She emphasizes the growth of her network from one school in 2006 to 57 schools serving over 22,000 primarily low-income students whose academic performance outshines that of many affluent districts. Moskowitz argues that the current political landscape, with Republican control, provides a rare possibility to pass comprehensive school choice legislation that allows families greater educational freedom. The proposed High-Quality Charter schools Act would facilitate federal tax credits for families seeking private school options and generate funding for charter schools, though it faces criticism for potentially undermining public education. By donating stock through this program, contributors could sidestep capital gains taxes that would normally apply to such transfers.

The measure is not currently part of the Republicans’ budget reconciliation megabill that includes a renewal of Trump’s 2017 tax cuts, but Moskowitz said she hopes her testimony could change that.

“We know the way this process works, there are going to be many changes and amendments between now and final, even though it is moving rather quickly, so I absolutely believe there is time to fix this oversight,” she said.

Rep.
