Josh Williams told The Federalist. &ldquo;The idea is to make sure that parents have a voice in the room when it comes down to what their children are exposed to on a daily basis.&rdquo;<\/p>\n<p>House Bill 84, or the Innocence Act, would compel platforms to <a href=\"https:\/\/search-prod.lis.state.oh.us\/api\/v2\/general_assembly_136\/legislation\/hb84\/00_IN\/pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">verify<\/a> users are age 18 or older before providing &ldquo;material that is obscene or harmful to juveniles.&rdquo; The law would also &ldquo;prohibit a person from using another person&rsquo;s likeness to create sexual images of the other person.&rdquo; Williams and Republican state Rep. Steve Demetriou <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/136\/hb84\" target=\"_blank\" rel=\"noreferrer noopener\">introduced<\/a> the bill, which is <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/136\/hb84\" target=\"_blank\" rel=\"noreferrer noopener\">cosponsored<\/a> by 25 Republicans and three Democrats, last month.<\/p>\n<p>But the bill has found a powerful enemy. The so-called Free Speech Coalition, the &ldquo;<a href=\"https:\/\/www.freespeechcoalition.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">trade association for the adult industry<\/a>&rdquo; whose board is <a href=\"https:\/\/www.freespeechcoalition.com\/board-of-directors\" target=\"_blank\" rel=\"noreferrer noopener\">composed<\/a> of porn executives, has targeted this measure. The FSC Action Center features a page <a href=\"https:\/\/action.freespeechcoalition.com\/bill\/ohio-enact-the-innocence-act-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">tracking<\/a> the bill among <a href=\"https:\/\/action.freespeechcoalition.com\/issues\/age-verification\/\" target=\"_blank\" rel=\"noreferrer noopener\">others<\/a> it <a href=\"https:\/\/action.freespeechcoalition.com\/ineffective-unconstitutional-and-dangerous-the-problem-with-age-verification-mandates\/\" target=\"_blank\" rel=\"noreferrer noopener\">opposes<\/a>.<\/p>\n<p>Demetriou introduced a <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/135\/hb295\" target=\"_blank\" rel=\"noreferrer noopener\">similar bill<\/a> &mdash; which Williams cosponsored &mdash; by the same name in 2023, which ultimately <a href=\"https:\/\/www.nbc4i.com\/news\/politics\/bill-would-require-adult-websites-to-confirm-age-of-ohio-users\/\" target=\"_blank\" rel=\"noreferrer noopener\">stalled<\/a> according to NBC 4. The FSC also opposed this effort, Williams told The Federalist.&nbsp;<\/p>\n<p>&ldquo;They came in last time and gave testimony,&rdquo; Williams said. &ldquo;It was a letter, I think, that got sent around.&rdquo;<\/p>\n<p>Still, the new bill is making progress. It currently sits in the <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/136\/hb84\/status\" target=\"_blank\" rel=\"noreferrer noopener\">Committee on Technology and Innovation<\/a>, which last held a <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/136\/hb84\/committee\" target=\"_blank\" rel=\"noreferrer noopener\">hearing<\/a> on March 18. The bill sponsors testified alongside several proponents.<\/p>\n<p>&ldquo;For distributors who fail to comply, the penalty is a first-degree misdemeanor. Importantly, minors attempting to access such content will not face penalties,&rdquo; Demetriou <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/136\/hb84\/committee\" target=\"_blank\" rel=\"noreferrer noopener\">testified<\/a>. &ldquo;The bill also tackles the rising crisis of nonconsensual fabricated sexual images, commonly known as deepfake pornography.&rdquo;<\/p>\n<p>Kirsti Mouncey, president of the Collaborative to End Human Trafficking, <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/136\/hb84\/committee\" target=\"_blank\" rel=\"noreferrer noopener\">called<\/a> the bill &ldquo;a vital step toward modernizing our legal protections, holding perpetrators accountable, and protecting Ohioans from digital exploitation that may result in trafficking.