But it has an impact on the way the city is run,&rdquo; Pfluger said.<\/p>\n<p>&ldquo;This could be Russian embassy personnel, they could be&nbsp;Chinese embassy personnel&nbsp;&ndash; a number of folks. It&rsquo;s just wrong.
