The report based its rankings on crime rates and incarceration levels and how the public felt about corrections.<\/p>\n<p>Maryland has been under the microscope over the past couple of years for homicides carried out by suspected and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/liberal-ford-foundation-pours-millions-into-pro-amnesty-groups-as-border-crossings-surge\/\" title=\"Ford Foundation funds pro-amnesty groups as border crossings rise\">convicted illegal immigrants<\/a>, including the deaths of U.S. citizens Rachel Morin and Kayla Hamilton. The Trump administration and campaign drew attention to both cases.<\/p>\n<p><em>U.S. News and World Report<\/em> did not track the public opinion of residents in Washington, which is not a state.
