According to dark money hawks, this pass-through funding tactic allows Qatar to conceal state backing as private sector contributions.<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/restoring-america\/courage-strength-optimism\/3388764\/qatar-quiet-campaign-doha-buying-america\/\" target=\"_blank\" rel=\"noopener\" title=\"\">QATAR&rsquo;S QUIET CAMPAIGN: HOW DOHA IS BUYING AMERICA<\/a><\/strong><\/p>\n<p>For example, Yale University, which <a href=\"https:\/\/news.yale.edu\/2014\/06\/05\/leadership-programs-africa-and-middle-east-created-yale-santander-group-partnership\" target=\"_blank\" rel=\"noopener\" title=\"\">touted<\/a> that its World Fellows Program was &ldquo;[w]orking in close collaboration with the Qatar Foundation,&rdquo; failed to disclose millions of dollars in Qatari donations allegedly in violation of federal reporting laws, according to <a href=\"https:\/\/isgap.org\/wp-content\/uploads\/2024\/06\/Yale_Report_V4.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">research<\/a> conducted by the Institute for the Study of Global Antisemitism &amp; Policy (ISGAP).<\/p>\n<p>ISGAP found that Yale University has received upwards of $15.9 million from Qatari entities since 2012, but only <a href=\"https:\/\/isgap.org\/wp-content\/uploads\/2024\/06\/Section-117_Public_Records_complete_through_2020-09-23.xlsx-Section-117-Disclosure-Reports.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">publicly reported<\/a> one award, a single contract courtesy of an anonymous source, worth approximately $284,700. <a href=\"https:\/\/www.congress.gov\/crs-product\/IF12927\" target=\"_blank\" rel=\"noopener\" title=\"\">Federal regulations<\/a> require that American institutions list all foreign-funded charitable gifts and contracts exceeding $250,000.<\/p>\n<p>According to <a href=\"https:\/\/www.ed.gov\/sites\/ed\/files\/policy\/highered\/leg\/institutional-compliance-section-117.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">2020 findings<\/a> from a U.S. Department of Education investigation into foreign influence over higher U.S. education, &ldquo;Yale University apparently failed to comply with federal reporting obligations when it underreported its foreign gifts and contracts by $375 million.&rdquo; For four years, the probe found, Yale did not disclose many of these transactions &ldquo;then retroactively reported them.&rdquo;<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">The Yale University campus, including Harkness Tower, is in New Haven, Connecticut, on Monday, December 4, 2023. Like the Qatar Foundation, the QIA, which has allocated <a href=\"https:\/\/2021-2025.state.gov\/reports\/2024-investment-climate-statements\/qatar\/\" target=\"_blank\" rel=\"noopener\" title=\"\">over $45 billion<\/a> toward U.S. investments according to the U.S. State Department, acts as an intermediary for fund transfers.<\/p>\n<p>In addition to a pledge of fealty, the money can manifest as physical programming.<\/p>\n<p>As of 2016, according to a <em>Washington Post<\/em> <a href=\"https:\/\/web.archive.org\/web\/20160313180951\/https:\/\/www.washingtonpost.com\/news\/grade-point\/wp\/2016\/03\/08\/texas-university-gets-76-million-each-year-to-operate-in-qatar-contract-says\/\" target=\"_blank\" rel=\"noopener\" title=\"\">review<\/a> of funding records, Qatar was spending a total of $405 million a year to cover the upkeep of six U.S. universities that operate their own satellite campuses in an area of Doha now known as Education City: Northwestern, Texas A&amp;M, Georgetown, Virginia Commonwealth, Cornell, and Carnegie Mellon.<\/p>\n<p>In 1997, the Qatar Foundation launched <a href=\"https:\/\/www.qf.org.qa\/education\/education-city\" target=\"_blank\" rel=\"noopener\" title=\"\">Education City<\/a>, a massive development venture meant to import research and academic specialties, such as medicine and engineering, from the West. (Last year, Texas A&amp;M was <a href=\"https:\/\/www.qatar.tamu.edu\/news-and-events\/news\/2024\/02\/09\/texas-a-and-m-qatar-campus-to-close-by-2028\/\" target=\"_blank\" rel=\"noopener\" title=\"\">forced to close<\/a> its Qatar campus after ISGAP raised concerns about the national security threats that the sensitive nuclear-related research projects there potentially posed.)<\/p>\n<p>Terrorism watchdogs say this influence-peddling operation on U.S. college campuses is designed to spread anti-Israel sentiments in American academia and quell criticism about <a href=\"https:\/\/www.washingtonexaminer.com\/opinion\/2448645\/israel-war-qatar-is-vital-supporter-of-hamas-terrorism\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Qatar&rsquo;s documented ties to Hamas<\/a>.