But some of these projects continue today &mdash; adopted by left-leaning institutions and dedicated to controlling online speech.<\/p>\n<p>The censorship projects still operating include Chime In, hosted by the University of Wisconsin-Madison; the Analysis and Response Toolkit for Trust, housed in leftist nonprofit Discourse Labs; and Expert Voices Together, adopted by the left-wing group Right To Be.&nbsp;<\/p>\n<h2>Chime In<\/h2>\n<p>The tool Chime In was previously called &ldquo;Course Correct.&rdquo; UW-Madison developed Course Correct as an <a href=\"https:\/\/thefederalist.com\/2025\/04\/02\/after-trumps-election-several-nsf-funded-censorship-tools-go-missing\/?_thumbnail_id=345406\" target=\"_blank\" rel=\"noreferrer noopener\">anti-&ldquo;misinformation&rdquo; dashboard<\/a> for journalists, as The Federalist previously reported.&nbsp;The NSF awarded the project <a href=\"https:\/\/www.nsf.gov\/awardsearch\/showAward?AWD_ID=2230692&amp;HistoricalAwards=false\" target=\"_blank\" rel=\"noreferrer noopener\">$5 million<\/a> starting in 2022. According to the grant <a href=\"https:\/\/www.nsf.gov\/awardsearch\/showAward?AWD_ID=2230692&amp;HistoricalAwards=false\" target=\"_blank\" rel=\"noreferrer noopener\">description<\/a>, it hoped to &ldquo;scale Course Correct into local, national, and international newsrooms&hellip;&rdquo;&nbsp;<\/p>\n<p>The program was renamed to Chime In &ldquo;more than a year ago,&rdquo; university spokesman John Lucas previously <a href=\"https:\/\/thefederalist.com\/2025\/04\/02\/after-trumps-election-several-nsf-funded-censorship-tools-go-missing\/?_thumbnail_id=345406\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> The Federalist. Chime In is <a href=\"https:\/\/cccr.wisc.edu\/chime-in\/#:~:text=Chime%20In%20is%20a%20research,from%20the%20National%20Science%20Foundation.\" target=\"_blank\" rel=\"noreferrer noopener\">housed<\/a> in UW-Madison&rsquo;s Center for Communication and Civic Renewal, and aims to &ldquo;<a href=\"https:\/\/cccr.wisc.edu\/chime-in\/#:~:text=Chime%20In%20is%20a%20research,from%20the%20National%20Science%20Foundation.\" target=\"_blank\" rel=\"noreferrer noopener\">counter vaccine hesitancy<\/a>.&rdquo;<\/p>\n<p>As The College Fix reported in 2023, the program conducted &ldquo;<a href=\"https:\/\/www.thecollegefix.com\/feds-give-professors-5-7m-to-develop-tool-to-combat-misinformation\/\" target=\"_blank\" rel=\"noreferrer noopener\">pilot testing<\/a>&hellip; on issues including: raw milk, genetically modified foods, vaccine safety, fluoride in water, Covid-19, and sunscreen safety.&rdquo; The project could also collude with media to manipulate <a href=\"https:\/\/journalism.wisc.edu\/news\/course-correct-help-public-understand-accurate-information-food-safety\/\" target=\"_blank\" rel=\"noreferrer noopener\">the public narrative<\/a>.<\/p>\n<p>&ldquo;Once journalists evaluate the size and reach of these misinformation networks detected by the dashboard, they work with Course Correct staff to develop and rapidly test messages that will reduce the flow of misinformation,&rdquo; reads the project&rsquo;s NSF <a href=\"https:\/\/www.nsf.gov\/awardsearch\/showAward?AWD_ID=2230692&amp;HistoricalAwards=false\" target=\"_blank\" rel=\"noreferrer noopener\">description<\/a>. &ldquo;Course Correct will seed the affected misinformation network with sponsored social media posts&hellip;&rdquo;<\/p>\n<p>The Federalist obtained a screen recording of the Chime In software.&nbsp;The program helps users create messaging &ldquo;experiments,&rdquo; creating their own target groups, such as &ldquo;vaccine skeptics.