&rdquo;<\/p>\n<p>Mouncey shared the story of a human trafficking survivor identified only as &ldquo;Taylor.&rdquo;&nbsp;<\/p>\n<p>&ldquo;My exploitation was made available to the global public, for free, downloadable, and with no meaningful or effective restriction. &hellip; To this day, 10 years later there are still numerous videos of me uploaded to over 100 explicit websites,&rdquo; reads a statement from Taylor, conveyed by Mouncey. &ldquo;Age verification of explicit content is one step forward to protecting those most vulnerable. &hellip; The stories of countless survivors and the discovery found in 25 lawsuits have revealed the truth behind platforms like <a href=\"https:\/\/thefederalist.com\/tag\/pornhub\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pornhub<\/a> and its parent company Mindgeek\/Aylo.&rdquo;<\/p>\n<p>PornHub has admitted to profiting from <a href=\"https:\/\/www.nytimes.com\/2023\/12\/21\/nyregion\/pornhub-aylo-profits-sex-trafficking.html\" target=\"_blank\" rel=\"noreferrer noopener\">sex trafficking<\/a>. And, as The Federalist <a href=\"https:\/\/thefederalist.com\/2025\/01\/29\/leftist-smear-group-attacking-rfk-jr-led-by-queer-trans-activist-funded-by-pornhubs-parent-company\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, <a href=\"https:\/\/www.texasattorneygeneral.gov\/news\/releases\/attorney-general-ken-paxton-sues-major-pornography-distributor-violating-texas-age-verification-laws\" target=\"_blank\" rel=\"noreferrer noopener\">parent company<\/a> Aylo funded a group that <a href=\"https:\/\/www.fightforthefuture.org\/actions\/transparentsletter\/\" target=\"_blank\" rel=\"noreferrer noopener\">opposed<\/a> the &ldquo;Kids Online Safety Act,&rdquo; which would have required online platforms to protect minors from &ldquo;<a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/senate-bill\/1409\/text#toc-id835701d0-c064-42db-b2af-8eb6591ac0e1\" target=\"_blank\" rel=\"noreferrer noopener\">sexual exploitation and abuse<\/a>.&rdquo; Aylo developed &ldquo;<a href=\"https:\/\/aylo.com\/newsroom\/ecp-and-aylo-reflect-on-the-past-year\/\" target=\"_blank\" rel=\"noreferrer noopener\">relationships<\/a>&rdquo; with the FSC, the group targeting the Ohio bill.<\/p>\n<p>Taylor, via Mouncey, expressed concern that children could access &ldquo;countless other criminal abuse videos and child sexual abuse material&rdquo; on porn sites. She also called for age verification of those depicted in videos.<\/p>\n<p>The porn industry has won court rulings that make it difficult to verify the age of those depicted in obscene videos &mdash; essentially, &ldquo;unless you can prove that it&rsquo;s actually a minor, it&rsquo;s not unlawful to be online,&rdquo; Williams said. In <em>Ashcroft v. Free Speech Coalition<\/em>, the Supreme Court <a href=\"https:\/\/firstamendment.mtsu.edu\/article\/ashcroft-v-free-speech-coalition\/\" target=\"_blank\" rel=\"noreferrer noopener\">struck down<\/a> bans on content that &ldquo;&lsquo;appears to be&rsquo; or &lsquo;conveys the impression&rsquo; of&rdquo; child porn. <\/p>\n<p>&ldquo;We&rsquo;ve been fighting this stuff for a while,&rdquo; Williams said.&nbsp;<\/p>\n<p>Louisiana <a href=\"https:\/\/www.google.com\/search?client=safari&amp;rls=en&amp;q=thefederalist.com+age+verification+louisiana&amp;ie=UTF-8&amp;oe=UTF-8\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a> legislation to protect kids from obscene content online in 2022, requiring porn platforms to verify users are age 18 and up. The FSC <a href=\"https:\/\/www.freespeechcoalition.com\/age-verification\" target=\"_blank\" rel=\"noreferrer noopener\">opposed<\/a> the law, along with others that followed suit. According to The Daily Citizen (of Focus On The Family), 20 states have already passed age verification laws to <a href=\"https:\/\/dailycitizen.focusonthefamily.com\/pornography-age-verification-laws-what-they-are-and-which-states-have-them\/\" target=\"_blank\" rel=\"noreferrer noopener\">protect children<\/a>, and 16 more are considering them.&nbsp;<\/p>\n<hr>\n<p>   Logan Washburn is a staff writer covering election integrity.
