This system favored <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/tammy-murphys-campaign-manager-exits-as-the-campaign-struggles-to-keep-momentum\/\" title=\"Tammy Murphy&#039;s campaign manager departs amidst momentum challenges\">party-backed candidates<\/a> by grouping them prominently on the ballot, often at the expense of others, rendering those without endorsements practically unelectable. In April 2024, a federal judge temporarily suspended the use of the county line, leading to a legislative overhaul that formally eliminated it from primary ballots in New Jersey.<\/p>\n<p>The change arose from a lawsuit filed by then-Senator Andy Kim against county clerks to challenge the system. Most counties have agreed to adopt a new ballot design, though a couple have resisted. With the county line abolished, the <a href=\"https:\/\/amzn.to\/3YuVZYV\" >upcoming primary sees candidates<\/a> like Rep.Mikie Sherrill and former state Rep. Jack Ciattarelli emerging as front-runners for their respective parties. And for the first time in <a href=\"https:\/\/www.rutgers.edu\/news\/historic-case-striking-down-party-line-new-jersey-ballots-shaped-rutgers-expertise#:~:text=When%20did%20the%20practice%20of,parties%20from%20exercising%20undue%20influence.\" target=\"_blank\" rel=\"noopener\" title=\"\">nearly a century<\/a>, New Jersey has a <a href=\"https:\/\/bloustein.rutgers.edu\/this-year-the-nj-primary-is-actually-competitive-for-a-change-get-out-and-vote-opinion-julia-sass-rubin\/\" target=\"_blank\" rel=\"noopener\" title=\"\">competitive<\/a> gubernatorial primary.<\/p>\n<p>For decades, 19 of New Jersey&rsquo;s 21 counties used the &ldquo;<a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/2922949\/push-to-abolish-new-jersey-county-line-ballot\/\" target=\"_blank\" rel=\"noopener\" title=\"\">county-line<\/a>&rdquo; ballot system. Andy Kim (D-NJ) filed a lawsuit against 19 county clerks over the county line system during the 2024 Senate primary.<\/p>\n<p>In April 2024, U.S. District Judge Zahid Quraishi issued a temporary order to <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/2945341\/judge-grants-permission-toss-new-jerseys-county-line-in-election\/\" target=\"_blank\" rel=\"noopener\" title=\"\">suspend the use of the county line<\/a> for the 2024 <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/2947881\/new-jersey-judge-removes-county-line-democratic-primary-ballots-gop-open\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Democratic primary<\/a>.&nbsp;<\/p>\n<p>Nothing in New Jersey&rsquo;s constitution or any law required the use of the line. It was simply a choice made each election cycle by county officials about how to structure their ballots.<\/p>\n<p>Most of the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/andy-kim-celebrates-as-clerks-back-down-from-appeal-of-new-jersey-county-line-decision\/\" title=\"... rejoices as clerks withdraw appeal on New ... county ... ruling\">county clerks named<\/a> in the suit have since settled and agreed not to use the county line when designing their ballots. Bergen and Union counties, however, have refused to settle. The Camden County Democratic Committee has been the cause of some of the most outstanding versions of the county line ballot and has backed Bergen and Union counties in court.&nbsp;<\/p>\n<p>In March, Gov. Phil Murphy (D-NJ) signed legislation to codify the state&rsquo;s move to overhaul its primary ballots without the county line.<\/p>\n<p>&ldquo;The bill definitely isn&rsquo;t perfect. (AP Photo\/Ted Shaffrey)<\/figcaption><\/figure>\n<p>Some county clerks <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/state\/3161944\/new-jersey-counties-redesigned-primary-ballots-post-county-line\/\" target=\"_blank\" rel=\"noopener\" title=\"\">previously told<\/a> the <em>Washington Examiner<\/em> they would return to the line if the courts allowed them to.<\/p>\n<p>&ldquo;I will continue on with the county line unless I&rsquo;m directed otherwise, because the county line, to me, is the law right now,&rdquo; Hunterdon County Clerk Mary Melfi said&nbsp;in September before Murphy greenlit the law.<\/p>\n<p>&ldquo;If you&rsquo;re running for commissioner and I&rsquo;m running for county clerk, I think the voter needs to identify that we have the same principles and the same ideas,&rdquo; she said, adding, &ldquo;It&rsquo;s my right to associate.&rdquo;<\/p>\n<h2 class=\"wp-block-heading\">The 2025 race<\/h2>\n<p>Rep. Mikie Sherrill (D-NJ) has emerged as the front-runner for the Democratic nomination for governor, per her internal polling. But Jersey City Mayor Steven Fulop and Newark Mayor Ras Baraka are hot on her trail.<\/p>\n<p>Sherrill has support from some of the most powerful Democratic organizations in the state, including Essex and Middlesex counties. If the county line were still in play, she would be the state&rsquo;s overwhelming favorite.&nbsp;<\/p>\n<p>On the Republican side, former state Rep. Jack Ciattarelli, who ran for governor in 2021 and came within 3 points of beating Murphy, appears to be the front-runner. President Donald Trump gave Ciattarelli his &ldquo;<a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/state\/3409079\/trump-endorse-jack-ciattarelli-new-jersey-governor-race\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Complete and Total Endorsement<\/a>&rdquo; in the race.&nbsp;<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/in_focus\/3319437\/new-jersey-2025-election-swing-state\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>THE NEXT SWING STATE?
