The legislation, introduced by Texas Rep. Chip Roy, would require documentary proof of citizenship in order to register to vote.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-123669683\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>Four <a href=\"https:\/\/clerk.house.gov\/evs\/2025\/roll102.xml\" target=\"_blank\" rel=\"noreferrer noopener\">Democrats<\/a> &mdash; Rep. Ed Case (HI); Rep. Henry Cuellar (TX); Rep. Jared Golden (ME); and Rep. Marie Gluesenkamp Perez (WA) &mdash; voted alongside Republicans to pass the SAVE Act. <\/p>\n<p>Democrat Reps. Vicente Gonzalez Jr. of Texas and Don Davis of North Carolina previously voted in July to pass the SAVE Act but voted in opposition to the legislation on Thursday. The previously legislation passed in July, 221 to 198, after Democrats <a href=\"https:\/\/thefederalist.com\/2024\/07\/10\/198-democrats-vote-against-bill-to-keep-foreign-nationals-out-of-american-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a> noncitizen voting is already illegal.<\/p>\n<p>But just because noncitizen voting is already illegal doesn&rsquo;t mean it&rsquo;s not happening &mdash; or that current law does anything to prevent it. Current law prohibiting noncitizens from voting is largely toothless, with prospective voters simply checking a small square box on a federal registration form attesting under penalty of perjury that they are a citizen. <\/p>\n<p>The SAVE Act would amend the 1993 National Voter Registration Act to make documentary proof of citizenship a requirement to register to vote. The legislation would add the additional, necessary layer of protection to keep foreign nationals out of U.S. elections. Under the Help America Vote Act (HAVA), states are required to check information about newly registered voters in federal elections against information stored in the state&rsquo;s <a href=\"https:\/\/amzn.to\/3YuVZYV\">motor vehicle administration database<\/a>. Individuals who do not have a driver&rsquo;s license identification number can instead provide the last four digits of his Social Security number. But foreign nationals can <a href=\"https:\/\/www.ssa.gov\/pubs\/EN-05-10096.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">obtain<\/a> both of those documents, so neither one <em>really<\/em> confirms citizenship.<\/p>\n<p>In <a href=\"https:\/\/thefederalist.com\/2024\/06\/25\/californians-with-no-drivers-license-or-ssn-can-use-a-credit-card-or-gym-membership-to-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">California<\/a>, prospective voters who lack both a driver&rsquo;s license identification number and a Social Security number can instead provide proof of identity &mdash; not citizenship &mdash; using low-security identification like a gym membership, utility bill, or credit card.<\/p>\n<p>Such a vulnerable system has enabled 11,198 noncitizens to register to vote in Pennsylvania despite, as Democrats have made clear, it being illegal, according to the <a href=\"https:\/\/www.washingtontimes.com\/news\/2019\/jan\/30\/pennsylvania-11000-non-citizens-registered-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">Washington Times<\/a>. Oregon&rsquo;s Secretary of State meanwhile found nine noncitizens who had voted in past elections after discovering &ldquo;more than 300 noncitizens were erroneously registered to vote,&rdquo; as <a href=\"https:\/\/thefederalist.com\/2024\/09\/24\/oregon-secretary-of-state-registered-1200-possible-noncitizens-to-vote-insists-noncitizen-voting-is-rare\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> by The Federalist&rsquo;s Logan Washburn. Similarly, a <a href=\"https:\/\/thefederalist.com\/2024\/10\/24\/georgia-audit-finds-nine-noncitizens-voted-in-past-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">Georgia<\/a> audit found 20 noncitizens registered to vote &mdash; nearly half of which cast a ballot in previous elections, <a href=\"https:\/\/www.ajc.com\/politics\/election-audit-shows-20-noncitizens-registered-to-vote-in-georgia\/NRORAL7Z3RDSNMQ3QDLVEARPSY\/\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a> to the Atlanta Journal-Constitution.<\/p>\n<p>The SAVE Act now heads to the Senate for a vote. <\/p>\n<\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Brianna Lyman is an elections correspondent at The Federalist.
