This fee will not only affect regular tourists through an increase in the transient accommodations tax (TAT) from 10.25% to 11% starting in 2026, but it will also be applied to cruise ship passengers for the first time, raising their tax from 0% to 11%. The initiative aims to generate approximately $100 million annually to fund environmental stewardship, hazard mitigation, and sustainable tourism efforts in Hawaii, emphasizing the need for resilience against climate impacts. Despite the positive intention behind the fee, critics argue that it may deter tourists and point to a history of similar initiatives falling short of their environmental goals. In Hawaii, even the most remote locations can’t provide refuge. Following the implementation of a “transient accommodations tax” targeting short-term visitors, the governor’s office recently revealed that cruise ship passengers will also be affected by new legislation. This initiative introduces a pioneering climate impact fee, or “Green Fee,” marking a significant milestone for Hawaii’s environmental and community efforts, as stated in a May 27 media release from Democratic Gov. Josh Green’s office. Gov. Green emphasized that this fee positions Hawaii as a leader in safeguarding its natural resources and highlights their essential role in maintaining ecological, cultural, and economic health. He stressed the urgency for action to build resilience against climate change impacts before future disasters occur.

According to the media release, this tax aims to address urgent needs for resilience against climate change by providing consistent funding for environmental management and sustainable tourism initiatives. The state’s Climate Advisory Team suggested using revenue from this tax to support climate change mitigation efforts.

Senate Bill 1396 will raise the transient accommodations tax (TAT) rate by 0.75% starting in 2026 and will apply it to cruise ships docking in Hawaii for the first time-an area previously untaxed under TAT regulations-ensuring all visitors contribute to long-term sustainability efforts on the islands.

As of 2026, those staying on the islands less than 180 days will see their TAT increase from 10.25% to 11%, while cruise ship passengers will face an entirely new charge of up to 11%. Chris Benjamin from the Climate Advisory Team remarked that utilizing TAT funds for resilience projects ensures residents aren’t solely responsible for protecting their environment.

Gov. Green praised collaboration with the tourism industry on this initiative aimed at preserving Hawaii’s natural beauty for both locals and tourists alike while enhancing infrastructure critical for public safety.

Despite being filled with eco-friendly rhetoric about land stewardship, critics argue that state officials believe this “Green Fee” could generate $100 million annually without guaranteeing effective use of funds towards genuine green initiatives or infrastructure improvements-similar concerns have arisen regarding previous funding measures related to COVID-19 relief or infrastructure spending.

Ultimately, there are doubts about whether imposing an additional tax on cruise ships would deter them from visiting Hawaii altogether since tourists might choose alternative destinations instead

[33651
56432,10364,10964,50950,36199
post-2442136","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-the-western-journal","tag-climate-impact-fee","tag-hawaii","tag-taxes","tag-tourism-2","tag-travel-policy
["GET
