return false;\" title=\"Printer Friendly, PDF &amp; Email\"><span id=\"printfriendly-text2\" class=\"pf-button-text\"><i class=\"mdi mdi-printer\" aria-hidden=\"true\"><\/i><\/span><\/a><\/span><\/li>\n<\/ul><\/div>\n<p>A U.S. district judge escalated her attack on executive authority to control immigration on Friday by indefinitely blocking the Trump administration from revoking Harvard University&rsquo;s ability to enroll foreign students.<\/p>\n<p>The <a href=\"https:\/\/www.courtlistener.com\/docket\/70349156\/73\/president-and-fellows-of-harvard-college-v-united-states-department-of\/\" target=\"_blank\" rel=\"noreferrer noopener\">preliminary injunction<\/a>, which extends her initial <a href=\"https:\/\/thefederalist.com\/2025\/05\/23\/obama-judge-blocks-dhs-from-revoking-harvards-ability-to-enroll-foreign-students\/\" target=\"_blank\" rel=\"noreferrer noopener\">temporary restraining order<\/a>, was issued by Judge Allison Burroughs, an Obama appointee serving in Massachusetts. She issued the initial restraining order within hours of the lawsuit being filed.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-202582099\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>She also happens to be the judge who issued a <a href=\"https:\/\/thefederalist.com\/2025\/05\/27\/trump-administration-to-cancel-all-federal-funds-to-harvard\/\" target=\"_blank\" rel=\"noreferrer noopener\">ruling<\/a> greenlighting Harvard&rsquo;s racialized admissions scheme that was overturned by the Supreme Court in <em>Students for Fair Admissions v. Harvard<\/em>, making affirmative action unconstitutional, as well as the judge assigned to Harvard&rsquo;s lawsuit against the Trump administration for freezing $2.2 billion in funding.<\/p>\n<p>At every turn, Burroughs is there to defend Harvard, no matter what the university does or whose constitutional authority is undermined by her decision-making.<\/p>\n<p>Here, she is blocking the Trump administration from controlling the massive influx of foreign students to Harvard, despite the fact that the Department of Homeland Security (DHS) has <a href=\"https:\/\/www.dhs.gov\/news\/2025\/05\/22\/harvard-university-loses-student-and-exchange-visitor-program-certification-pro\" target=\"_blank\" rel=\"noreferrer noopener\">pointed<\/a> to coordination with the Chinese Communist Party and anti-American sentiment among foreign students.<\/p>\n<p>In May DHS revoked Harvard&rsquo;s Student and Exchange Visitor Program (SEVP) for a host of reasons, with Secretary Kristi Noem pointing out that &ldquo;it is a privilege, not a right, for universities to enroll foreign students and benefit from their higher tuition payments to help pad their multibillion-dollar endowments.&rdquo;<\/p>\n<p>Burroughs &ldquo;enjoined [the Trump administration] from implementing, instituting, maintaining, or giving any force or effect to&rdquo; the SEVP and &ldquo;directed&rdquo; the administration to &ldquo;immediately prepare guidance to Defendants&rsquo; officers, staff, employees, and contractors &mdash; including but not limited to those at each consulate, embassy, field office, and port of entry &mdash; to disregard the May 22, 2025 Revocation Notice and to restore every visa holder and applicant to the position that individual would have been absent such Revocation Notice.&rdquo;<\/p>\n<p>She canceled the entire revocation, which would have blocked any current or future foreign student from continuing or starting enrollment at Harvard and did not give a reason why.<\/p>\n<p>Foreign students <a href=\"https:\/\/oneworld.worldwide.harvard.edu\/international-students-at-harvard\/\" target=\"_blank\" rel=\"noreferrer noopener\">represent<\/a> about 27 percent of Harvard&rsquo;s student body, or 6,793 students in the 2024-2025 school year.<\/p>\n<p>The Trump administration <a href=\"https:\/\/www.harvard.edu\/research-funding\/wp-content\/uploads\/sites\/16\/2025\/04\/Letter-Sent-to-Harvard-2025-04-11.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">attempted<\/a> to get the school to reform its vetting and admissions process, but Harvard declined in April, <a href=\"https:\/\/www.harvard.edu\/president\/news\/2025\/the-promise-of-american-higher-education\/\" target=\"_blank\" rel=\"noreferrer noopener\">stating<\/a> that it &ldquo;will not surrender its independence&rdquo; &mdash; except, apparently, to its CCP clients and others.<\/p>\n<p>Harvard has also been <a href=\"https:\/\/openthebooks.substack.com\/p\/56eda56e-a91e-4e84-a772-800806eb03ad?postPreview=paid&amp;updated=2025-04-23T14%3A21%3A07.124Z&amp;audience=everyone&amp;free_preview=false&amp;freemail=true\" target=\"_blank\" rel=\"noreferrer noopener\">accused<\/a> of failing to properly report foreign funding, which amounts to $1.1 billion since 2017, according to Open the Books. The U.S. Department of Education <a href=\"https:\/\/www.ed.gov\/about\/news\/press-release\/us-department-of-education-initiates-records-request-harvard-university-after-discovering-inaccurate-foreign-financial-disclosures\" target=\"_blank\" rel=\"noreferrer noopener\">opened<\/a> an investigation into Harvard &ldquo;after <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/dhs-barred-from-revoking-harvards-ability-to-enroll-foreigners\/\" title=\"...
