Kim Reynolds signed several bills strengthening the integrity of the state&rsquo;s elections on Monday, one of which prohibits the use of ranked-choice voting. The new statute makes Iowa the <a href=\"https:\/\/ballotpedia.org\/Ranked-choice_voting_(RCV)\" target=\"_blank\" rel=\"noreferrer noopener\">17th state<\/a> to bar the practice.<\/p>\n<p>&ldquo;I commend the Iowa Legislature and Governor Reynolds for recognizing the importance of these bills in strengthening and maintaining Iowa&rsquo;s election integrity,&rdquo; Iowa Secretary of State Paul Pate said in a <a href=\"https:\/\/ktvo.com\/news\/local\/gov-reynolds-signs-two-new-election-bills-into-law-recounts-political-parties-noncitizens-voting-secretary-of-state-paul-pate-iowa-voter-registration-republicans-democrats-libertarians-2024-general-election\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a>. &ldquo;These new laws add additional layers of integrity to our robust election procedures, supporting our efforts to balance election integrity and voter participation.&rdquo;<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1086380263\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p><a href=\"https:\/\/www.legis.iowa.gov\/legislation\/BillBook?ba=HF954&amp;ga=91&amp;utm_medium=email&amp;utm_source=govdelivery\" target=\"_blank\" rel=\"noreferrer noopener\">HF 954<\/a> stipulates that &ldquo;[a]n election in this state shall not be conducted using ranked choice voting or <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/why-ranked-choice-voting-is-deeply-flawed\/\" title=\"Why Ranked Choice ... Is Deeply Flawed\">instant runoff voting<\/a>.&rdquo; The prohibition will take effect on Jan. 1, 2026. <\/p>\n<p>Under&nbsp;<a href=\"https:\/\/thefederalist.com\/tag\/ranked-choice-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">RCV<\/a>, voters rank candidates in order of preference. If no candidate receives more than 50 percent of first-choice votes in the first round of voting, the last-place finisher is eliminated, and his votes are reallocated to the voter&rsquo;s second-choice candidate. This process continues until one candidate receives a majority of votes.<\/p>\n<p>RCV has&nbsp;<a href=\"https:\/\/thefederalist.com\/2023\/10\/31\/ranked-choice-voting-is-the-monster-under-the-bed-of-american-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">largely<\/a>&nbsp;been&nbsp;<a href=\"https:\/\/thefederalist.com\/2024\/05\/15\/communists-cheer-ranked-choice-voting-as-a-weapon-for-defeating-conservatives\/\" target=\"_blank\" rel=\"noreferrer noopener\">pushed<\/a>&nbsp;by Democrats as a way of winning traditionally Republican seats and has regularly&nbsp;<a href=\"https:\/\/thefederalist.com\/2024\/03\/06\/watch-how-ranked-choice-voting-complicates-elections-and-disenfranchises-voters\/\" target=\"_blank\" rel=\"noreferrer noopener\">produced<\/a>&nbsp;inaccurate election results and high rates of discarded ballots. Other states to prohibit RCV&rsquo;s use in elections this year include <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1856251\" target=\"_blank\" rel=\"noreferrer noopener\">Arkansas<\/a>, <a href=\"https:\/\/www.cjonline.com\/story\/news\/politics\/state\/2025\/03\/17\/kansas-lawmakers-pass-ban-on-ranked-choice-voting-bill\/82403855007\/\" target=\"_blank\" rel=\"noreferrer noopener\">Kansas<\/a>, <a href=\"https:\/\/thefederalist.com\/2025\/04\/17\/north-dakota-becomes-15th-state-to-prohibit-ranked-choice-voting-in-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">North Dakota<\/a>, <a href=\"https:\/\/thefederalist.com\/2025\/03\/19\/west-virginia-wyoming-secure-elections-with-ranked-choice-voting-prohibitions\/\" target=\"_blank\" rel=\"noreferrer noopener\">West Virginia, and Wyoming<\/a>. <\/p>\n<p>The RCV prohibition was but one provision included in HF 954 designed to secure the Hawkeye State&rsquo;s elections. <\/p>\n<p>According to the left-wing Iowa Capital Dispatch, the bill &mdash; which was reportedly proposed by Pate &mdash; &ldquo;better allow[s] his office to check the citizenship status and other eligibility requirements of those on Iowa&rsquo;s voter rolls.&rdquo;<\/p>\n<p>&ldquo;The bill gives the Secretary of State&rsquo;s office the ability to contract with federal and state agencies, and with private entities, for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/alabama-rolls-out-new-voter-roll-verification-system-cans-democrat-supported-system\/\" title=\"Alabama introduces new voter roll verification system, replaces Democrat-backed system.\">voter roll verification<\/a> and maintenance, in addition to setting up a process for setting a voter&rsquo;s registration status as &lsquo;unconfirmed&rsquo; when the state or county officials have received information from a &lsquo;reliable source&rsquo; that the person is not qualified to vote,&rdquo; the report reads. <\/p>\n<p>As The Federalist&rsquo;s Breth Brelje <a href=\"https:\/\/thefederalist.com\/2025\/03\/21\/the-left-says-it-doesnt-happen-but-noncitizens-voted-in-iowas-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, Pate&rsquo;s office revealed in March that an audit of the state&rsquo;s voter rolls &ldquo;found 277 noncitizens registered to vote or actually voted&rdquo; in the 2024 elections. <\/p>\n<p>Reynolds also signed <a href=\"https:\/\/www.legis.iowa.gov\/legislation\/BillBook?ba=HF928&amp;ga=91&amp;utm_medium=email&amp;utm_source=govdelivery\" target=\"_blank\" rel=\"noreferrer noopener\">HF 928<\/a>, which the Iowa Capital Dispatch noted &ldquo;makes changes to Iowa&rsquo;s system for election recounts, including setting new limits on who can request recounts.&rdquo;<\/p>\n<p><em>For more election news and updates, visit&nbsp;<a href=\"https:\/\/electionbriefing.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">electionbriefing.com<\/a>.<\/em><\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
