And fourth, the President&rsquo;s exercise of IEEPA authority must &lsquo;deal with&rsquo; the threat.&rdquo;<\/p>\n<p>The court found that the threat posed by the <a href=\"https:\/\/www.westernjournal.com\/us-trade-deficit-skyrockets-causing-expert-warn-economy-going-cliff\/\" target=\"_blank\" rel=\"noopener\">trade deficit<\/a> was not &ldquo;unusual&rdquo; or &ldquo;extraordinary.&rdquo;<\/p>\n<p>Further, &ldquo;Because of the Constitution&rsquo;s express allocation of the tariff power to Congress, see U.S. Const. art.