&rdquo; Users can push their narratives on different platforms such as X, Facebook, Instagram, and YouTube, then request funding for these campaigns. Finally, the tool enables users to draft specific posts to be promoted across social media.<\/p>\n<figure><video controls src=\"https:\/\/thefederalist.com\/wp-content\/uploads\/2025\/04\/ChimeIn-final.mp4\"><\/video><\/figure>\n<p>Chime In &ldquo;<a href=\"https:\/\/thefederalist.com\/2025\/04\/02\/after-trumps-election-several-nsf-funded-censorship-tools-go-missing\/?_thumbnail_id=345406\" target=\"_blank\" rel=\"noreferrer noopener\">avoid[s]<\/a>  content moderation,&rdquo; university spokesman Greg Bump previously claimed to The Federalist, but he admitted the program &ldquo;<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/after-trumps-election-nsf-funded-censorship-tools-go-missing\/\" title=\"After Trump&#039;s Election, NSF-Funded Censorship ... Go Missing\">promotes independently verified facts<\/a> into at-need networks using the sponsored content systems of social media. &hellip;&rdquo; So Chime In could help flood targeted social media with left-wing content.<\/p>\n<h2>Analysis and Response Toolkit for Trust<\/h2>\n<p>The ARTT program developed the ARTT Guide chatbot &mdash; an artificial intelligence, &ldquo;Web-based software assistant that provides a framework of possible responses&rdquo; for political discussions, as The Federalist previously <a href=\"https:\/\/thefederalist.com\/2025\/04\/02\/after-trumps-election-several-nsf-funded-censorship-tools-go-missing\/?_thumbnail_id=345406\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, specifically focusing on &ldquo;<a href=\"https:\/\/artt.discourselabs.org\/faq\" target=\"_blank\" rel=\"noreferrer noopener\">questions around vaccines<\/a>.&rdquo;<\/p>\n<p>ARTT was &ldquo;established through funding and support through the National Science Foundation&rsquo;s <a href=\"https:\/\/artt.discourselabs.org\/about\" target=\"_blank\" rel=\"noreferrer noopener\">Convergence Accelerator<\/a>,&rdquo; and the NSF awarded it <a href=\"https:\/\/www.nsf.gov\/awardsearch\/showAward?AWD_ID=49100421C0037&amp;HistoricalAwards=false\" target=\"_blank\" rel=\"noreferrer noopener\">nearly $750,000<\/a> starting in 2021. The project was also given <a href=\"https:\/\/www.hackshackers.com\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">$5 million<\/a> to &ldquo;develop practical interventions to build trust and address vaccine hesitancy.&rdquo;&nbsp;<\/p>\n<p>ARTT planned to <a href=\"https:\/\/nsf-gov-resources.nsf.gov\/2022-08\/NSF%20Convergence%20Accelerator%202022%20Portfolio%20Guide_Final_lowres_508_0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">partner<\/a> with the University of Washington&rsquo;s Paul G. Allen School of Computer Science and Engineering, Wikimedia DC, Social Science Research Council, and Children&rsquo;s Hospital of Philadelphia. The hospital is <a href=\"https:\/\/www.dailywire.com\/news\/exclusive-philly-kids-hospital-leading-the-nation-in-sex-changes\" target=\"_blank\" rel=\"noreferrer noopener\">infamous<\/a> for performing transgender surgeries on and administering opposite-sex hormones to minors. ARTT has also taken &ldquo;<a href=\"https:\/\/nsf-gov-resources.nsf.gov\/2022-08\/NSF%20Convergence%20Accelerator%202022%20Portfolio%20Guide_Final_lowres_508_0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">advising<\/a>&rdquo; from the World Health Organization&rsquo;s &ldquo;Vaccine Safety Net.&rdquo;<\/p>\n<p>The project was <a href=\"https:\/\/nsf-gov-resources.nsf.gov\/2022-08\/NSF%20Convergence%20Accelerator%202022%20Portfolio%20Guide_Final_lowres_508_0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">led<\/a> by <a href=\"https:\/\/www.hackshackers.com\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">Hacks\/Hackers<\/a>,<strong> <\/strong>&nbsp;a nonprofit &ldquo;<a href=\"https:\/\/www.hackshackers.com\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">meetup<\/a> for journalists and technologists.