Fletcher, in the majority opinion, called the proposed cuts &ldquo;an unprecedented attempted restructuring of the federal government and its operations.&rdquo;<\/p>\n<p>Judge Consuelo Callahan, an appointee of former President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/george-w-bush\/\" target=\"_blank\" rel=\"noopener\" title=\"\">George W. Bush<\/a>, dissented from the decision, and said she would have granted a stay of the lower court&rsquo;s order.<\/p>\n<p>&ldquo;Plaintiffs sued, bypassing the comprehensive administrative scheme that Congress has enacted to handle federal sector labor and employment disputes.
