Despite criticisms from figures like Elon Musk that the bill could add trillions to the national debt, Trump highlighted Congressional Budget Office (CBO) estimates showing that the tariffs could reduce deficit spending by $2.8 trillion. Treasury Secretary Scott Bessent echoed this view, contending that if tariff revenues were factored in, the bill would actually result in a surplus. Trump further criticized the CBO, suggesting it underreports the bill’s positive financial impact due to partisan biases, arguing that the misunderstandings around the bill stem from its failure to maintain key elements of earlier tax cuts. White House officials emphasized their stance that the bill substantially improves the fiscal outlook, asserting it includes significant mandatory savings. The overall debate centers around differing interpretations of the bill’s financial implications, with supporters claiming it ultimately enhances fiscal responsibility.

President Donald Trump highlighted on Thursday that even by Congressional Budget Office calculations, the cost of the “Big Beautiful Bill” During a press conference in the Oval Office with German Chancellor Friedrich Merz, Trump addressed criticisms from Elon Musk and others regarding claims that the bill would significantly increase national debt. The CBO estimated that this legislation could lead to an additional $2.4 trillion in deficit spending, along with $551 billion in interest payments on national debt over ten years, as reported by the Committee for a Responsible Federal Budget. However, Trump noted that he believes CBO’s calculations- which he claimed are influenced by Democrats- also indicate his tariffs could decrease deficit spending by $2.8 trillion during that same period. He requested Treasury Secretary Scott Bessent to provide further details on this matter.

Bessent stated, “The CBO has assessed tariff revenue and we believe it will be at least $2.8 trillion over ten years, which actually results in a surplus when considering tariff revenue-something they don’t account for.” Trump reiterated this point, saying it creates a significant surplus but is not recognized due to scoring methods used.

White House Deputy Chief of Staff Stephen Miller and Office of Management and Budget Director Russ Vought defended the bill on Wednesday, arguing against what they see as incorrect scoring from the CBO.