&rdquo; The group works with <a href=\"https:\/\/www.hackshackers.com\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">powerful institutions<\/a>, including the World Economic Forum (WEF), Wikimedia Foundation, Google, Mozilla, and Meta. It takes funding from the left-wing <a href=\"https:\/\/www.influencewatch.org\/for-profit\/google-news-initiative\/\" target=\"_blank\" rel=\"noreferrer noopener\">Google News Initiative<\/a>, <a href=\"https:\/\/www.influencewatch.org\/non-profit\/john-d-and-catherine-t-macarthur-foundation\/\" target=\"_blank\" rel=\"noreferrer noopener\">MacArthur Foundation<\/a>, and <a href=\"https:\/\/www.influencewatch.org\/non-profit\/craig-newmark-foundation\/\" target=\"_blank\" rel=\"noreferrer noopener\">Craig Newmark Philanthropies<\/a>, which pushes &ldquo;left-of-center journalism,&rdquo; according to InfluenceWatch.<\/p>\n<p>The group recently &ldquo;graduat[ed] from <a href=\"https:\/\/artt.discourselabs.org\/post\/introducing-discourse-labs#:~:text=I'm%20excited%20to%20share,curriculum%20for%20local%20election%20officials.&amp;text=The%20support%20from%20Hacks\/Hackers,and%20more%20connected%20with%20others.\" target=\"_blank\" rel=\"noreferrer noopener\">&ldquo;startup mode&rdquo;<\/a> in the NSF&rsquo;s Convergence Accelerator, according to the group&rsquo;s website, launching its own nonprofit &mdash; Discourse Labs, which lists Hacks\/Hackers among its &ldquo;<a href=\"https:\/\/www.discourselabs.org\/about\" target=\"_blank\" rel=\"noreferrer noopener\">Partners\/Funders<\/a>.&rdquo;<\/p>\n<p>According to the group&rsquo;s website, Discourse Labs <a href=\"https:\/\/www.discourselabs.org\/about\" target=\"_blank\" rel=\"noreferrer noopener\">works with<\/a> &ldquo;researchers, computer scientists, educators, democracy and conflict resolution specialists, Wikimedians, health science communicators, and others&rdquo; to sway &ldquo;social conversations.&rdquo; Its &ldquo;Principals and Board&rdquo; <a href=\"https:\/\/www.discourselabs.org\/about\">include<\/a> <a href=\"https:\/\/www.linkedin.com\/in\/connieatwork\/details\/experience\/\" target=\"_blank\" rel=\"noreferrer noopener\">Connie Moon Sehat<\/a>, a former WEF fellow; <a href=\"https:\/\/www.linkedin.com\/in\/markcoatney\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mark Coatney<\/a>, Forbes&rsquo; former vice president of digital news; University of Washington Professor <a href=\"https:\/\/www.linkedin.com\/in\/franziskaroesner\/\" target=\"_blank\" rel=\"noreferrer noopener\">Franziska Roesner<\/a>, and Assistant Professor <a href=\"https:\/\/www.linkedin.com\/in\/amyxzh\/\" target=\"_blank\" rel=\"noreferrer noopener\">Amy Zhang<\/a>.<\/p>\n<p>&ldquo;Discourse Labs is a nonprofit with the mission of developing tools and resources for productive public dialogue, which includes the Analysis and Response Toolkit for Trust (ARTT),&rdquo; a representative for Discourse Labs previously <a href=\"https:\/\/thefederalist.com\/2025\/04\/02\/after-trumps-election-several-nsf-funded-censorship-tools-go-missing\/?_thumbnail_id=345406\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> The Federalist. The nonprofit has not yet posted tax documents online that disclose any new funding sources.<\/p>\n<h2>Expert Voices Together<\/h2>\n<p>Faculty from multiple universities <a href=\"https:\/\/thefederalist.com\/2025\/04\/02\/after-trumps-election-several-nsf-funded-censorship-tools-go-missing\/?