The announcement was made in a press release on Monday, outlining that UPenn&#8217;s policies were discriminatory against female athletes by permitting a male to participate in women&#8217;s sports and use female-only facilities.<\/p>\n<p>The Office for Civil Rights has proposed a resolution requiring UPenn to take three actions: issue a statement affirming compliance with Title IX in all athletic programs, restore athletic honors and recognitions taken from female swimmers due to Thomas&#8217;s participation, and apologize to the affected female athletes. The university has ten days to comply with these demands or risk referral to the Justice Department for enforcement.<\/p>\n<p>Thomas, who competed on the men&#8217;s team before transitioning, had notably superior performances in women&#8217;s competitions, sparking concerns among female athletes. Some female swimmers expressed their concerns anonymously, fearing repercussions from the administration. Larry Jameson that the University&rsquo;s policies and practices violated Title IX by <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/a-great-injustice-concerned-women-for-america-files-title-ix-complaint-against-upenn-over-lia-thomas\/\" title=\"&#039;A Great Injustice&#039;: Concerned Women for America Files ... Complaint Against ... over ...\">denying women equal opportunities<\/a> by permitting males to compete in women&rsquo;s intercollegiate athletics and to occupy women-only intimate facilities.&rdquo;<\/p>\n<p>A proposal explaining how it could remedy the situation and resolve the violations was sent to the university. The OCR gave UPenn ten days to comply, or the incident would be escalated to the Justice Department.<\/p>\n<p>&ldquo;OCR issued a proposed Resolution Agreement to UPenn to resolve the Title IX violations detailed in the noncompliance finding,&rdquo; noted the release. &ldquo;UPenn has 10 days to voluntarily resolve these violations or risk a referral to the U.S. Department of Justice (DOJ) for enforcement proceedings.&rdquo;<\/p>\n<p>The Education Department&rsquo;s Resolution Agreement mandated that the university take three actions.&nbsp;<\/p>\n<p>First, UPenn is to release a statement stating it will &ldquo;comply with Title IX in all of its athletic programs.&rdquo; Second, UPenn must restore &ldquo;all individual athletic records, titles, honors, awards or similar recognition for Division I swimming competitions misappropriated by <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/fact-check-does-this-video-show-pakistan-beating-israel-in-karate-at-the-tokyo-olympics\/\" title=\"FACT CHECK: Does This Video Show Pakistan Beating Israel In Karate At The Tokyo Olympics?\">male athletes competing<\/a> in female categories&rdquo; to the female swimmers affected by Thomas&rsquo;s membership on the team. Third, the university must &ldquo;send a letter whose individual recognition is restored expressing an apology on behalf of the University for allowing her educational experience in athletics to be marred by sex discrimination.&rdquo;<\/p>\n<p>Lia Thomas was a 2021-2022 women&rsquo;s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/everyone-knows-its-the-wrong-thing-to-do-teammates-of-trans-u-penn-swimmer-unhappy-with-record-smashing\/\" title=\"&#039;Everyone Knows It&#039;s the Wrong Thing to Do&#039;: ...mates of Trans U Penn. Swimmer Unhappy with Record Smashing\">swim team member<\/a> at the University of Pennsylvania. Before that, he competed on the men&rsquo;s team. His results competing against women were significantly better than when he competed against men. Many female swimmers on the team <a target=\"_blank\" href=\"https:\/\/www.washingtonexaminer.com\/opinion\/12718\/women-are-now-third-class-citizens-says-penn-swimmer-in-exclusive-interview\/\" rel=\"noreferrer noopener\">voiced their concerns anonymously<\/a> at the time out of fear of being punished by the school.
