The court unanimously deemed Evers&#8217; partial veto unconstitutional, stating that the governor can only partially veto appropriation bills, not closely related legislation. This decision arose from a lawsuit by the Republican-controlled legislature,which argued that Evers misused his veto authority.<\/p>\n<p>The courtS ruling also supported the legislature&#8217;s budget committee, asserting its right to maintain emergency funds, which include the $50 million in question. The suit alleged the governor illegally used his <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wisconsin-republicans-look-to-limit-democratic-governors-veto-power\/\" title=\"Wisconsin GOP seeks to curb Dem ...&#039;s ... power\">partial veto powers<\/a>.<\/p>\n<p>The court also sided with the legislature&rsquo;s budget committee&rsquo;s argument that it retains the authority to set aside money for state programs into an emergency fund, where the $50 million for the literacy programs has been sitting since 2023.<\/p>\n<p>&ldquo;Nearly $50 million to help improve our kids&rsquo; reading has sat unspent in Madison for two years because Republican lawmakers have refused to release it,&rdquo; Evers said in a <a href=\"https:\/\/x.com\/GovEvers\/status\/1937894228215943371?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet\" target=\"_blank\" rel=\"noopener\" title=\"statement\">statement<\/a>. &ldquo;I have spent those two years fighting tirelessly to get Republicans to release those funds, including suing to force them to do so.&rdquo;<\/p>\n<p>Evers argued the legislature couldn&rsquo;t withhold the money and demanded the funds be released to the Wisconsin Department of Public Instruction for immediate use.<\/p>\n<p>The Wisconsin Supreme Court declined to oblige the governor&rsquo;s request.<\/p>\n<p>Evers criticized the Wisconsin Supreme Court for its &ldquo;unconscionable&rdquo; decision, &ldquo;allowing the Legislature&rsquo;s indefinite obstruction to go unchecked.&rdquo;<\/p>\n<p>Evers called on the Republican legislature to release the $50 million in funding for Wisconsin&rsquo;s literacy programs. The money will be distributed to the state&rsquo;s general fund if the legislature doesn&rsquo;t release it by the end of the month.<\/p>\n<p>The Wisconsin Republican co-chairs on the budget committee, state Sen. Howard Marklein and state Rep.
