The House limited members&rsquo; ability to bring up a similar vote, while the president is <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/3372745\/white-house-threatens-veto-congress-bill-tariff-power\/\" target=\"_blank\" rel=\"noopener\" title=\"likely to veto\">likely to veto<\/a> any resolution that does come to his desk.<\/p>\n<p>Still, the legislation is tearing at GOP unity after weeks of the party acting in lockstep on Trump&rsquo;s agenda. Seven Republicans have co-sponsored a separate measure that would <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3369642\/trump-trade-war-gop-claw-back-tariff-authority-congress\/\">ramp up<\/a> congressional oversight of the president&rsquo;s tariff authority, though that legislation <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3373145\/senate-gop-leaders-dismiss-push-curb-trump-tariff-power\/\">lacks the support of leadership<\/a> and won&rsquo;t come up for a vote.<\/p>\n<p>Separately, X CEO Elon Musk, a free trade advocate, <a href=\"https:\/\/www.washingtonexaminer.com\/policy\/finance-and-economy\/3373808\/elon-musk-navarro-demonstrably-false-tesla-tariff-claims\/\" target=\"_blank\" rel=\"noopener\" title=\"has been feuding\">has been feuding<\/a> with Trump&rsquo;s trade advisers in the first genuine sign of friction in their relationship.<\/p>\n<p>Trump&rsquo;s 10% baseline tariffs went into effect on Saturday with the additional tariffs on 86 countries set to take effect on Wednesday. The markets showed some signs of recovering on Tuesday but spent days cratering on the heels of the president&rsquo;s sweeping announcement that rattled allies and foes alike.<\/p>\n<p>Trump has also been engaging in a tit-for-tat trade war with China, <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/3373843\/trump-slaps-104-percent-tariff-china-beijing-vows-fight\/\" target=\"_blank\" rel=\"noopener\" title=\"\">announcing a 104% tariff<\/a> after China retaliated over his &ldquo;Liberation Day&rdquo; announcement.<\/p>\n<p>Top GOP leaders have given Trump space to negotiate new trade deals, with the tariffs serving as a form of leverage. The White House says nearly 70 countries have reached out to engage in trade talks.<\/p>\n<p>But Paul has not given the president <a href=\"https:\/\/www.washingtonexaminer.com\/news\/3373678\/rand-paul-trump-tariffs-based-on-fallacy\/\">the same breathing room<\/a>. He also co-sponsored the privileged resolution to revoke the Canadian tariffs the Senate <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3368411\/senate-delivers-trump-liberation-day-rebuke-emergency-tariffs-canada\/\">passed<\/a> last Wednesday, the day Trump announced the global duties.<\/p>\n<p>He has not signed on to the tariff authority bill, sponsored by President Pro Tempore Chuck Grassley (R-IA), arguing it still delegates too much power to Trump.
