This follows a similar situation from a session the previous day, where verification revealed that the quorum was also absent despite earlier affirmations. Meanwhile, the texas Senate reported substantially higher activity, having passed 94 bills this session. Brian Harrison called for a verification of attendance and found it short of the requirement.&nbsp;<\/p>\n<p>&ldquo;I&rsquo;m very proud to have objected [Friday] and to require strict enforcement,&rdquo; Harrison said. &ldquo;Speaker Burrows is conducting what I call &lsquo;operation run out the clock&rsquo; because he is trying to run the clock out on Republican priorities that he doesn&rsquo;t want to be blamed for killing.&rdquo;<\/p>\n<p>The Texas House has been slow-moving this legislative session compared to the previous session. The lower chamber has passed <a href=\"https:\/\/lrl.texas.gov\/whatsNew\/client\/index.cfm\/2025\/3\/18\/Bill-Filing-Deadline-Statistics-89th-Legislature#:~:text=13-,5,-Senate%20reported%20out\" target=\"_blank\" rel=\"noopener\" title=\"\">five bills and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/manchin-joins-senate-republicans-in-challenging-bidens-woke-investments-rules\/\" title=\"Manchin Joins Senate ...s in Challenging Biden&#039;s Woke Investments Rules\">joint resolutions<\/a><\/a> out of committee, <span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">a decrease from the&nbsp;<a href=\"https:\/\/lrl.texas.gov\/whatsNew\/client\/index.cfm\/2025\/3\/18\/Bill-Filing-Deadline-Statistics-89th-Legislature#:~:text=out%20of%20committee-,13,-5\" target=\"_blank\">13 bills and joint resolutions<\/a>&nbsp;that passed<\/span> out of committee two years ago.&nbsp;<\/p>\n<p>Meanwhile, the Texas Senate passed <a href=\"https:\/\/lrl.texas.gov\/whatsNew\/client\/index.cfm\/2025\/3\/18\/Bill-Filing-Deadline-Statistics-89th-Legislature#:~:text=13-,94,-Total%20reported%20out\" target=\"_blank\" rel=\"noopener\" title=\"\">94 bills and joint resolutions<\/a> in this year&rsquo;s legislative session.<\/p>\n<p>Former Speaker Dade Phelan, also a <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/republicans\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Republican<\/a>, <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/state\/3252405\/texas-republican-infighting-forces-speaker-dade-phelan-drop-third-term\/\" target=\"_blank\" rel=\"noopener\" title=\"\">dropped his bid<\/a> for a third term amid <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/state\/3015328\/trump-power-test-bitter-fight-blood-red-texas\/\" target=\"_blank\" rel=\"noopener\" title=\"\">disagreements<\/a> within the Texas GOP.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/supreme-court\/3258395\/james-ho-fifth-circuit-heir-clarence-thomas\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>JAMES HO, THE 5TH CIRCUIT ORIGINALIST TIPPED AS THE HEIR TO CLARENCE THOMAS<\/strong><\/a><\/p>\n<p>Burrows was elected Speaker of the Texas House on the first day of the legislative session, which is rare in the Texas state legislature.
