Organizations seeking government funding to modernize rural infrastructure were <a href=\"https:\/\/www.washingtonexaminer.com\/wp-content\/uploads\/2025\/04\/DE-FOA-0003428_Energy_Improvements_in_Rural_or_Remote_Areas_%E2%80%93_Fiscal_Year_2025_Release.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">required<\/a> to complete an entire section in their applications concerning how &ldquo;Diversity, Equity, Inclusion, and Accessibility objectives will be incorporated into the[ir] project.&rdquo; Examples provided by the Department of Energy include pledging to partner with businesses owned by racial minorities and documenting how federal resources will flow to &ldquo;underrepresented&rdquo; communities.<\/p>\n<p>&ldquo;Affirmatively advancing equity, civil rights, racial justice, and equal opportunity is the responsibility of the whole of our Government,&rdquo; Biden wrote in his racial equity executive order. &ldquo;Because advancing equity requires a systematic approach to embedding fairness in decision-making processes, executive departments and agencies must recognize and work to redress inequities in their policies and programs that serve as barriers to equal opportunity.&rdquo;<\/p>\n<p>Another <a href=\"https:\/\/grants.gov\/search-results-detail\/353601\" target=\"_blank\" rel=\"noopener\" title=\"\">Biden-era grant program<\/a>, ostensibly to &ldquo;research, map, assess, and collect data on landslide hazards,&rdquo; <a href=\"https:\/\/www.washingtonexaminer.com\/wp-content\/uploads\/2025\/04\/Landslide-Program-Announcement-Final.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">informed<\/a> applicants that they were &ldquo;strongly encouraged&rdquo; to include a statement articulating their &ldquo;plan for ongoing synergistic work to address diversity, equity,&nbsp;inclusion, and accessibility&rdquo; in order to receive funding. The U.S. Geological Survey made $1 million available for the project.<\/p>\n<p>Critics have long decried diversity statements as a way to discriminate against people who dissent from liberal beliefs on race and sexuality.<\/p>\n<p>&ldquo;Diversity statements are loyalty oaths which violate applicants&rsquo; freedom of conscience and discriminate on the basis of philosophical belief,&rdquo; University of Buckingham politics professor Eric Kaufmann <a href=\"https:\/\/www.newsweek.com\/conservatives-must-keep-pressure-higher-ed-stop-dei-opinion-1912635\" target=\"_blank\" rel=\"noopener\" title=\"\">wrote<\/a> in a June 2024 piece for <em>Newsweek<\/em>. &ldquo;This requirement discriminates against conservative and classical liberal applicants who, reflecting the views of a majority of Americans, prioritize equal treatment, objective truth, and freedom of speech above equal outcomes and emotional safety for minorities.&rdquo;<\/p>\n<p>Left-of-center voices, meanwhile, <a href=\"https:\/\/www.chronicle.com\/article\/in-defense-of-diversity-statements\/\" target=\"_blank\" rel=\"noopener\" title=\"\">defend<\/a> mandated support for diversity by arguing that universities are obligated to treat everyone with fairness.<\/p>\n<p>Few commentators, if any, have commented on the merits of weighing applicants for nuclear safety programs based on their support for diversity. This plan had to include &ldquo;specific and high-quality actions to meet DEIA goals.&rdquo;<\/p>\n<p>Federal grant spending became the focus of policymakers and pundits in April when President Donald Trump announced he would <a href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/3383470\/is-harvard-doomed-university-finances\/\" target=\"_blank\" rel=\"noopener\" title=\"\">cut off<\/a> awards to Harvard University until it met his demands related to clamping down on alleged antisemitism and racial discrimination. Some right-of-center groups, such as Open The Books, have <a href=\"https:\/\/openthebooks.substack.com\/p\/commonsense-changes-at-harvard-could\" target=\"_blank\" rel=\"noopener\" title=\"\">pointed out<\/a> that Harvard&rsquo;s billions of dollars in federal funding pay for what they argue is a bloated staff and &ldquo;far-left research.&rdquo;<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/3381457\/political-donations-from-top-harvard-officials-democrats\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>OVER 99% OF POLITICAL DONATIONS FROM TOP HARVARD OFFICIALS WENT TO DEMOCRATS<\/strong><\/a><\/p>\n<p>Federal research grants disbursed to Harvard and singled out by Open The Books included $2.5 million for improving &ldquo;diversity in biomedical sciences via personalized research and education programs&rdquo; and $85,000 to &ldquo;support studies assessing the feasibility and fidelity of a digital music-based mindfulness intervention developed for black American adults experiencing race-based anxiety.&rdquo;<\/p>\n<p>Mandated support for DEI extended beyond domestic federal programs. Grant funding approved by the Biden administration to <a href=\"https:\/\/www.washingtonexaminer.com\/wp-content\/uploads\/2025\/04\/DOS-Mission-Pakistan-RELO-Pakistan-English-Language-Professional-Development-for-Teachers-Students-and-Young-Professionals.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">fund<\/a> English language education in <a href=\"https:\/\/grants.gov\/search-results-detail\/346577\" target=\"_blank\" rel=\"noopener\" title=\"\">Pakistan<\/a> and to <a href=\"https:\/\/www.washingtonexaminer.com\/wp-content\/uploads\/2025\/04\/Countering-Malign-Exploitation-Indonesias-Critical-Dual-use-NOFO.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">improve <\/a>trade practices in <a href=\"https:\/\/grants.gov\/search-results-detail\/345188\" target=\"_blank\" rel=\"noopener\" title=\"\">Indonesia<\/a>, for instance, both <a href=\"https:\/\/amzn.to\/3YuVZYV\">selected grantees partially based<\/a> on their support for DEI.&nbsp;Other ostensibly nonideological federal grant programs that required applicants to affirm the value of DEI included a <a href=\"https:\/\/grants.gov\/search-results-detail\/352219\" target=\"_blank\" rel=\"noopener\" title=\"\">$95 million<\/a> project that focused on expanding trade apprenticeships, a <a href=\"https:\/\/grants.gov\/search-results-detail\/348363\" target=\"_blank\" rel=\"noopener\" title=\"\">$1.9 million<\/a> agricultural research facility program, <a href=\"https:\/\/grants.gov\/search-results-detail\/345738\" target=\"_blank\" rel=\"noopener\" title=\"\">$28.7 million<\/a> for a &ldquo;National Center for Construction Safety and Health Research and Translation,&rdquo;