_thumbnail_id=345406\" target=\"_blank\" rel=\"noreferrer noopener\">developed<\/a> Expert Voices Together, a &ldquo;<a href=\"https:\/\/vepimg.b8cdn.com\/uploads\/vjfnew\/\/content\/files\/1653027280phase-1-track-f-agenda-pdf1653027280.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">rapid-response system<\/a>&rdquo; for &ldquo;journalists and researchers,&rdquo; as The Federalist previously reported.&nbsp;The program could compromise press independence, as according to the EVT <a href=\"https:\/\/expertvoicestogether.org\/journalist\/about\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a>, it arranges for &ldquo;trained support coordinators&rdquo; to &ldquo;meet 1:1 with journalists and researchers.&rdquo; <\/p>\n<p>The NSF Convergence Accelerator awarded EVT <a href=\"https:\/\/www.nsf.gov\/awardsearch\/showAward?AWD_ID=2137448&amp;HistoricalAwards=false\" target=\"_blank\" rel=\"noreferrer noopener\">nearly $750,000<\/a> starting in 2021, and <a href=\"https:\/\/www.nsf.gov\/awardsearch\/showAward?AWD_ID=2230683&amp;HistoricalAwards=false\" target=\"_blank\" rel=\"noreferrer noopener\">$5 million<\/a> starting in 2022. Faculty from George Washington University, Columbia University, Louisiana State University, the University of Georgia, and the University of South Carolina led the project, according to its <a href=\"https:\/\/expertvoicestogether.org\/journalist\/about\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a>.&nbsp;<\/p>\n<p>EVT became &ldquo;<a href=\"https:\/\/expertvoicestogether.org\/journalist\/about\" target=\"_blank\" rel=\"noreferrer noopener\">housed<\/a>&rdquo; at the leftist group <a href=\"https:\/\/righttobe.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Right To Be<\/a> this year. The group provides <a href=\"https:\/\/righttobe.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">training<\/a> on radical topics including &ldquo;Bystander Intervention To Support The LGBTQIA+ Community,&rdquo; &ldquo;Conflict De-Escalation In Protest Spaces,&rdquo; and &ldquo;Bystander Intervention To Stop <a href=\"https:\/\/righttobe.org\/trainings\/bystander-intervention-to-stop-police-sponsored-violence-and-anti-black-racist-harassment\/\" target=\"_blank\" rel=\"noreferrer noopener\">Police Sponsored Violence<\/a> and Anti-Black Racism.&rdquo; Right To Be <a href=\"https:\/\/hateandhope.righttobe.org\/p\/?page=journalists&amp;_gl=1*gl53ph*_gcl_au*MjAzNzM1ODExNS4xNzQxOTU5NDI0\" target=\"_blank\" rel=\"noreferrer noopener\">partnered<\/a> with leftist <a href=\"https:\/\/www.influencewatch.org\/non-profit\/craig-newmark-foundation\/\" target=\"_blank\" rel=\"noreferrer noopener\">Craig Newmark Philanthropies<\/a> and the <a href=\"https:\/\/www.influencewatch.org\/non-profit\/international-womens-media-foundation-iwmf\/\" target=\"_blank\" rel=\"noreferrer noopener\">International Women&rsquo;s Media Foundation<\/a>, which gave an award to a <a href=\"https:\/\/www.influencewatch.org\/non-profit\/international-womens-media-foundation-iwmf\/\" target=\"_blank\" rel=\"noreferrer noopener\">terrorism supporter<\/a>.&nbsp;<\/p>\n<p>A representative from Right To Be previously <a href=\"https:\/\/thefederalist.com\/2025\/04\/02\/after-trumps-election-several-nsf-funded-censorship-tools-go-missing\/\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> The Federalist EVT &ldquo;remains under the direction of George Washington University,&rdquo; and to &ldquo;direct inquiries there.&rdquo; At the time, GWU had not responded to requests for comment.<\/p>\n<p>So the NSF incubated censorship groups, which have since been adopted by left-leaning institutions and nonprofits to manipulate public discourse.