<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/news\/3334519\/elite-us-universities-partner-qatari-government-anti-american-media\/\" target=\"_blank\" rel=\"noopener\" title=\"\">ELITE US UNIVERSITIES PARTNER WITH ARM OF QATARI GOVERNMENT PUSHING ANTI-AMERICAN MEDIA<\/a><\/strong><\/p>\n<p>Northwestern&rsquo;s Qatar branch, which offers degrees in <a href=\"https:\/\/www.qatar.northwestern.edu\/academics\/undergraduate\/bs-journalism.html\" target=\"_blank\" rel=\"noopener\" title=\"\">journalism <\/a>and communications, used to maintain <a href=\"https:\/\/web.archive.org\/web\/20240101114600\/https:\/\/www.qatar.northwestern.edu\/about\/partnerships.html\" target=\"_blank\" rel=\"noopener\" title=\"\">an institutional partnership<\/a> with <em>Al Jazeera<\/em> until the university&rsquo;s president Michael Schill <a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/2993425\/house-education-campus-antisemitism-hearing-rutgers-northwestern\/\" target=\"_blank\" rel=\"noopener\" title=\"\">faced hardline questioning<\/a> last year during a U.S. House antisemitism hearing about the college&rsquo;s association with the Qatari-owned media conglomerate.<\/p>\n<p>Before that, the two institutions had maintained a long-standing partnership that involved training workshops, internships, and journalist-exchange programs.<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">An employee walks past the logo of Al Jazeera in Doha, Qatar. | (AP Photo\/Kamran Jebreili, File)<\/figcaption><\/figure>\n<p>In 2013, as part of an agreement to help the outlet expand into the U.S. media market via its Al Jazeera America (AJA) news channel, Northwestern in Qatar (NU-Q) and the Al Jazeera Network signed <a href=\"https:\/\/www.qatar.northwestern.edu\/news\/articles\/2013\/03-nu-q-al-jazeera-mou.html\" target=\"_blank\" rel=\"noopener\" title=\"\">a memorandum of understanding<\/a> to &ldquo;conduct consultations with Al Jazeera leadership based on its faculty research interests and expertise in the American media industry.&rdquo;<\/p>\n<p>Some of the faculty teaching at Northwestern&rsquo;s campus in Qatar have publicly spewed rhetoric promoting political violence against the Israeli people or minimizing the October 7 terror attack.<\/p>\n<p><a href=\"https:\/\/www.qatar.northwestern.edu\/directory\/profiles\/al-hroub-khaled.html\" target=\"_blank\" rel=\"noopener\" title=\"\">Khaled AL-Hroub<\/a>, a Northwestern University professor of Middle Eastern studies and politics, said <a href=\"https:\/\/www.wbur.org\/onpoint\/2023\/10\/16\/hamas-a-history-lesson\" target=\"_blank\" rel=\"noopener\" title=\"\">on an NPR-affiliated radio show<\/a> that he had not seen &ldquo;any credible media reporting&rdquo; to indicate that Hamas murdered women and children on October 7. Rami Khouri, <a href=\"https:\/\/www.aljazeera.com\/author\/rami_g_khouri_2014121508276548\" target=\"_blank\" rel=\"noopener\" title=\"\">an <em>Al Jazeera<\/em> contributor<\/a> and member of Northwestern in Qatar&rsquo;s joint advisory board, wrote <a href=\"https:\/\/web.archive.org\/web\/20200427075608\/https:\/\/www.belfercenter.org\/publication\/five-generations-palestinians-no-surrender-sight\" target=\"_blank\" rel=\"noopener\" title=\"\">a policy&nbsp;piece<\/a>&nbsp;in 2015 in which he defended Palestinian stabbing attacks against Israeli civilians. On X, he&nbsp;<a href=\"https:\/\/x.com\/RamiKhouri\/status\/1710632409840959760\" target=\"_blank\" rel=\"noreferrer noopener\">compared<\/a>&nbsp;Hamas&rsquo; brutality to how Jews &ldquo;fought back during their centuries of victimization in the West.&rdquo;<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/policy\/education\/3019387\/qatar-foundation-disputes-buying-influence-northwestern-university\/\" target=\"_blank\" rel=\"noopener\" title=\"\">QATAR FOUNDATION DISPUTES BUYING INFLUENCE WITH FUNDING TO NORTHWESTERN UNIVERSITY<\/a><\/strong><\/p>\n<p>Qatar also courts think tanks that shape public discourse on U.S. policy in the Middle East in hopes of recruiting them into the Qatari propaganda network or retaining their allegiance.<\/p>\n<p>The Middle East Institute, which promotes a pro-Palestinian perspective, <a href=\"https:\/\/www.mei.edu\/sites\/default\/files\/2024-03\/Total%202023%20Contributions.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">received sizeable&nbsp;funding&nbsp;from Qatar<\/a>. In the past, the policy center has put out <a href=\"https:\/\/www.mei.edu\/publications\/qatars-soft-power-sports-diplomacy\" target=\"_blank\" rel=\"noopener\" title=\"\">editorial content<\/a> typically favorable to Qatari interests. Qatar-funded experts at the Richardson Center for Global Engagement allegedly told the families of Israeli hostages held by Hamas not to criticize Doha. Democrats on the Senate Judiciary Committee had accused Bondi of failing to disclose her links to the Middle Eastern nation.<\/p>\n<p>&ldquo;I&rsquo;m disappointed that Pam Bondi failed to list several clear conflicts of interest, which indicates she does not take these conflicts seriously,&rdquo; ranking member Sen.
