extreme Amendment 3 in their state constitution. <a href=\"https:\/\/documents.house.mo.gov\/billtracking\/bills251\/hlrbillspdf\/2454H.05P.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">House Joint Resolution 73<\/a> seeks to replace that &ldquo;right to reproductive freedom&rdquo; with a promise to protect unborn life at any point in pregnancy except in cases of &ldquo;medical emergency, fetal anomaly, rape, or incest.&rdquo; The resolution &mdash; the passage of which prompted chaos from abortion activists who <a href=\"https:\/\/youtu.be\/lJ7pftY_OfA\" target=\"_blank\" rel=\"noreferrer noopener\">took over the chamber gallery<\/a> following the key vote on Wednesday &mdash; would also protect children from the dangers of cross-sex hormones and transgender mutilations.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1365105523\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>Prior to Amendment 3, Missouri law barred abortions &ldquo;except in cases of&nbsp;<a href=\"https:\/\/revisor.mo.gov\/main\/OneSection.aspx?section=188.017\" target=\"_blank\" rel=\"noreferrer noopener\">medical emergency<\/a>.&rdquo;<\/p>\n<p>Amendment 3&rsquo;s journey from petition to ballot was fraught with deception and questions of legality. Missouri Secretary of State Jay Ashcroft&nbsp;<a href=\"https:\/\/thefederalist.com\/2024\/08\/15\/extreme-and-deceptive-abortion-until-birth-amendments-make-the-ballot-in-arizona-missouri\/\" target=\"_blank\" rel=\"noreferrer noopener\">certified the proposed amendment<\/a>&nbsp;in August 2024 after Missouri Republicans failed to stop abortion radicalists&nbsp;<a href=\"https:\/\/thefederalist.com\/2023\/11\/07\/abortion-radicals-will-expand-their-schemes-from-ohio-to-your-state-heres-how-to-be-ready\/\" target=\"_blank\" rel=\"noreferrer noopener\">from sneaking<\/a> their agenda into the&nbsp;<a href=\"https:\/\/ballotpedia.org\/Party_control_of_Missouri_state_government\" target=\"_blank\" rel=\"noreferrer noopener\">deep red state<\/a>. Instead of killing Democrats&rsquo;&nbsp;<a href=\"https:\/\/www.komu.com\/news\/state\/democrat-initiative-petition-filibuster-ends-after-record-50-hours\/article_a8d6a500-12e6-11ef-b297-4f0a718a4c26.html\" target=\"_blank\" rel=\"noreferrer noopener\">50-hour<\/a>&nbsp;filibuster and passing legislation that would have fortified the constitutional amendment, the state&rsquo;s GOP senators adjourned the upper chamber instead.<\/p>\n<p>Cole County Circuit Judge Christopher Limbaugh&nbsp;<a href=\"https:\/\/thefederalist.com\/2024\/09\/09\/missouris-radical-abortion-amendment-could-be-yanked-from-ballot-after-judge-rules-it-invalid\/\" target=\"_blank\" rel=\"noreferrer noopener\">found in early September<\/a>&nbsp;that the petition to put abortion through birth in front of voters did not meet the Disclaimer mandates outlined by&nbsp;<a href=\"https:\/\/revisor.mo.gov\/main\/OneSection.aspx?section=116.050#:~:text=116.050.,pages%20of%20a%20uniform%20size.\" target=\"_blank\" rel=\"noreferrer noopener\">Missouri law<\/a>. Shortly after, however, the state supreme court&nbsp;<a href=\"https:\/\/cdn.prod.website-files.com\/63d954d4e4ad424df7819d46\/66e0a132e3f816ec4c4fbde6_SC100742%20-Coleman%20v.%20Ashcroft%20%20%209-10-24_FINAL.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">overruled<\/a>&nbsp;his decision and sent the amendment to the ballot box.<\/p>\n<p>Proponents of Amendment 3 spent the months leading up to the 2024 election promising that adding the expansive abortion amendment to the state&rsquo;s governing document would not threaten the legislature-outlined limits or parents&rsquo; rights already on the books. Just six months after the 2024 election, however, proponents used Amendment 3 to target <a href=\"https:\/\/thefederalist.com\/2025\/05\/05\/missouri-activists-use-abortion-amendment-to-target-parental-consent-protections-for-minors\/\" target=\"_blank\" rel=\"noreferrer noopener\">parental consent protections<\/a> for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/push-for-taxpayer-funded-abortion-until-birth-makes-mt-ballot\/\" title=\"Push For Taxpayer...Funded ... Until Birth Makes MT ...\">underage girls seeking abortions<\/a> and for minors <a href=\"https:\/\/x.com\/NickBSchroer\/status\/1922773032902259007\" target=\"_blank\" rel=\"noreferrer noopener\">desiring sterilizing transgender drugs or mutilation.<\/a><\/p>\n<p>Voters are expected to cast their votes on the resolution to replace Amendment 3 during the 2026 midterms unless Missouri Gov. Mike Kehoe opens the door for an earlier vote <a href=\"https:\/\/www.komu.com\/news\/state\/resolution-passes-to-put-abortion-ban-on-the-ballot-in-2026\/article_8ca5d41a-233f-4a41-a2e5-123723e82ccc.html\" target=\"_blank\" rel=\"noreferrer noopener\">via special election. <\/a><\/p>\n<p>Susan B.
