HCSO is committed to working with federal and local partners and honoring the constitutional rights of all individuals.&rdquo;<\/p>\n<p><a href=\"https:\/\/ballotpedia.org\/Keith_Ellison_(Minnesota)\" target=\"_blank\" rel=\"noopener\">Ballotpedia<\/a> lists Minnesota Attorney General Keith Ellison as a Democrat.<\/p>\n<p>Victoria Harwell was black, according to the <a href=\"https:\/\/www.startribune.com\/driver-was-drunk-when-he-caused-crash-in-minneapolis-that-killed-other-motorist-police-say\/600812142\" target=\"_blank\" rel=\"noopener\">Minneapolis Star-Tribune<\/a>.<\/p>\n<p>According to court documents, Llangari Inga was given a breath test after the crash that showed a blood alcohol content of .172.
