Major changes outlined include slashing the national Institutes of Health (NIH) budget from $47 billion to $27 billion and merging it&#8217;s 27 institutes into eight. Additionally, the budget proposal allocates $20 billion towards the &#8220;Make America Healthy Again&#8221; initiative led by HHS secretary Robert F. Kennedy Jr.&rsquo;s &ldquo;Make America Healthy Again&rdquo; efforts, alongside environmental health and HIV agencies.<\/p>\n<p>&ldquo;Reaching balance requires: resetting the proper balance between federal and state responsibilities with a renewed emphasis on federalism; eliminating the federal government&rsquo;s support of woke ideology; protecting the American people by deconstructing a wasteful and weaponized bureaucracy; and identifying and eliminating wasteful spending,&rdquo; the document said, per the report.<\/p>\n<p>A <a href=\"https:\/\/www.politico.com\/news\/2025\/04\/16\/trump-administration-mulls-sharp-funding-cuts-at-health-agencies-00294781\" target=\"_blank\" rel=\"noopener\" title=\"report\">report<\/a> from <em>Politico<\/em> on the OMB document states that it would cut some HIV prevention initiatives and regular Food and Drug Administration inspections at food facilities.
