The Supreme CourtS ruling is expected shortly, given a <a href=\"https:\/\/amzn.to\/3YuVZYV\" >looming deadline set<\/a> by Secretary of State Marco Rubio. About 60% of U.S.-based employees are expected to be put in foreign posts if the layoffs and rearrangements take effect within the coming weeks.&nbsp;According to Rudio, some of his reasoning for the layoffs includes &ldquo;bloated bureaucracy&rdquo; and some divisions becoming &ldquo;radical.&rdquo;<\/p>\n<p>When California Judge <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/judges\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Susan Illston<\/a> issued the block, she asserted that any actions related to the department&rsquo;s reorganization plans were prohibited.&nbsp;Rubio laid out those<a href=\"https:\/\/www.washingtonexaminer.com\/policy\/foreign-policy\/3387630\/state-department-reorganization-internal-marco-rubio\/\" target=\"_blank\" rel=\"noopener\" title=\"\"> plans<\/a> in April to select members of the press and then in more detail in late May.<\/p>\n<p>The biggest division that will be cut is the Foreign Assistance and Humanitarian Affairs division, which is being cut by 69%. Almost all of the $9.4 billion being cut in the <a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/3439794\/spending-cuts-rescissions-bill-passed-house\/\" target=\"_blank\" rel=\"noopener\" title=\"\">rescissions bill<\/a> recently passed in the House falls under the authority of this division.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/supreme-court\/3433658\/trump-administration-asks-supreme-court-layoffs-education-department\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>TRUMP ADMINISTRATION ASKS SUPREME COURT TO ALLOW LAYOFFS AT EDUCATION DEPARTMENT<\/strong><\/a><\/p>\n<p>Both sides of the aisle have had concerns about some of the changes. There has been bipartisan concern over the reshuffling of the Bureau of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/cybersecurity\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Cyberspace and Digital Policy<\/a>.
