This shift by Newsom appears to stem more from a budget crisis than from ideological conviction. <\/p>\n<p>The article highlights the irony in Newsom&#8217;s actions, given that he had previously expanded Medicaid coverage for undocumented individuals, and emphasizes the potential consequences of irresponsible government budgeting. As the article notes, his proposals come amidst a broader debate in washington about Medicaid reform, where Democrats have expressed concerns that even modest co-payments could harm vulnerable recipients. <\/p>\n<p>It challenges Republican lawmakers, especially those in California, to take decisive action on Medicaid reform, suggesting that if Newsom can make tough decisions under financial pressure, then Congress should also embrace fiscal responsibility to rein in explosive Medicaid spending. The underlying message is that the political landscape may necessitate more meaningful changes to ensure sustainability in healthcare funding.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>To cut federal spending, Republicans should join Newsom in reforming Medicaid.<\/p>\n<p>It says something about congressional Republicans&rsquo; unwillingness to reduce Medicaid spending when many of them stand well to the left of Gavin Newsom &mdash; I repeat, <em>Gavin Newsom <\/em>&mdash; on the subject. The California governor, a Democrat,&nbsp;recently put forward <a href=\"https:\/\/www.politico.com\/news\/2025\/05\/14\/newsom-proposes-capping-undocumented-health-care-00347541\" target=\"_blank\" rel=\"noreferrer noopener\">proposals<\/a> that would reduce program spending and enrollment.<\/p>\n<p>Newsom won&rsquo;t win awards for courage when it comes to reforming Medicaid; an ongoing budget crisis, as opposed to policy principle, prompted his <em>volte-face<\/em>. But the problems in California speak to the larger dynamic Washington will face if it doesn&rsquo;t get serious about curbing Medicaid&rsquo;s problems.<\/p>\n<h2>Restrictions on Undocumented Immigrants&rsquo; Coverage<\/h2>\n<p>In his revised budget, Newsom <a href=\"https:\/\/www.politico.com\/news\/2025\/05\/14\/newsom-proposes-capping-undocumented-health-care-00347541\" target=\"_blank\" rel=\"noreferrer noopener\">proposed<\/a> freezing enrollment for undocumented immigrants. Children would be permitted to join the state&rsquo;s Medicaid program, but no more adults could enroll. Those adults who remain enrolled would face a $100 monthly premium, beginning in 2027.<\/p>\n<p>The Medicaid expansion to those in the country illegally has remained a source of controversy. For starters, that program came in billions of dollars over <a href=\"https:\/\/thefederalist.com\/2025\/03\/21\/californias-massive-medicaid-shortfall-would-disappear-if-it-quit-paying-8b-for-illegals-health-care\/\" target=\"_blank\" rel=\"noreferrer noopener\">budget<\/a> earlier this spring, forcing Newsom&rsquo;s office to seek emergency bailouts for the Medicaid program. That bailout came after Newsom <a href=\"https:\/\/epicforamerica.org\/wp-content\/uploads\/2025\/03\/Californias-Insurance-Tax-Shuffle.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">used<\/a> a legally questionable accounting scam to have Washington help fund this program &mdash; even though federal tax dollars generally do not cover Medicaid coverage for the undocumented. The reconciliation bill before Congress would prevent future use of this accounting loophole by states, <a href=\"https:\/\/view.officeapps.live.com\/op\/view.aspx?src=https%3A%2F%2Fwww.cbo.gov%2Fsystem%2Ffiles%2F2025-05%2FHouseReconciliation2025.xlsx&amp;wdOrigin=BROWSELINK\" target=\"_blank\" rel=\"noreferrer noopener\">saving<\/a> an estimated $34.6 billion over ten years.<\/p>\n<p>Given that Newsom helped expand California&rsquo;s Medicaid coverage to the undocumented to begin with, let&rsquo;s not kid ourselves that he acted out of deep-seated principle in proposing an enrollment freeze and premium charges. Instead, his state faces yet another cash crunch, and the governor was forced to react. Which could well describe what will happen in Washington once foreign governments get tired of financing our <a href=\"https:\/\/thefederalist.com\/2024\/06\/24\/two-trillion-dollar-deficits-show-washington-has-a-spending-problem\/\" target=\"_blank\" rel=\"noreferrer noopener\">ever-increasing debt<\/a>.<\/p>\n<h2>Death and Destruction?<\/h2>\n<p>But the timing of Newsom&rsquo;s proposal, coming in the middle of a similar debate in Washington over Medicaid, brings with it no small amount of irony. For starters, Democrats are claiming that portions of the reconciliation bill allowing states to impose $35 co-payments on some services for Medicaid beneficiaries would <a href=\"https:\/\/thehill.com\/homenews\/senate\/5302085-bernie-sanders-republican-medicaid-cuts\/\" target=\"_blank\" rel=\"noreferrer noopener\">result<\/a> in thousands of individuals dying from a lack of care.<\/p>\n<p>If congressional Democrats think $35 co-payments will kill Americans, then what do they think about Newsom charging some of California&rsquo;s Medicaid recipients three times that amount monthly? Will they demand that Newsom retain &ldquo;free&rdquo; health care for those in the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/new-york-will-work-with-feds-on-immigration-crackdown-hochul-washington-examiner\/\" title=\"New York will work with feds on immigration crackdown: Hochul - Washington Examiner\">country illegally &#038;mdash<\/a>; or admit that their over-the-top attacks on the reconciliation bill are politically motivated and disingenuous?<\/p>\n<h2>Objections to Reform<\/h2>\n<p>The second irony comes with congressional Republicans concerned about &ldquo;cuts&rdquo; to Medicaid benefits. Beyond the fact that &ldquo;cuts&rdquo; should constitute a <a href=\"https:\/\/thefederalist.com\/2025\/03\/20\/republicans-dont-buy-democrats-lies-about-medicaid-cuts\/\" target=\"_blank\" rel=\"noreferrer noopener\">four-letter word<\/a> when it comes to the reconciliation bill, why are &ldquo;moderate&rdquo; lawmakers scared of their shadow when reforming a broken program?<\/p>\n<p>Newsom has given congressional Republicans all the political cover they should need to alter Medicaid benefits &mdash; particularly those Republicans from the Golden State who represent marginal districts, such as Reps. Young Kim and David Valadao. California&rsquo;s fiscal crunch demonstrates what happens when governments budget irresponsibly, making the policy case that Washington needs to get its spending under control. Medicaid desperately needs a dose of that fiscal responsibility, with spending levels <a href=\"https:\/\/thefederalist.com\/2025\/02\/14\/thanks-to-massive-deficits-u-s-will-pay-13-8-trillion-in-interest-over-the-next-decade\/\" target=\"_blank\" rel=\"noreferrer noopener\">exploding<\/a> over the past year, thanks, in large part, to regulatory <a href=\"https:\/\/www.wsj.com\/opinion\/congress-can-rein-in-medicaid-spending-cbo-medicaid-e8233d8d\" target=\"_blank\" rel=\"noreferrer noopener\">actions<\/a> of the Biden administration.<\/p>\n<p>If Newsom can propose actions to reform the Medicaid program, then congressional Republicans can and should do the exact same thing.
