the president wrote. &ldquo;It is the policy of the United States to revitalize and rebuild domestic maritime industries and workforce to promote national security and economic prosperity.&rdquo;<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-525436449\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>Despite being the world&rsquo;s leading superpower, America&rsquo;s commercial and military shipbuilding industries have been in free fall for several decades, leading to a <a href=\"https:\/\/thefederalist.com\/2023\/07\/11\/how-years-of-decay-and-neglect-crippled-americas-navy\/\" target=\"_blank\" rel=\"noreferrer noopener\">diminished<\/a> naval force and allowing Red China to <a href=\"https:\/\/thefederalist.com\/2025\/03\/12\/if-the-united-states-doesnt-build-more-ships-china-will-rule-the-waves\/\" target=\"_blank\" rel=\"noreferrer noopener\">surpass<\/a> the U.S. in overall ship production. A leaked 2023 briefing slide from the U.S. Office of Naval Intelligence, for instance, showed that &ldquo;Chinese shipyards have a capacity of about 23.2 million tons compared to less than 100,000 tons in the U.S., making Chinese shipbuilding capacity more than 232 times greater than that of the U.S.,&rdquo; according to <a href=\"https:\/\/www.foxnews.com\/world\/chinese-shipbuilding-capacity-over-200-times-greater-than-us-navy-intelligence-says\" target=\"_blank\" rel=\"noreferrer noopener\">Fox News<\/a>. <\/p>\n<p>Trump&rsquo;s order seeks to reverse this alarming trend by instructing the assistant to the president for National Security Affairs (APNSA), in coordination with several cabinet secretaries and relevant agencies heads, to create and submit a &ldquo;Maritime Action Plan (MAP)&rdquo; within the next 210 days. This includes instructions to find &ldquo;all available incentives&rdquo; to encourage shipbuilders based in allied countries to make &ldquo;capital investment&rdquo; in America&rsquo;s shipbuilding sector, creating a &ldquo;Maritime Security Trust Fund that can serve as a reliable funding source to deliver consistent support for MAP programs,&rdquo; and establishing &ldquo;maritime prosperity zones&rdquo; to facilitate greater investment in U.S.-based ship development. <\/p>\n<p><strong>[READ:[READ:<a href=\"https:\/\/thefederalist.com\/2023\/07\/11\/how-years-of-decay-and-neglect-crippled-americas-navy\/\" target=\"_blank\" rel=\"noreferrer noopener\">How Years Of Decay And Neglect Crippled America&rsquo;s Navy<\/a>]<\/strong><\/p>\n<p>The order also <a href=\"https:\/\/amzn.to\/3YuVZYV\">notably directs named cabinet secretaries<\/a> to submit a report within 90 days containing &ldquo;recommendations to address workforce challenges in the maritime sector through maritime educational institutions and workforce transitions.&rdquo; <\/p>\n<p>The House Armed Services Committee held a hearing on the current state of U.S. shipbuilding last month, in which pertinent witnesses <a href=\"https:\/\/news.usni.org\/2025\/03\/11\/pay-number-one-issue-in-growing-u-s-shipbuilding-workforce-panel-tells-hasc\" target=\"_blank\" rel=\"noreferrer noopener\">discussed<\/a> challenges naval shipyards are facing in recruiting and retaining workers.
