in violation of ...\">steal female athletes&#038;rsquo<\/a>;
