in the government glossary and mandates that the city&rsquo;s healthcare program cover such procedures.<\/p>\n<p>While Washington has a &ldquo;shield&rdquo; law, <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1469&amp;Initiative=false&amp;Year=2023\" target=\"_blank\" rel=\"noopener\" title=\"\">H.B. 1469<\/a>, in place protecting access to &ldquo;sex-change&rdquo; procedures, the ordinance specifically bars the city from collecting or disseminating information about anyone&rsquo;s biological sex unless it concerns a criminal investigation.<\/p>\n<p>Title 18 of the municipal code will now be revised to &ldquo;acknowledge the inherent risks faced by the LGBTQIA2S+ community in Spokane, particularly due to federal policies and interjurisdictional legal processes from states that do not recognize LGBTQIA2S+ rights or are working to deny such individuals access to essential medical care, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bidens-doj-warns-states-ags-feds-back-gender-affirming-care-rights-for-transgender-children\/\" title=\"Biden\u2019s DOJ Warns ...s\u2019 AGs: Feds Back \u2019...\u2019 Rights for \u2018Trans...\u2019 Children\u00a0\">including gender-affirming care<\/a>,&rdquo; according to <a href=\"https:\/\/my.spokanecity.org\/news\/releases\/2025\/04\/29\/council-votes-on-ordinance-approving-protections-of-lgbtqia2s\/\" target=\"_blank\" rel=\"noopener\" title=\"\">a city press release<\/a>.<\/p>\n<p>Several liberal cities have declared themselves LGBT &ldquo;sanctuaries&rdquo; following Trump&rsquo;s flurry of Day One executive orders, including <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/defending-women-from-gender-ideology-extremism-and-restoring-biological-truth-to-the-federal-government\/\" target=\"_blank\" rel=\"noopener\" title=\"\">one<\/a> recognizing that there are only &ldquo;two sexes, male and female.&rdquo;<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/policy\/healthcare\/3292834\/trump-biological-sex-prisons-shelters\/\" target=\"_blank\" rel=\"noopener\" title=\"\">TRUMP TO DEFINE SEX AS BASED ON BIOLOGY, AFFECTING FEDERAL PRISONS AND SHELTERS<\/a><\/strong><\/p>\n<p>At the end of January, Olympia became Washington state&rsquo;s first &ldquo;sanctuary city&rdquo; for LGBT-identifying residents. The Olympia City Council voted unanimously on Jan. 28 to declare the state capital a sanctuary for the LGBT community.<\/p>\n<p>Similar to Spokane&rsquo;s resolution, <a href=\"https:\/\/www.olympiawa.gov\/Document_center\/Government\/City%20Council%20&amp;%20Mayor\/Ordinances%20&amp;%20Resolutions\/Council%20Resolutions\/M-2591.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">Olympia&rsquo;s ordinance<\/a> forbids the city from sharing information about an individual&rsquo;s &ldquo;sex assigned at birth&rdquo; in any law enforcement investigation, except for criminal inquiries.<\/p>\n<p>&ldquo;The City will actively oppose legislation or actions at the state or federal level that threaten the rights, safety, or dignity of LGBTQIA2S+ individuals,&rdquo; the resolution reads.<\/p>\n<p>On the East Coast, Worcester, Massachusetts, declared itself a transgender safe haven in February. The Worcester City Council voted 9-2 to make the state&rsquo;s second-largest city a sanctuary for &ldquo;transgender and gender diverse people.&rdquo;<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/3318470\/worcester-lgbt-activists-declare-sanctuary-city-in-sanctuary-state\/\" target=\"_blank\" rel=\"noopener\" title=\"\">WORCESTER LGBT ACTIVISTS DECLARE A SANCTUARY CITY IN AN ALREADY SANCTUARY STATE<\/a><\/strong><\/p>\n<p>The <a href=\"https:\/\/www.telegram.com\/story\/news\/local\/2025\/02\/12\/resolution-declaring-worcester-transgender-sanctuary-city\/78456433007\/\" target=\"_blank\" rel=\"noopener\" title=\"\">resolution<\/a> ensures that city resources will not be &ldquo;utilized for cooperating with or providing information to any individual or out-of-state agency or department regarding the provision of gender-affirming healthcare or <a href=\"https:\/\/amzn.to\/3YuVZYV\">gender-affirming mental healthcare performed<\/a> in Worcester and the Commonwealth of Massachusetts.&rdquo;<\/p>\n<p>Councilors-at-Large Donna Colorio and Morris Bergman, the only two dissenting votes opposing the city&rsquo;s sanctuary status, raised concerns that the resolution would put Worcester at risk of losing federal funding.<\/p>\n<p>Bergman argued that transgender-identifying people already have equal protection under existing laws.<\/p>\n<p>&ldquo;There are no new rights that this resolution gives that don&rsquo;t already exist,&rdquo; Bergman said <a href=\"https:\/\/play.champds.com\/worcesterma\/event\/2607\" target=\"_blank\" rel=\"noopener\" title=\"\">during discussion<\/a> in the council chamber. &ldquo;However, there&rsquo;s a potential for federal dollars to be taken away from the city of Worcester.&rdquo;<\/p>\n<p>The measure mentions Trump&rsquo;s <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/protecting-children-from-chemical-and-surgical-mutilation\/\" target=\"_blank\" rel=\"noopener\" title=\"\">executive order<\/a> on &ldquo;Protecting Children From Clinical and Surgical Mutilation,&rdquo; which directed federal agencies to withdraw funding for institutions that perform &ldquo;gender-transitioning&rdquo; treatments on minors.<\/p>\n<p>At <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/3397633\/stephen-miller-press-briefing-aggressive-white-house-media\/\" target=\"_blank\" rel=\"noopener\" title=\"\">a press briefing<\/a> Thursday morning, White House deputy chief of staff Stephen Miller said the administration is &ldquo;using every single legal and financial tool we have, at President Trump&rsquo;s direction, to make it clear that schools and universities will lose federal funds, <a href=\"https:\/\/www.washingtonexaminer.com\/news\/3368740\/trump-administration-funding-maine-boys-competing-female-sports\/\" target=\"_blank\" rel=\"noopener\" title=\"\">as you&rsquo;ve seen in Maine<\/a>.&rdquo;<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/policy\/healthcare\/3303613\/trump-curtail-trans-procedures-minors-new-executive-order\/\" target=\"_blank\" rel=\"noopener\" title=\"\">TRUMP SEEKS TO CURTAIL TRANS PROCEDURES FOR MINORS WITH NEW EXECUTIVE ORDER<\/a><\/strong><\/p>\n<p>Miller noted that the Justice Department is coordinating with state and local law enforcement to combat the &ldquo;gender-transitioning&rdquo; of children in the country&rsquo;s K-12 school systems.<\/p>\n<p>It is abusive to &ldquo;change a child&rsquo;s gender,&rdquo; the top Trump aide declared, particularly if the parents are not informed of their child&rsquo;s transitioning.
